UN Women in Kyrgyzstan is a strong advocate for improving the lives of women and girls in the country. Building on the vision of equality enshrined in the UN Charter, we are working to enhance women's leadership; the elimination of violence against women; involving women in all aspects of decision making; economic empowerment of women.
UN Women in Kyrgyzstan prioritizes initiatives and programs in areas fundamental to achieving equality for women and finding ways of progress for both women and men. At the moment, the country office supports programs throughout the country, which are aimed at: expansion of economic rights and opportunities for women; elimination of violence against women; peace, security and gender mainstreaming in humanitarian action.
In 2022 UN Women has signed the partnership agreement with WFP for joint implementation of  the project “Promotion of participatory gender- and nutrition sensitive climate change adaptation measures” aiming at implementation of a complex set of objectives: a) to reduce vulnerabilities to climate change, b) increase the adaptive capacity and resilience of rural communities, and c) strengthen and upscale Disaster Risk Management (DRM) activities of vulnerable communities by supporting informed, coherent, gender- and nutritious- sensitive local adaptation, enabling the environment for risk financing and build-back-better mechanisms to climate-proof the food systems and guarantee food security. These activities will be implemented in selected 11 aiyl okmotus (AO) in 8 districts of Batken, Osh and Naryn provinces.  
Within this agreement UN Women is seeking a Design Thinking Expert, who will work under the direct supervision of the Community development specialist and an overall supervision of National Program Officer. The Design Thinking Expert will be responsible for facilitating participatory community consultations by applying social innovation tools, such as Design Thinking approach, ensuring inclusive human rights based and gender transformative principles. The work will be done in selected 11 aiyl okmotus (AO) in 8 districts of Batken, Osh and Naryn provinces within project “Promotion of participatory gender- and nutrition sensitive climate change adaptation measures”

 

Devoirs et responsabilités

Objectives: 

  • Contribute to capacity strengthening activities, ensuring the application of gender-sensitive human-rights based approaches in participatory decision making 
  • Contribute to gender review of the climate change, livelihood and food security analysis by collecting voices and opinions of community members – women and men in target areas
  • Facilitate application of innovative tools for community self-reflection and review of potential DRM and climate adaptation interventions, ensuring its gender-sensitivity
  • Contribute to the development of participatory gender- and nutrition sensitive local climate adaptation and DRM plans with substantive inputs from target rural communities

Expected deliverables:

  • Number of members of target local communities and local self-governments (LSGs) with strengthened capacities for development of livelihood, food security and climate change analysis (in collaboration with AKDN).
  • Inputs collected from local communities to inform gender review of the climate change, livelihood and food security analysis, integrated in local gender- and nutrition sensitive local climate adaptation and DRM plans.
  • Models on gender- and nutrition sensitive adaptation measures developed by target communities through participation in Design Thinking workshops.
  • Report on Field level discussions/trainings on nutritious and gender-sensitive long term adaptation measures.
  • Report on piloted SBCC campaign, including messages.

Scope of work 

  • Coordinate with Aga Khan Foundation (AKDN) and a contractor working at community level to define the scope and content of consultations by applying Design Thinking (DT) methodology for participatory review of potential adaptation measures that communities can apply, along with the analysis for gender sensitivity of the current adaptation measures applied by communities.
  • Develop a tailored DT methodology for community consultations, including a detailed agenda and handout materials, and action plan for preparation, delivery, and follow-up workshops  
  • Produce the inception report that explains the methodology adopted and how the DT experts will ensure the timely production of the deliverables
  • Conduct the series of DT workshops in target communities (11 Aiyl okmotus) by focusing on communities self-reflections on potential impacts of climate change; nutritious and gender-sensitive long term adaptation options; prioritize and model potential adaptation and DRM measures; monitoring of result and feedback to policymakers
  • Facilitate SBCC campaign elaboration in target communities, develop SBCC messages, on the basis of elaborated models (prototypes) develop campaign roll out plans, launch campaigns in 3 pilot communities
  • Analyse and summarise key findings during the DT workshops, representing the voices/opinions/values of communities for further use it in the process of climate change adaptation and disaster risk management planning (cost-effectiveness, following no harm principles and identify and avoid maladaptation, in terms of social, environmental impact, sustainable and complementing long-term strategies)
  • Develop the Report, based on the analysis of the findings of the DT workshops including participatory reflections on the climate change adaptation and disaster risk management process and its impact on livelihoods in target communities, along with recommendations for a way forward.

Timeframe, payments and deliverables

The payments will be made in KGS on monthly base by 20th on submitted and approved timesheet, and after all the deliverables are submitted, accepted and approved by UN Women. The Consultant shall provide a report with all necessary attachments describing the scope of work performed over the period for which the instalment is paid:

Monthly plan and narrative report on undertaken assignments according to monthly work plan submitted and approved by management. Narrative reports should include

a) Methodology and materials (photos; tools, etc)?used in each workshop 

b) Minutes and List of Participants of the Design thinking workshops from each 11 target Ayil okmotu 

c) User-journey profiles (Prototypes) from each 11 workshop in target Ayil okmotu

By 10th of each month

Final report including:

a) a summary of the findings of the co-creation workshops and lessons learned. 

b) analysis of the identified capacities, needs and solutions of the actors working in DRR and Gender Equality.

c) recommendations of opportunities to further strengthen the capacities and engagement of women and actors in DRR areas 

 

By 10th December

Inputs

UN Women will provide access to UN Women Office during working hours to print relevant documents or whenever required to work on-site at any point during the assignment

  • UN Women will provide logistical support to organize interviews with project beneficiaries, when and if required to develop communication products (stories, interviews)
  • UN Women will provide all logistical arrangement during Design thinking workshops: venue, meal, stationary, transport

Duration of Assignment:

The expected duration of the consultant is to be 4 months starting from 10 August till 10 December 2022

Education:

Higher education in the social sciences or relevant. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience and knowledge:

  • Proven record of successful application of Design Thinking Approach institutional development and designing innovative public policies into multiple contexts involving users, organizations, and societies. 
  • At least 3 years of experience on designing and facilitating of participatory training workshops, preferably in Kyrgyzstan context. 
  • Experience of applying social innovation approaches; strategic thinking in the field of social development preferably in the field of GEWE programming. 
  • Experience of working on Gender Equality and Women Empowerment and Sexual and Gender based Violence, Elimination of Violence Against Women and Girls, HIV prevention especially in Kyrgyzstan Context 
  • Experience of working with United Nations or with other international organisations is an advantage.

Language Requirements:

  • Excellent written and verbal communication skills in Russian, Kyrgyz. Working knowledge of English is an asset.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period. The financial proposal should be provided in KGS. If the proposal is provided in any other currency, it would be converted as per UN exchange rate on the date of post closure.

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

Maximum total technical scoring:

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 65 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Financial proposal should include daily rate and field trip cost.

Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.
