UN Women, the UN Entity for Gender Equality and the Empowerment of Women has been created to accelerate up the process of meeting the needs of women and girls across the world. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programs and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. UN Women is at the forefront of the global drive to remove gender barriers and end discrimination, because we believe in a world of justice and human rights for everyone.

In 2008, the United Nations announced the Green Economy Initiative, which aims to help governments change their economic policies by prioritizing the use of clean technologies, renewable energy, water and clean transport services, the need to waste management, green building construction, sustainable agriculture, etc.

In line with the above and recognizing the need to restore the stability of the global economic and financial systems and harmonize national economic and environmental goals for the sustainable development, the Government of Tajikistan has drafted the Strategy on Green Economy Development in the Republic of Tajikistan.

The strategy is aimed at developing a green economy in the Republic of Tajikistan to ensure economic development through the efficient and rational use of natural resources, improvement of living standards and social stability of the population, as well as ensuring the environmental balance in the long term.

Worldwide, transitioning to green industry, if planned carefully, can promote a future that supports environmental sustainability and gender equality by decoupling economic growth from resource consumption and facilitating the systematic socio-political transformation needed to address social inequalities. Yet, women’s economic empowerment as the combination of women’s ability to succeed and advance economically and the power to make and act on economic decisions is still underestimated. To succeed and advance economically, women need the skills and resources to compete in markets, as well as fair and equal access to economic institutions. In order to have the power and agency to benefit from economic activities, women need to have the ability to make and act on decisions and control resources and profits.

Furthermore, due to the COVID-19 crisis and other economic shocks, gender mainstreaming must be prioritized in all sectors - not only to help women entrepreneurs start green businesses, but also to generate the human resources needed for an efficient economic recovery as a whole.

Currently, women’s economic empowerment and involvement in green industry is limited across the world. The women entrepreneurs report similar barriers to starting a green business, including lack of access to funding and financial services; lack of access to technology; lack of information and resources on how to start a business; and lack of incentives for businesses operating in green industry.

The draft Strategy on Green Economy Development in the Republic of Tajikistan, Action Plan Matrix, and Matrix of Indicators has been circulated among the main stakeholders for the review and comments.   UN Women in Tajikistan is hiring a gender expert who will conduct gender analysis and revision of these documents to ensure relevance and gender mainstreaming of the Strategy. The consultant shall work closely with the UN Women staff in Tajikistan.

Goal and objectives of the consultancy:

The overall goal of the proposed consultations is to review, comment, and make relevant suggestions to ensure gender mainstreaming of the draft Strategy on Green Economy Development in the Republic of Tajikistan, its Action Plan Matrix, and Matrix of Indicators.

Devoirs et responsabilités

Under the supervision of the UN Women Country Programme Manager and/or Program Coordinator, the consultant will perform the following tasks, that include but are not limited to the following: 

  • Conduct review of the existing draft Strategy on Green Economy Development in the Republic of Tajikistan, its Action Plan Matrix, and Matrix of Indicators, analyze all parts, their relevance with the global trends and recommendations on gender mainstreaming in green economy policies
  • Review the structure of the document and suggest changes relevant to the subject of consultancy, if deem necessary
  • Conduct a gender analysis of the the draft Strategy on Green Economy Development in the Republic of Tajikistan, its Action Plan Matrix, and Matrix of Indicators
  • Advise on gender sensitive national green growth policy content in all parts of the papers
  • Suggest approaches to strengthen relevant data collection and analysis
  • Suggest sex-disaggregated and gender indicators into the Matrix of Indicators to assess gender and green growth intervention and impacts are measurable at all levels
  • If applicable, explore approaches to account for unpaid care contributions within green macroeconomic indicators

The consultant should provide a draft document (Strategy on Green Economy Development in the Republic of Tajikistan, its Action Plan Matrix, and Matrix of Indicators) for review and feedback to UN Women staff, as well as to the experts of the regional office

Based on the comments and feedbacks received, the consultant should go through the document (Strategy on Green Economy Development in the Republic of Tajikistan, its Action Plan Matrix, and Matrix of Indicators), finalize it and provide to UN Women staff the final version of the product.

Qualifications et expériences requises

Education:

  • University degree in education, gender or social development, human rights, law, humanitarian sciences, social studies, or related field.

Working Experience:

  • At least 5 years of work experience in gender equality issues, policy research/analysis in the fields of gender equality, migration, political science, social sciences, or related field
  • At least 3 years of experience in document revision, strategy development, report writing, curricula, manuals, training modules on gender and social development, and migration.
  • Experience in working in an area that covers legislation of the Republic of Tajikistan.
  • Experience working on the National Migration Strategy of RT.
  • Experience working in NGOs working with migrants or UN Agencies.

Language:

Proficient knowledge of Russian and/or Tajik languages; knowledge of English language is an asset

ICT requirements:

  • Good knowledge of MS Office

Payment Schedule

Payment for the services provided will be made as a lump sum upon achievement of expected results and approval of the deliverable and acceptance of services by the UN Women (PERF) that the services have been satisfactorily performed.
