The duration of the assignment is until 31 December 2022. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices at Headquarters and in all field locations to deliver results in support of UN Women’s Strategic Plan 2022-2025 and internationally agreed goals on gender equality and the empowerment of all women and girls, including the Beijing Declaration and Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and programme advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and the empowerment of all women and girls.

The Intergovernmental Support Section (IGS) in PPID is responsible for leading UN-Women’s strategic engagement with, and support for intergovernmental bodies and processes towards ensuring that a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls is strengthened and implemented. It manages and coordinates the Entity’s substantive engagement with intergovernmental bodies on gender equality and the empowerment of all women and girls, and drives the process of integration of normative frameworks into UN Women’s operational and UN system coordination functions.

Under the direct supervision of the Policy Adviser for Intergovernmental Support and the overall supervision of the Chief of the Intergovernmental Support Section, the Intergovernmental Specialist ensures that UN Women provides substantive support to intergovernmental processes, particularly those related to climate change, biodiversity and sustainable development. 

Devoirs et responsabilités

Provide technical support to intergovernmental processes with a focus on climate change, biodiversity and sustainable development:

  • Monitor intergovernmental discussions and negotiations in the General Assembly and the processes related to the Rio Conventions with regard to gender perspectives addressed;
  • Provide key messages on gender equality priorities for use in intergovernmental processes and negotiations;

Provide research and analysis support on gender perspectives in regard to  climate change, biodiversity and sustainable development:

  • Conduct analysis of selected policy areas in intergovernmental processes and their implications on outcomes for gender equality and the empowerment of all women and girls;
  • Draft background and briefing notes and talking points, and provide policy inputs to relevant reports of the Secretary-General, as required; 
  • Organize side events, briefings and stakeholder events, and other knowledge-sharing and alliance building activities;

Build relationships with Member States, UN system entities, civil society organizations and other stakeholders with a particular focus on climate change, biodiversity and sustainable development:

  • Build and develop relationships with Member States in the context of relevant intergovernmental bodies;
  • Liaise with the Secretariats of relevant intergovernmental bodies and build relationships with other UN entities to support the mainstreaming of a gender perspective in the work of those bodies;
  • Organize and participate in inter-agency and expert group meetings on climate change, biodiversity and sustainable development;

Provide other support to the effective functioning of the Intergovernmental Support Section, as required:

  • Collaborate with colleagues at Headquarters and in Regional and Country Offices on linkages between normative and operational issues;
  • Provide technical support to information dissemination, including through UN Women’s website and social media;
  • Represent IGS in internal and external working groups and task forces, as required.

Qualifications et expériences requises

Education and certification:

  • Master's degree (or equivalent) in international relations, development studies, gender studies, social sciences, or other related fields

Experience:

  • A minimum of five years of progressively responsible experience in providing analysis and policy guidance on issues related to sustainable development, climate change, biodiversity and other environmental issues.
  •  Experience with a UN organization highly desirable.

Language Requirements:

  • Fluency in English is required
  • Knowledge of another UN official working language is an asset.
