1. PROJECT BACKGROUND

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Government of Timor-Leste (GoTL) in the implementation of the GEF Medium Size Project (MSP) “Strengthening targeted national capacities to improve decision-making and mainstreaming global environmental obligations into national development priorities". Timor-Leste is fully committed to meet its obligations under the Multilateral Environmental Agreements (MEAs), with this project (among other related projects) intended to facilitate an important step toward developing the capacities in Timor-Leste for an effective national environmental management framework.

Through capacity building, the project aims to transform how the country pursues socio-economic development so that it integrates global environmental objectives and priorities within decentralized decision-making and improved knowledge and information management.The project promotes sustainability by building Timor-Leste's underlying capacities to make more informed decisions on best practice approaches for integrated global environmental and sustainable development.Specifically, the project will promote the sustainability of outcomes through mainstreaming the use of environmental data, information, and knowledge into decision-making at the national and sub-national levels.

This project is carried out via four linked components, Component one focuses on establishing a system for collecting and sharing information and data between the institutions for better environmental management and the fulfillment of the obligations of the Rio Conventions.Component two focuses on strengthened inter-ministerial communication, coordination, and collaboration for information sharing, planning, and decision-making.This system the project will strengthen is the ideal platform to share lessons learned and experiences with the main stakeholders of environmental information and knowledge.The project also contains specific activities to increase the use and sharing of knowledge with stakeholders outside of the government and to strengthen critical thinking in understanding the implications of the global environment and sustainable development.Aside from knowledge management in the country, the project works to share knowledge externally. Component three focuses on global environmental obligations mainstreamed into select sectoral policies, legislation, plans, and programmes; and Component four focuses on enhanced awareness and value of the global environment.

As part of Component 3, the project will support the government in preparing an Environmental Strategic Plan and Roadmap 2022-2052, which will serve as a long-term guideline and policy implementation plan. The strategic plan and roadmap will be prepared through a series of learning-by-doing workshops and exercises to identify alternative approaches that will serve as better practice models.

Moreover, the project has completed an assessment of the current information management systems, identification of data sets and environmental information, design of the technological structure of data and information system, and developed the NEIS. The system addresses the country's environmental information needs with a system that is user-friendly and based on hardware and software suited to local conditions that support expertise available in-country. Furthermore, it will create a solid foundation upon which the institutional capacity of all relevant government institutions to be strengthened and sustained beyond the end of the CCCD project. It will hold site-based information on climate change, biodiversity, land degradation, ecosystem values, and conservation status as a fundamental part of its everyday resource planning and development. A Resource Mobilization Strategy is needed to ensure the long-term sustainability of the  NEIS, therefore the project is seeking the services of a qualified consultant to develop a comprehensive resource mobilization strategy that will take into account the current global donor landscape, identify new actors, explore new funding modalities, and outline a strategic approach to leveraging existing and new partnerships, as well as make recommendations on how to diversify the resource base.

2. OBJECTIVES

The objective of the assignment is to support the internationals consultants to develop a Resource Mobilization Strategy for the NEIS and the National Environmental Strategy Plan and Roadmap for 2022-2052.

The scope of work

The National Consultant will support the International Consultants in fulfilling the following tasks;

  • Desk review of relevant documentation (government funding/budget; donor contributions, funding trends, nature of expenditures)
  • Conduct a comprehensive analysis of the donor environment for potential global, regional, and local donors, as well as an in-depth analysis of the financing needs, and current best practices.
  • Review and assess government capacity for investment in NEIS.
  • Conduct an assessment on financial and economic instruments for piloting
  • Draft a comprehensive resource mobilization strategy that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies, and a detailed implementation plan of the strategy.
  • Draft concept notes to be submitted to potential donors.
  • Development of a comprehensive methodology and work plan for a participatory process that includes consultations and interviews with relevant stakeholders, government institutions, donors and development partners, the private sector, and civil society groups.
  • Review of existing national strategies/actions, policies, and legal framework of relevant environmental institutions from the government (e.g., Secretary of State for Environment, Ministry of Agriculture and Fisheries, Ministry of Public Works, etc.), International Agencies,  INGOs,  national NGOs and other relevant groups.
  • Develop plans and strategies with clear outcomes, indicators, and tools that address the constraints and provide the necessary support systems and incentives;
  • Develop a roadmap that clearly captures ongoing and planned reforms, including timelines, cost allocations, implementing partners, and other relevant information.
  • Present the final draft national strategy plan and roadmap for 2022-2052 to stakeholders to validate.

4. INSTITUTIONAL ARRANGEMENTS

  • The consultant will work under the overall guidance of the UNDP Resident Representative, Head of Climate Change and Sustainable Ecosystem, and CCCD National Project Coordinator.
  • The consultant is expected to liaise regularly with relevant government officials, other UN agencies, non-governmental organizations, and other key partners of the Project;
  • The final approval authority for the outputs of the consultant is under Resident Representative attest.   
  • The IC will maintain pro-active communications with the CCCD National Coordinator and the team and provide interim reports, highlighting main findings and any specific concerns or issues that need to be addressed during subsequent meetings and discussions.
  • The assignment is based in Dili, Timor-Leste.
  • Shall any unexpected travel (authorized by UNDP) arise to municipalities outside Dili, it would be reimbursed by UNDP in accordance with current policies and procedures.

 

5. Duty station and duration of the assignment

The duty station of the assignment: Dili, Timor-Leste.

The duration of the assignment is 40 days over a period of 3 months (26 September 2022 – 15 December 2022).

7. Required Qualifications and Competencies

Academic Qualifications:

  • A postgraduate degree (master or higher) in Social Sciences, Marketing, Development, Planning, Business Administration, Communication, or a related field.

Experience and skills:

  • Working experience of minimum 5 years in the development sector, preferably in fundraising, resource mobilization, or partnership building ideally including proposal and report writing;
  • Experience in UN system operations and donor assistance in both normal development and post-conflict settings;
  • Experience in working in multicultural contexts;
  • Knowledge of Environmental issues and environmental information systems and Rio Conventions will be an asset.

Language:

  • Excellent oral and written communication skills in English; full command over local languages.

 

8. Scope of Price Proposal and Schedule of Payments

Lump Sum Contract

The financial proposal must be expressed in the form of a LUMP SUM amount that is all-inclusive of all costs, supported by a breakdown of costs, as per the template provided. The amount should be inclusive of professional fees, travel costs if required (travel to duty station and repatriation), living allowance (not exceeding UN's standard DSA rates as approved by ICSC for Timor-Leste), and insurance, communication, etc.

In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel business class he/she should do so using their own resources. If a consultant is employed by an organization or company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Consultant must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Schedule of payments

Per deliverable/s upon submission of its completion of deliverables report and accepted by UNDP, each deliverable as per the timeline mentioned in section 3 (expected outputs and deliverables).

9. Recommended Presentation of Offer

Individual consultants interested in the assignment must submit the following documents to demonstrate their qualifications:

10. Evaluation Criteria for Selection

The candidates will be evaluated based on the following methodology:

The applications will be evaluated using the weighted scoring method, where the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
