Office/Unit/Project Description
The UN Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.These models work through two channels: firstly through financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and secondly, by showing how localized investments can drive public and private funding that underpins local economic expansion and sustainable development by strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels.


In 2017, UNCDF expanded the scope of its programmatic agenda to go beyond digital finance with a new strategy, “Leaving no one behind in the digital era”. UNCDF provides capital and technical support for the emergence of inclusive digital economies. Through flexible grant and loan instruments, UNCDF supports a wide range of products and services in various sectors ranging from finance to agriculture, education, health and transportation. This entails working with the public and the private sector to ensure that the services match in particular the needs of key segments such as youth, women, migrants, refugees, and micro-, small- and medium-sized enterprises (MSMEs).


UNCDF has been present for decades in Ethiopia and has been working with both public and private sector in several areas and business streams. Through its intervention mechanisms, UNCDF currently is engaged with variety of projects in the country such as policy, gender, digital finance, payments ecosystem, migration and international remittance services, capacity building, clean energy, support to MSMEs and innovation.


To accomplish its goals and coordinate the country works in Ethiopia, UNCDF requires a Country Coordinator to support and harmonize the implementation of different projects and operation in the country.

 

Institutional Arrangement
The position will directly report to the UNCDF Regional Digital Hub Manager for East and Southern Africa (ESA), based in Kampala, Uganda and will receive technical input from other UNCDF colleagues, including the Gender Lead at the Policy Accelerator (PA) Programme.
Contract is initially for 12 months with possibility of renewal for another 12 months based on programmatic needs, good performance and availability of funds.

Scope of Work
Under the direct responsibility of the Regional Digital Hub Manager, the Country Coordinator in Ethiopia will oversee the expansion & implementation of activities leveraging innovation and technology in Ethiopia. S/he will specifically:
1. Provide technical support and lead strategy implementation, including annual planning, budgeting, monitoring and reporting
1.1 Advance UNCDF’s various initiatives and strategy in Ethiopia by engaging and discussing with donors, partners, and industry stakeholders while securing buy in on UNCDF works in the country.
1.2 Develop and update the country annual strategy, workplan and budget and monitor and update quarterly progress using the country logbook;
1.3 Support and coordinate the team in Ethiopia with various skills (digital, finance, energy, agriculture, etc.) and from diverse backgrounds;
1.4 Support the expansion and development of UNCDF project portfolio with a focus on key segments (low-income people, women, youth, migrants, forcibly displaced people, low skilled workers, and MSMEs) and key sectors (fintech, AgriTech, HealthTech, EdTech, ClimateTech).
2. Provide advisory and coordination services for the overall implementation and management of activities to leverage innovation and technology in Ethiopia
2.1 Support the supervision and coordination of the project portfolio designed to fulfil the IDE mission of “Leaving no one behind in the digital era.”
2.2 Coordinate monthly progress calls with all Project Leads in Ethiopia, preparing agendas, leading calls, updating plans and logs, facilitating contacts, and/or organising visits to Ethiopia;
2.3 Support and coordinate with colleagues from other areas such as results measurement, research & learning, country and project field visits, communications, and knowledge/information sharing, and others as may be needed.
2.4 Provide technical support and advisory services to UNCDF operations team, which manages local finance, procurement and administration management of office space, equipment and transportation services;
2.5 Coordinate with global technical sector/segment/functional leads (e.g., gender, energy, youth, policy, donor relations) where relevant to ensure UNCDF’s interventions are in line with policy and market development trends.
3. Coordinate stakeholder management with development and private sector partners, the government, other UN Agencies and potential donors
3.1 Build strong relationship will project implementing partners and other sector stakeholders in Ethiopia to facilitate the implementation of UNCDF’s initiatives and ensure their sustainability while building the portfolio of UNCDF in the country.
3.2 Proactively build relationships with funders at country, regional and global levels to mobilize additional resources for existing and new programming.
3.3 Proactively seek ways to leverage partnerships with financial, communication and other regulatory authorities, government ministries, service providers in various sectors (Finance, digital, energy, agriculture, etc.), and other local stakeholders to support UNCDF’s various initiatives.

Qualifications et expériences requises

Min. Education requirements

A Master’s degree in technology, economics, public/business administration, social sciences, or related discipline

Min. years of relevant work experience

A minimum of seven (7) years of experience in progressively more responsible positions in the financial services, telecommunications field and or digital field;
At least four years’ experience in digital services and solutions. Experience in Africa region and Ethiopia is an advantage;
Proven expertise in working with multi-million-dollar initiatives for results, in digital and innovation

Required skills

Possesses expert knowledge and delivery experience of key challenges and opportunities in key sectors for digital economies (finance, energy, agriculture, health, education etc.) for key segments (low-income people, women, youth, migrants, refugees, low-skilled workers, MSMEs)
Ability to inspire the team they are in for learning and working together to deliver results;
Experience in managing relationships with funders and fundraising is a plus

Desired skills in addition to the competencies covered in the Competencies section

In-depth knowledge of relevant organizational policies and procedures;
In-depth knowledge of gender-related challenges to advance digital and financial inclusion among underserved women, especially in Ethiopia, is a distinct plus;
Good understanding of legal and regulatory issues related to digital & innovation in Ethiopia, such as know your customer and agency banking rules;
Experience working with an international donor organization is a plus, but not mandatory.

Excellent speaking and writing skills in English and additional local language is an advantage.
