I.  Organizational Context 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women’s Strategic Plan (2022-2025) sets out the global vision to ‘Achieve gender equality, the empowerment of all women and girls, and the fulfilment of their human rights’.  This goal frames UN Women ECO’s work and guides its contributions to Ethiopia’s United Nations Sustainable Development Framework (UNSDCF), and frames ECO’s program contributions to UN Women’s global outcomes and indicators, which are organized in four thematic priority areas; ending violence against women and girls; governance and participation in public life; economic empowerment and resilience; and peace and security, humanitarian action, and disaster risk reduction. 

One of the priorities Programme of UN Women ECO is Ending Violence against Women and Girls (EVAWG). The Programme broadly focuses on a comprehensive approach that encompasses legislation and policies, prevention, services for survivors, research, and data. UN Women works with key partners from government, civil society and UN organizations in development and humanitarian settings to address legal gaps and strengthen policy frameworks with regard to protecting women survivors of violence and their rights; to expand the provision of legal and protection services to women; to provide awareness and raising initiatives on legal instruments and mechanisms on violence against women and girls (VAWG). Under the EVAWG programme, UN Women works to ensure women and girls who have experience violence access available, accessible and quality essential services so the impact of violence is addressed through the development and rolling out of various tools, guidelines and standards to enhance the capacity of service providers for the provision of survivor centered services.

 

Reporting to the Programme Specialist EVAWG, the Programme Officer contributes to the effective management of UN Women programmes in the ECO by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Officer guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Officer works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

II. Functions

Contribute technically to the development of Programme strategies in the area of Ending Violence Against Women and Girls (EVAWG)

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

 

Provide substantive technical support to the implementation and management of the EVAWG programme

  • Provide technical inputs to the annual workplan and budget;
  • Contribute to implementation of programme activities
  • Contribute coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.
  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;

Provide technical assistance and capacity development to project/programme partners on survivor centered comprehensive programme

 

  • Coordinate and provide technical support in the implementation of programme activities with particular focus on the provision of survivor centered comprehensive programme; Develop technical knowledge products
  • Maintain relationships with national partners to ensure UN Women’s meaningful contribution in the overall effort to make services comprehensive and survivor centered
  • Identify opportunities for capacity building of Implementing Partners (IPs), service providing institution, the government and others in providing quality coordinated and accessible essential services to women and girls’ survivors of violence in accordance with global standards and guidelines
  • Support the Ethiopian Network of Women Shelters member organizations to effectively coordinate and provide comprehensive quality services for survivors of violence

 

Provide technical inputs to the monitoring and reporting of the programme/ project

 

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

 

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.
  • Provide technical support to inter-agency coordination on EVAWG to achieve coherence and alignment of UN Women programmes with other partners in the country
  • Provide substantive inputs to advocacy, knowledge building and communication efforts
  • Develop background documents, briefs and presentations related to VAWG;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on EVAWG.

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least five years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in ending violence against women and girls is an asset;
  • Experience coordinating and liaising with government agencies, service providers and/or donors is an asset.

Language Requirements:

  • Fluency in oral and written Amharic and English is required;
  • Knowledge of the other UN official working language is an asset.
