UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. This includes efforts to ensure women’s right to live free from any form of violence, efforts to advance women’s economic empowerment and women’s leadership and participation in support of the Women, Peace and Security (WPS) Agenda, and advance international agreements and commitments related to gender equality and women’s empowerment, including through adequate planning and budgeting. 

 

The United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325)[1] was adopted unanimously on 31 October 2000. This landmark resolution has become a powerful normative framework for advancing the crucial roles of women and girls in prevention and resolution of conflicts, peacebuilding, humanitarian response and post-conflict recovery. It reiterates the importance of the equal participation and full involvement of women in all efforts for building sustainable peace. In 2016, Timor-Leste was the third country in Southeast Asia to develop the National Action Plan for the implementation of UNSCR 1325 (NAP 1325) on Women, Peace and Security (2016-2020), which has served as an important impetus to increase and strengthen the active participation and leadership of Timorese women in peace and state building. Since 2016, UN Women has been working jointly with and providing technical support to Ministry of Interior, which is the national institution leading the coordination of NAP 1325 development and implementation, as well as line ministries including the Ministry of Justice, Secretariat of State for Equality and Inclusion (SEII), Timor-Leste Defence Forces (F-FDTL) and National Police of Timor-Leste (PNTL), in implementing their commitments to the NAP 1325. The Government of Timor-Leste, with the support of UN Women and civil society organizations, is currently developing the second NAP 1325 (2022-2025). UN Women will organize the Transformative Leadership for Gender Equality (TLGE) training workshops to strengthen institutional capacity of the NAP 1325 Structure (including the focal points from line ministries and civil society organizations at national and sub-national levels) in implementing their obligations under the NAP 1325, and increasing their capacity to promote women’s participation and representation in national security and peacebuilding, and strengthening use of gender-inclusive and transformative leadership principles and practices to address gender biases and discrimination against women and girls, and translating commitments in UNSCR 1325 on WPS to actions.

Devoirs et responsabilités

  1. Objectives of the assignment

 

Under the overall guidance of the Head of Office, the national consultant will be directly supervised by Women, Peace and Security Programme Officer, and will work closely with the Civil Protection Authority’s NAP 1325 Secretariat.

 

The national consultant will be responsible for developing training materials, planning and coordinating with the NAP 1325 Secretariat, and organizing the Transformative Leadership for Gender Equality (TLGE) training for the NAP 1325 focal points from line ministries and civil society organizations at national and sub-national levels.

 

  1. Scope of work and tasks

The consultant will perform the following tasks:

 

  1. Develop a work plan and TLGE training materials (English and Tetum) with the support from the NAP 1325 Secretariat and UN Women Timor-Leste.
    1. Develop the pre-training and post-training assessment, and liaise with NAP 1325 Secretariat to identify the training participants. Coordinate with NAP 1325 Secretariat to ensure the participation of the PNTL members involved in the PNTL Gender Strategy (2018-2022) implementation.
    2. Develop a work plan on the TLGE training for the NAP 1325 focal points from line ministries and civil society organizations at national and sub-national levels, including the focal points from the security institutions.
    3. Develop TLGE training materials, in line with the second NAP 1325 (2022-2025) and with special attention to women’s participation in the upcoming elections.
    4. Ensure efficient and smooth coordination with line ministries and NAP 1325 Structure.

Provide Transformative Leadership for Gender Equality (TLGE) training to the NAP 1325 focal points from line ministries and civil society organizations at national and sub-national levels (including the focal points from the security institutions), as well as the focal points from line ministries involved in the National Mediation Network.
    1. Implement the training the work plan, and coordinate with the NAP 1325 Secretariat to organize and deliver TLGE training for the NAP 1325 focal points from line ministries and civil society organizations at national and sub-national levels (including the focal points from the security institutions), as well as the focal points from line ministries involved in the National Mediation Network.
    2. The training aims to strengthen institutional capacity of the NAP 1325 Structure (including the line ministries and civil society organizations at national and sub-national levels) in implementing their obligations and commitments under the NAP 1325, and increase their capacity to promote women’s participation and representation in national security and peacebuilding, and strengthen their use of gender-inclusive and transformative leadership principles and practices to address gender biases and discrimination against women and girls.
    3. During the training, share best practices and lessons learnt from the first NAP 1325 implementation, with the line ministries and civil society organizations involved in the NAP 1325 Structure.
    4. Conduct pre-training and post-training assessments with the TLGE training participants.

  1. Duration of the assignment

The total duration of the contract assignment will be from 3 October 2022 to 31 December 2022.

 

  1. Schedule of Payment

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables will be reviewed and approved by UN Women. The period of the review is one week after receipt.

 

  1. Inputs
  • The consultant is expected to use her/his own computer, presentation equipment and software for related tasks.
  • The cost of telecommunication and transportation within Dili will be covered by the consultant.
  • UN Women will cover the cost of travelling to municipalities for delivering the training.
  • UN Women will cover the printing cost.
  • UN Women will provide resource materials, and reference documents as relevant.

  1. Required experience and qualifications

The Consultant should fulfil the following requirements:

  1. Education
  • Master’s degree or Bachelor’s degree on law, social studies, gender studies, international relation, or related disciplines.

 

  1. Experience:
  • Master’s degree with minimum of 5 years of experience or Bachelor’s degree with minimum of 7 years in the field of international development, gender studies, social science, conflict prevention and resolution and security reform, or other related area
  • Experience in project/programme development and implementation with strong technical expertise in gender, social inclusion, and women, peace and security.
  • Extensive experience in working with the Government of Timor-Leste and national security institutions to promote gender equality, Women, Peace and Security, NAP 1325, NAP GBV and gender responsive conflict prevention and resolution.
  • Experience in delivering the Transformative Leadership for Gender Equality (TLGE) Training to the NAP 1325 focal points.

 

  1. Language and other skills:
  • Excellent verbal and written English and Tetum communication skills are essential
  • Computer literacy and ability to effectively use office technology equipment, Internet, and email

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • The total number of points allocated for the price component is 100.  
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
