UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

UN Women’s Policy, Programme, and Intergovernmental Division (PPID) provides intellectual and strategic leadership on normative support and the delivery of integrated policy and program advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management and cutting-edge technical expertise to support UN Women programs and to build the capacity of partners to deliver results on gender equality and women’s empowerment. The Peace, Security, Humanitarian and Resilience Section (PSHR) is responsible for providing technical support to UN Women Country Offices in several key areas including conflict prevention and peacebuilding, justice, and security sector reform, promoting women's political participation and mainstreaming gender issues into governance reforms.

The Elsie Initiative Fund for Uniformed Women in Peace Operations (EIF) (https://elsiefund.org/) is hosted by UN Women under the PS&HA section in PPID in UN Women Headquarters in New York, USA. The EIF aims to support and incentivize efforts to increase the meaningful participation of uniformed women in United Nations peace operations through the provision of financial assistance or financial incentives to Troop and Police Contributing Countries (T/PCCs), and financial support to projects submitted by United Nations organizations.

The EIF seeks to accelerate progress towards achieving the United Nations Security Council’s declared target of doubling the rate of women’s participation within police and military contingents by 2020 compared to 2015, as well as supporting targets to increase the proportion of women serving as military observers, staff officers and individual police officers as per the United Nations Uniformed Gender Parity Strategy 2018-2028.

The EIF Secretariat provides technical and administrative support to the Steering Committee and manages all aspects of the EIF’s funding allocations and programming rounds, monitoring and evaluation, knowledge management, reporting and stakeholder engagement.

Reporting to the EIF Programme, Communications and Knowledge Management Specialist, and in close coordination with the EIF Manager, the incumbent will be responsible for supporting project management processes, coordinating administrative and financial requirements and reporting and communicating with fund recipients, as well as, supporting the EIF programming cycles and general operations of the EIF Secretariat.

Devoirs et responsabilités

1.   Provide technical and coordination support to programme and project management processes

  1. Assist in the coordination of EIF’s programming rounds with Troop and Police Contributing Countries (T/PCCs) and Participating United Nations Organizations (PUNOs);
  2. Provide technical support throughout the project management cycle: including project submission, review, authorization, monitoring, reporting and closure;
  3. Review and analyze programme and project documents (i.e. letters of interest and detailed proposals), in particular results frameworks, indicators, budget and monitoring provisions to ensure alignment with the EIF results framework and results-based management (RBM) standards, quality and consistency;
  4. Undertake research to support the analysis of project submissions;
  5. Organize meetings with fund recipients and undertake follow up actions including drafting of minutes and a summary of agreed actions.

2.   Support knowledge management

  1. Assist in drafting project documents and summaries for submission to the Technical and Steering Committees;
  2. Liaise with fund beneficiaries to document challenges, lessons learned and effective practices;
  3. Identify and obtain documents to be shared with the community of practice;
  4. Record, maintain and archive program and project documentation related to fund beneficiaries and EIF Secretariat activities;
  5. Provide coordination support for the activities of the EIF Secretariat and assist in the communications, including preparing presentations.

3.  Provide technical support to the monitoring and evaluation of projects in accordance with the EIF’s Monitoring and Evaluation Framework

  1. Liaise with fund recipients and coordinate reporting processes including obtaining quarterly narrative reports;
  2. Analyze information from quarterly reports and provide inputs to the EIF’s Monitoring and Evaluation Framework(MEF), annual report and any other related reporting processes including inputs to UNW’s reporting;
  3. Summarize key outputs, results and impacts;
  4. Organize and facilitate regular project-related meetings with fund beneficiaries and stakeholders and coordinate other follow up tasks.

4.  Provide administrative support to fund beneficiaries

  1. Liaise on administrative procedures for the disbursement of funds, including multiple tranches, obtain completed forms and coordinate the transmittal to the Multi-Partner Trust Fund Office (MPTFO) and follow up the receipt of funds;
  2. Liaise and coordinate the signature of the Memorandum of Agreement (MOA) or the Memorandum of Understanding (MOU);
  3. Liaise with fund beneficiaries on the requirements for establishing bank accounts for the Coordinating Entity and the National Entity and ensure all requirements have been completed;
  4. Draft various correspondence including official letters advising fund recipients on project processes and requirements;
  5. Undertake any other administrative support as required.

5.  Support the coordination of the financial reporting with fund beneficiaries

  1. Liaise on financial reporting and procedures with fund beneficiaries;
  2. Provide guidance to fund beneficiaries on how to complete the EIF financial forms and review project budgets and assist in adjusting the EIF project budget spreadsheet template as required (e.g. ensure formulas reflected in all tabs, including budget summary);
  3. Review EIF project budget spreadsheet and financial reports and bank statements;
  4. Ensure constant communication and coordination with fund beneficiaries during financial reporting including follow up to obtain signed forms from the National Entity and Coordinating Entity within the deadline.

6. Support coordination of project revisions and extensions with fund beneficiaries

  1. Liaise on project revision requests and requirements and procedures with fund beneficiaries;
  2. Provide guidance to fund beneficiaries on how to complete the EIF project revision forms and review documents;
  3. Organize follow up meetings and draft the documents required for approval.

Qualifications et expériences requises

Education and certification: 

  • Master’s degree or equivalent in political science, social science, economics, business administration, accounting, finance, programme administration or other relevant field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience: 

  • At least 1 year of responsible experience at the national or international level in supporting the management of complex and multi-component programme interventions with national partners, preferably related to international development and with security sector knowledge.
  • Experience in coordinating, monitoring, and evaluating development programmes and projects is an asset.
  • Experience in the United Nations system, civil society, or related area, in gender, peace, security or humanitarian issues is an asset.
  • Experience working in an international peace operation, in either a military, police or civil capacity, is desirable.

Language Requirements: 

  • Fluency in speaking, writing, and reading English is required.
  • Fluency in speaking, writing, and reading French or Spanish is highly desirable.
  • Working knowledge of another official United Nations language is an asset.
