Working in 170 countries and territories to eradicate poverty, reduce inequalities and exclusion, UNDP plays a critical role in helping countries/territories achieve the Sustainable Development Goals (SDGs). UNDP’s 2022-2025 Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. Climate change could drive an additional 100 million people into poverty by 2030. One of its key priorities for the next 10 years is to support countries/territories accelerate ambitious action on climate change.
Climate change is the single greatest challenge humanity has ever faced, threatening water and food security, health, livelihoods, and the safety of billions of people together with drastic negative impact on global ecosystem balance. UNDP’s ambitious “Climate Promise” supports over 120 countries/territories to enhance their climate ambitions under the Paris Agreement, with focus on greater emissions reduction and resilience building. The second phase of the Climate Promise, launched in 2021 at COP26 in Glasgow, focuses on NDC implementation, climate advocacy, and long-term planning to ensure inclusive climate action at the speed and scale required to keep global temperature below 1.5°C.
The Climate Promise Portfolio provides direct financial and technical support to countries on NDC implementation in the context of national development priorities and is comprised of several distinct projects/programmes that require dedicated support. As part of the portfolio, a contribution from the Japan Supplementary Budget (JSB) of $42M to COs and regional/global team was received. This contribution provides financial and technical assistance to 23 countries/territories around the world and serves as the catalyst to showcase NDC implementation as part of the UNDP flagship initiative.
Institutional Arrangement
The Programme Analyst The incumbent will report to the JSB Contribution Manager and the Climate Strategies Programme Specialist in close collaboration with Climate Promise and JSB staff.

Scope of Work
The Programme Analyst will support the Climate Strategies and Policy Team as a part of the operations team. The Programme Analyst will dedicate approximately 75% of his/her time to support the JSB Contribution Manager in delivering the contribution’s expected activities while following UNDP financial and administrative rules and procedures. Further, the Programme Analyst will contribute to the overall operations of the Climate Promise portfolio.
Specific duties include the following:
- Proactively assist in the planning, organization and execution of JSB global activities as defined in the JSB workplan and as dictated by the management team;
- Coordinate reporting processes to ensure on-time and complete donor reporting as dictated by the project oversight plan;
- Oversee the day-to-day operations of the JSB contribution
- Support the contribution manager in the preparation of detailed terms of reference for the international and local consultants and experts and conduct procurement processes for JSB;
- Assist the Contribution Manager in executing and monitoring disbursements in accordance with the project budget and Work Plan;
- Develop and institute processes to ensure proper preparation, clearance and archiving of all documents, results and other deliverables and results for evaluation, audit and reporting purposes;
- Prepare and process requests for payments as authorized by the JSB Contribution Manager and in accordance with UNDP and donor requirements;
- Support the Operations pillar of the Climate Strategies and Policies Team in procurement, travel and logistics, financial and administrative tasks, as requested;
- Assist in data collection and processing for communications, knowledge sharing and outreach purposes;
