A. Project Title:  Conserving Biodiversity and Restoring Ecosystem Functions in the Day and Mabla Mountains

B. Project Description

The Republic of Djibouti is a small coastal country in the Horn of Africa, with a total land area of 23,180km2 and a coastline of between 314 and 372 km. Djibouti's climate ranges from arid in the northeastern coastal regions to semi-arid in the central, northern, western, and southern parts of the country. 

Day Forest is a mountain forest in the Goda mountain range, located entirely in the region of Tadjourah. Reaching a maximum elevation of 1783m asl, the mountain range is rugged, with high plateaus, cliffs, and steep mountain slopes, intersected by wadis.

 

The Mabla Mountains straddle the regions of Obock and Tadjourah, c. 60 km to the north-east of the Day Forest. Emerging to the north of the coastal plain, the range reaches elevations of 1370 metres. The Mabla Mountains contain the second-largest area of relict montane forest in Djibouti, with remnant degraded Juniperus procera stands in addition to Buxus hildebrandtii, Tarchonanthus camphoratus, Terminalia brownii, Olea africana, Acacia seyal, A. etbaica and A. mellifera.

The degradation and regression of these forest represents a major loss for biodiversity and the human populations that depend on it. Moreover, it undermines the value of the Goda Massif watershed, a key watershed in the country required by communities living in its surroundings and beyond: local populations have seen the water tables at both the top and the foot of the Goda Massif dry up and flash floods become more intense and frequent when it rains.

The project “Conserving Biodiversity and Restoring Ecosystem Functions in the Day and Mabla Mountains” objective is to protect and restore biodiversity, forests and ecosystem functions and enhance the livelihoods of vulnerable communities in degraded mountain landscapes in Djibouti. The project targeted regions are Mabla and Day Forest.

To achieve this objective, the project will implement the following four components:

  • Component 1: Enhance PA (Protected Areas) system policy and financing framework and emplace management in Day and Mabla forest
  • Component 2: Safeguard and restore rangeland and forest ecosystem functions through forest restoration and sustainable land management in and around the Day and Mabla Pas
  • Component 3:  Safeguards, Gender & Knowledge Management
  • Component 4 Monitoring & Evaluation

The PIF (Project Identification Form) of this project submitted to the GEF (Global Environment Facility) was approved on June 23, 2022.  The objective of the GEF PPG (Project Preparation Grant) is to develop the project concept into a full project. More specifically, it is to develop a GEF CEO Endorsement Request package (including a UNDP-GEF Project Document and supporting documentation) for the Medium-Sized Project “Conserving Biodiversity and Restoring Ecosystem Functions in the Day and Mabla Mountains”.

C. SCOPE OF WORK

Participate and support the PPG process, research, field mission, project design development and PRODOC/GEF CEO application preparation.

D. Expected outputs/key deliverables

The following lists key responsibilities and deliverables of this contract; the PPG Implementation Plan provides further and more detailed guidance regarding the responsibilities of the prospective PPG team and must be consulted accordingly.

1) Inception Workshop:

  • Lead the inception workshop to present and inception report, discuss the key milestones  and work plan of the assignment, including data needs, draft Table of Contents of the  ProDoc and mandatory and project specific annexes, with a special focus on the SES deliverables.
  • Finalize the inception report.

 

2) Management of the GEF PPG Team (see section F)

  • With inputs from further PPG team members, define and submit a detailed methodology and work plan in consultation with the national consultant with clear delegation of responsibilities.
  • Ensure that project development is participatory, gender-responsive, based on extensive stakeholder engagements and compliant on social and environmental safeguards.
  • Verify and ensure that all project components are technically sound and cost effective.

 

3) Preparatory Technical Studies and Reviews (Component A): With inputs from further PPG team members, as detailed in their TORs:

  • Compile the baseline/situational analysis. This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices as appropriate.
  • Ensure that stakeholder analysis and consultations are comprehensively undertaken.
  • Oversee the preparation of the gender analysis and ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework.
  • Conduct/oversee the identification of the project sites, with documentation of selection criteria.
  • Ensure the preparation of partner capacity assessments and discussions on management arrangements early in the PPG process.
  • Oversee the consultations with partners regarding financial planning.
  • Ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.

