UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and securit.

In this regard, its programming in the country is focused on four priority areas: enhancing women’s economic empowerment; ending violence against women; engaging women in all aspects of peace and security processes as well as disaster response and preparedness; and strengthening monitoring and reporting against national and international gender equality commitments, mainstreaming gender across national development planning and budgeting processes. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality, namely through the UN Gender Theme Group and with the Secretary of State for Gender Iquality and Inclusion through the Gender Equality Coordination Group.

In this regard, UN Women Timor-Leste seeks to recruit an international consultant to provide technical support on the  Monitoring and Evaluation to the country office.

Objectives of the assignment

The overall objectives of the consultancy assignment is to provide technical support to the work of the Monitoring & Evaluation of the Country Office. The International Consultant will be based in Dili during the entire period of the assignment, and may be required to travel to other municipalities if needed.

Scope of Work/Duties and Responsibilities     

Under overall guidance and direct supervision of the UN Women Head of Office, the consultant will perform the following tasks:

Provide technical guidance to the Country Office in incorporating monitoring and reporting into programme formulation

  • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria;

  • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation;

  • Coordinate annual work plan monitoring, reviews and reporting;

  • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;

  • Provide strategic guidance to partners and Country Office in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys;

  • Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements;

Provide technical guidance to the Country Office in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan

  • Ensure data collection and analysis from field visits are coordinated and standardized across programmes;

  • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making;

  • Visit partners to support monitoring of results and planning processes;

  • Lead the review of financial reports based on contractual obligation;

  • Support the spending of donor funds and other programme expenditures and disbursements;

  • Develop and monitor the CO’s Monitoring, Evaluation, and Research Plan.

Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;

  • Finalize donor and programme reports (both narrative and financial);

  • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting;

  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;

  • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy

  • Provide technical support to the implementation of UN Women’s Evaluation plan at the country level;

  • Provide guidance to CO programme staff on evaluations;

  • Ensure communication between the CO and RO regarding Evaluations;

  • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Sustainable Country Development Framework (UNSCDF).

Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities;

  • Develop capacity development tools, including training materials and packages;

  • Work with sister UN Agencies to advocate (and if need be in draft and implement) with the National government on development and adoption of National Evaluation Policy

  • Provide technical support to the government in conducting third party assessmenst and evaluations

  • Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E);

  • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.

Duration of the assignment

The total duration of the contract assignment will be 1 year, between 15 Aug 2022 and 14 Aug 2023. The consultancy is mainly based in Dili, with official mission to municipalities if necessary.

Expected Deliverables

The International Consultant is expected to submit monthly reports on: 

  • Technical support provided on the guidance to the Country Office in incorporating monitoring and reporting into programme formulation

  • Technical guidance provided to the Country Office in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan

  • Technical support provided on reporting of results to the country office

  • Technical support provided to the Country Office in the implementation the UN Women Evaluation Policy

  • Technical support contributed to knowledge building and capacity building

  • Technical support provided to the development of programme/ project proposals.

All the documents, including the project proposal, training materials and reports should be written in English.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Inputs

  1. The consultant will cover the cost of international travel.

  2. The consultant is expected to work using her/his own computer, but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

  3. UN Women will cover the cost of translation and printing of training materials and training venue as required throughout the duration of the assignment. UN Women will also cover the cost of travel and DSA for the travel to other municipalities out of Dili.

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Qualifications et expériences requises

Required experience and qualifications

The consultant should fulfill the following requirements:

Education

  • A Master’s degree or equivalent in gender studies, humanitarian affairs, human rights, social science and/or any relevant field directly related to gender and humanitarian action or a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience and skills

  • At least 7 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;

  • Experience in the United Nations systems in an asset;

  • Working experience in Asia-Pacific, particularly Timor-Leste, is an asset;

  • Knowledge of Timor-Leste’s context or experience in the country would be an added advantage.

Language and other skills

  • Fluency in English is required
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

  • The total number of points allocated for the price component is 100.

  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
