Under the overall guidance of the Assistant Resident Representative and the direct supervision of the Operations Analyst, the ICT Support Associate provides ICT services, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The ICT Support Associate promotes a client-oriented approach.

The ICT Support Associate works in close collaboration with the Programme and Operations teams in the CO and UNDP HQ staff for resolving complex ICT-related issues, collaborates with Regional ICT Officers, Regional Bureau ICT Managers, ICT Managers and other ICT Staff.

Devoirs et responsabilités

1. Ensures implementation of ICT strategies and introduction/implementation of new technologies, focusing on achievement of the following results:

  • Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
  • Participation in development and implementation of ICT annual plan and Standard Operating Procedures in ICT services.
  • Provision of support to the use of UNDP’s ERP functionality for improved business results and improved client services.
  • Act as ERP focal point to support updating of ERP profiles for the CO staff members.

2. Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results:

  • Effective functioning (installation, operation and maintenance) of all UNDP hardware equipment and acquisition of hardware supplies.
  • Performance of specific technical functions, including changing of hardware electronic components (disks, network wiring, power sources, etc.) and routine repairs.
  • Installation of commercial software and related upgrades, anti-virus programs on a timely basis.
  • Regular audit of staff equipment to ensure compliance with corporate standards and procedures”

 

3. Ensures efficient networks administration, focusing on achievement of the following results:

  • Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment.
  • Maintenance of local LAN/WAN to ensure highest level of security and data throughput
  • Monitoring of corporate software PBX server and soft phone system for efficient service delivery to all clients
  • Troubleshooting and monitoring of network issues to ensure that the UNDP computers and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks
  • Maintenance of up-to-date parameters of information for the network clients including responding to user needs and questions regarding network access.
  • Maintenance of measures in place for business continuity plan (BCP) and disaster recover processes (DRP) and procedures including backup and restoration of both server and local storage facilities. Support BCP and DRP updating.
  • Networks administration support to other UN agencies as required and preparation of bills for cost recovery for the service provided. 
  • Management and maintenance of corporate VLAN networks
  • Management of virtual servers using VMware ESXi
  • Management of Cisco Unified Communication
  • Liaising with external service providers for Internet, mobile and other technology services.

 

4. Provides web management services, focusing on achievement of the following results:

  • Support to the maintenance of the CO websites and Intranet. Provide backstopping to website/intranet communications focal point.
  • Troubleshooting and monitoring of websites for UNDP and other UN agencies upon request and preparation of bills for cost recovery for the service provided.

 

5. Provides administrative support, focusing on achievement of the following results:

  • Provision of advice on and assistance in procurement of new ICT equipment for the CO and projects. This is to include but limited to the provision of technical specifications and information on best options in both local and international markets, review of quotations and bids
  • Provision of ICT advisory service to senior management, core and project staff, as necessary
  • Maintenance of an up-to-date asset inventory of the software and hardware, and other office electrical items.
  • Ensure transfer and retention of relevant data for all staff exiting the organisation
  • Maintenance of a library of ICT related reference materials
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Administration and Procurement Teams.
  • Provision of ICT support to key events.
  • Act as physical asset inventory checker for the CO.
  • Other tasks of CO administration as required.

 

6. Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Participation in the organization of training for the CO staff on ICT resources.
  • Maintenance of staff training profiles.
  • Synthesis of lessons learned and best practices in ICT.
  • Sound contributions to knowledge networks and communities of practice.

 

Compétences

Administration & Operations

Inventory management: Ensure sufficient inventory items are available for use as well as reporting for items which are beyond the corporate threshold of $5K and above

Provision of Argus profiles: Knowledge of policy and procedures related to processing and granting of appropriate Argus profiles based on the functional roles including special roles as required and approved by the authorizing official

Information Management & Technology

IT Security Management: Knowledge of Cyber Security technologies, processes, techniques and tools. Apply practical innovations to solve cybersecurity problems. Capability to keep UNDP systems and data safe.

IT Continuity and Disaster Recovery: Ability to advise on IT continuity and disaster recovery.

IT Customer Support: Ability to support customers on IT related issues and generate and contribute to continuous improvement processes to deliver a great user experience.

Network, Communication and Infrastructure Management: Ability to develop/integrate/operate/manage IT network, communications, Cloud or on-premises infrastructure, and new technologies like IoT

IT Service Delivery & Operations: Ability to deliver the IT products and services to customers at the right level of Quality and Costs, taking into account user experience.

IT Research and Development: Regular following new technologies and technical trends, research the technologies that are applicable and beneficial to the organization and develop the systems

Qualifications et expériences requises

Education:

Secondary education with relevant certifications in hardware and software management and application (Microsoft Certification, Cisco Certification).  University Degree in Computer Science desirable, but it is not a requirement.

Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.

Knowledge of ISO 27001, 20000, 22301 and 9001 principles are assets.

CSSIP, CSIM, CISA or equivalent certification is desirable.

The Open Group TOGAF9 or Open CA, is desirable.

ITIL certification or similar is desirable

Experience:

6 years (for secondary education) or at least 3 years (for bachelor’s degree) of relevant experience, including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications.

 

Language Requirements:

Fluency in English.  Second UN language desirable.
