UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of gender equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Globally, UN Women has a triple mandate to provide normative support to inter-governmental bodies in their formulation of policies, global standards, and norms, to provide programmatic support to member states in implementing these normative standards and to coordinate the UN system’s work on gender equality to enhance coherence and promote accountability. UN Women Ethiopia Country Office (ECO) also plays these triple roles in coordination, operational and normative support where it promotes more effective coordination, coherence and gender mainstreaming  across the United Nations Country and Humanitarian Team (UNCT and HCT) in support of gender equality and women’s empowerment (GEWE) commitments, supports the Federal Democratic Republic of Ethiopia to translate global norms and standards into Ethiopian legislation, policies and development plans through programmatic interventions and works towards strengthening global norms and standards.

UN Women ECO leverages its coordination mandate to engage its partners to promote and protect the rights of women and girls and gender equality including government, civil society, UN agencies and development partners. UN Women leads, actively engages, and coordinates various coordination structures on GEWE with government, CSOs, development actors and UN agencies. Its coordination work focuses on promoting effective gender mainstreaming and enhancing accountability for GEWE among key actors working on gender issues in the Country with the goal of putting gender at the center of development agenda. UN Women also provides normative support to the Government of Ethiopia where it provides support to the adoption, implementation, monitoring and reporting of global and regional human rights and development frameworks on GEWE including the Convention on the Elimination of All Forms of Discrimination Against Women, Maputo Protocol, Sustainable Development Goals and Agenda 2063. This is in line with its normative and programmatic support to the government of Ethiopia to implement national laws and policies and development plans with a strong gender dimension.

UN Women duly recognizes the implementation of these global, regional, and national human rights and development frameworks requires a robust coordination, monitoring and accountability mechanism that is supported by up to date, regular, comparable, and high-quality gender data, and statistics. Thus, it implements a global Flagship programme on Making Every Woman and Girl Count (MEWGC) with national partners. The MEWGC programme has the overall goal of making gender statistics available, accessible, analyzed, and used to inform policy making, advocacy and accountability for delivering on gender equality and women’s empowerment commitments. At community level, the programme works towards increasing the accessibility, analysis, and use of gender statistics to and by all users including governments, civil society, academia, and private sectors.

UN Women adopts various strategies to effectively undertake its coordination, operational and normative role by providing technical support to implementing partners, building the capacity of partners, applying and supporting the implementation

of accountability tools on GEWE such as the UNCT System Wide Action Plan (SWAP) Gender Equality Scorecard Assessment at the UN level and the Performance Levelling Tool of the GoE, establishing and engaging with community of practices, promoting knowledge transfer and experience sharing on GEWE and gender statistics and joint programming. UN Women ECO under its current Strategic Note (2021 – 2025) has designed a Coordination Strategy to guide its coordination and normative support.  The Coordination function enshrined in the strategy includes the inter-programme teams support in planning particularly through availing of relevant gender statistics across all thematic areas, brokering and managing strategic partnerships with key Government Ministry (ies) and institutions, normative support, inter-agency coordination framework as well as coordination of the Donor Group on Gender Equality in Ethiopia. The technical accountability to implement the Coordination strategy belongs to the Coordination Unit under the leadership of the National Programme Coordinator.

Reporting to the National Program coordinator, the Programme Analyst contributes to the effective management of UN Women gender statistics programme in the Ethiopia Country Office by providing substantive inputs to programme design, formulation, implementation, and evaluation. The Programme Analyst will support the effective implementation of UN Women Coordination Strategy (2021 – 2025) by providing cross thematic technical support in evidence-based planning as well as support to the inter-agency programme planning and monitoring frameworks to ensure an adequate gender sensitive implementation of the UNSDCF.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team and particularly the Country Office Monitoring and Evaluation Officer on the planning function In addition, the program analyst will collaborate with multi and bi-lateral donors and civil society contributing to the successful UN Women programme implementation under the coordination portfolio.