 

4) Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B):

With inputs from further PPG team members, as detailed in their TORs, and based on international best practice, consolidation of all technical and consultation inputs including from national stakeholders, UNDP, GEF Secretariat, STAP and GEF Council, into a well written and concise Draft UNDP ProDoc with all required sections and Annexes, in line with the standard UNDP-GEF ProDoc template and annotated guidance.

This will include inter alia:

  • Develop, present and articulate the project’s theory of change.
  • Develop the Results Framework in line with UNDP-GEF policy.
  • Develop a Work Plan and Budget encompassing the project lifetime highlighting the key milestones
  • Prepare the required GEF Core Indicators.
  • Develop a detailed Monitoring and Evaluation Plan
  • Oversee and ensure the preparation of a Stakeholder Engagement Plan.
  • Oversee and ensure the preparation of a Gender Action Plan
  • Oversee the work on Social and Environmental Safeguards, ensuring that the requirements of the PIF-stage SESP pre-screening are duly implemented during the PPG, that the quality of the deliverables (SESP, ESMF, IPLC-PF, etc.) is up to the required international and UNDP-GEF benchmarks, and that safeguards risks are duly reflected in project design.
  • Ensure the completion of the required official endorsement letters.
  • Secure and present agreements on project execution and management arrangements and ensure that the project aligns to UNDP-GEF guidance on UNDP execution support.
  • Synthesize all analyses, studies, etc. that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, using the required templates.[1]

 

5) Validation Workshop (Component C):

  • Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SES deliverables.
  • Complete validation workshop report.

 

6) Final Deliverables:

  • Compile all documentation from GEF PPG (including technical reports, etc.)
  • Implement the necessary ProDoc revisions per the validation workshop and clearance reviews from UNDP.
  • Complete the GEF CEO Endorsement Request.

 

E. Qualification of the Successful Individual Consultant

 

Travel Plan

The consultant will be expected to travel to Day in Tadjourah and Mabla in Obock.

F. Institutional Arrangement

The International PPG Team leader will be the lead of the formulation team composed of:

  • International Social and Environmental Safeguards Specialist
  • National Safeguards, Stakeholder Engagement and Gender Specialist Consultant
  • National PPG Support Consultant

All deliverables will be paid for based on a certification signed by the UNDP Country Office Program Specialist. Deliverables must be approved by the RTA as well.

G.    Duration of the Work and Duty Station

Duration of assignment: 60 working days

 

Compétences

Professional Experience: 

 

  • Minimum of 5 years professional experience;
  • Experiences in developing quality GEF projects;
  • Project evaluation/review/formulation experiences within United Nations system or international Agencies.
  • Sound understanding on linkages between climate change, ecosystems and small-scale Infrastructures evidenced through past work experience.

 

Functional / Technical Knowledge

  • Excellent written communication skills in English with working knowledge in French;
  • Excellent skills conducting research with vulnerable populations;
  • Ability to consolidate information from multiple sources;
  • Able to prepare strategic information for decision makers;
  • Ability to work independently as well as good team player;
  • Excellent time management and ability to produce outputs as per agreed deadlines.

 

Language requirement:

  • Fluency in written and spoken English, with a working knowledge in French

H.    Qualifications of the Successful Individual Contractor

  • University degree in a relevant field, such as in Ecology, Environmental Studies, Biological Sciences, or related area is required.

Interested individual consultant must submit the following documents/information to demonstrate their qualifications:

 

1. Proposal:

(i) Explaining why they are the most suitable for the work;

(ii) Provide a brief methodology on how they will approach and conduct the work;

2. Financial proposal, in the template provided by UNDP;

 

Lump sum contract

The financial proposal must be expressed in the form of a lumpsum all-inclusive cost, supported by breakdown of costs as per template provided. Under the lump sum approach, the contract price is fixed, regardless of changes in cost components.

Travel;

Field travel will be within in the region of Tadjourah and Obock as per Terms of Reference.

K. EVALUATION

Individual consultants will be evaluated based on a cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
