Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women’s mandate as defined in its founding resolution comprises normative support, UN coordination, and operational activities. Procurement of goods and services is a key input in its operational activities in support of gender equality in the field and in HQs. The Procurement Review Committee (PRC) is an advisory body that is established in UN-Women based on the FRR, Rules 2401 and 2501, consisting of UN-Women staff, with the mandate to determine whether or not a procurement process was conducted in accordance with the UN-Women rules, policies, procedures and principles, and to submit a written recommendation to the Delegated Authority. The Headquarters (HQ) Procurement Review Committee (PRC), which was established by the CPO.

Devoirs et responsabilités

The PRC Consultant reports to the Director, Division of Management and Administration, in his capacity as Chief Procurement Officer (CPO).  The PRC Consultant also reports to the Chair and Alternate Chair of the Headquarter Review Committee (HQ-PRC) for general supervision and management. The main functions of the consultant will be to ensure completion of the work of 2022: from processing all submissions during the year up to final approval and posting on the PRC SharePoint platform and any new system that will be adopted/used, and facilitating the review process, from the initial receipt and review of submission through and until returning the final minutes of the meetings, recommendation and award’s decision to the requesting/submitting office. The key deliverables will be, but not limited to:

1. Completion of the work of 2022: from processing all submissions during the year up to final approval

  • Complete drafting of all the minutes of PRC meetings during 2022 and the PRC recommendations; and finalize after obtaining signatures/approvals; submit to CPO/Dir HR for review and endorsement and upload in PRC SharePoint Platform for closure of submission in SharePoint and/or other systems.

 

2. Finalization of statistical analysis of the PRC’s functioning in 2022 and continuation of the secretary role into 2023

 

  • Following completion of deliverable 1 above, draft comprehensive statistical analysis of the work of PRC in 2022, carry out comparative analysis with 2021 and 2020 and submit to CPO/Dir DMA, Deputy Dir DMA and Chief of Procurement
  • Based on feedback received carry out revisions as necessary
  • Upload the statistical analysis in the PRC SharePoint Platform and from other online system and manually compile statistics from regional and field PRCs
  • The PRC Consultant serves -in a non-voting capacity. For activities related to the PRC, the PRC Consultant works under supervision and reports directly to the Chairperson. The PRC Consultant is responsible for the following:
  • Reviewing cases prior to submitting to the Chairperson for completeness and conformity with applicable procedures and using the relevant templates and, if necessary, requesting clarifications and/or additional information from the Submitting Officer;
  • Arranging and coordinating all aspects of PRC meetings: checking the availability of members, drafting and maintaining the agenda, arranging for the location, arranging audio and video conferencing as needed, etc.;
  • Ensuring the timely and efficient distribution of submissions and relevant documentation to PRC members;
  • Drafting the minutes of PRC meetings and the PRC recommendations;
  • Preparing PRC related correspondence;
  • Liaising with UN Women HQ and field offices on issues involving PRC procedure, request additional information or clarifications on submissions, including in relation to any inquiries raised by PRC members regarding procurement actions under review;
  • Maintaining a permanent record of all PRC minutes, recommendations and submissions reviewed by the PRC, including final decisions by the CPO or Delegated Authority;
  • Compiling statistics on the workload and activities of, and other matters pertaining to the PRC;
  • Compiling statistics on the submissions, including nature and methods of procurement, and share statistics on a quarterly basis with the Procurement Section, and other relevant stakeholders;
  • Maintaining an up-to-date list of the current members and Chairperson of the PRC.

Qualifications et expériences requises

Education:

  Completion of secondary education is required

Experience:

  • A minimum of 7 years of relevant administrative experience preferably in a large or international corporation or organization;
  • Experience in the use of computers applications and software packages (MS Word, Excel, etc) and web-based management systems;
  • Experience working in large development agency also pertinent;
  • Familiarity with gender issues and the UN system is an asset.
  • Proven written ability to draft reports and minutes or alike;

Language:

  • Fluency in English is required;
  • Working knowledge of another UN official language is a strong asset.
