UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

A key area of concern for UN Women is women’s economic empowerment (WEE) as expressed in UN Women’s Strategic Plan 2022-2025 as well as in the targets and indicators of the Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and of several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development.   WEE is one of UN Women’s four established thematic impact areas, and its work on WEE aligns with key global normative frameworks and international commitments, including the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women and a series of International Labour Organization (ILO) conventions on gender equality.  

In August 2022, UN Women and UNDP in China signed an agreement under UNDP’s Programme  “Knowledge Sharing and Capacity Building on Sustainable Procurement of UN/International Organizations“, to support the integration of Gender Responsive Procurement  (GRP) as one of the key components of sustainable procurement into the Programme. Under the collaboration, UN Women has shared the knowledge on gender equality and gender responsive procurement (GRP) through several presentations to increase the understanding of both buyers and suppliers.

For the next step, UN Women plans to hire a national consultant to provide technical support, with the purpose to build relationship with key stakeholders and strengthen our work on GRP.

SCOPE OF WORK AND SPECRC TASKS

UN Women is hiring a national consultant to do a quick mapping to identify the key stakeholders and potential partners on GRP, and to facilitate to arrangement meetings with some of them, with the purpose to build relationship and strengthen our work on GRP.

The main responsibilities will include:

  • Conduct a quick stakeholder mapping to identify who are the key stakeholders from both the public and private sectors, that could be involved in GRP.
  • Make preliminary reommendations about how to engage with the stakeholders to enhance GRP, by consulting with the WEE team of UN Women China Office
  • Arrange at least two referral meetings, one with a government department, and one with potential donors. With the purpose to build up relationships and explore opportunities to implement Gender Responsive Procurement.

Selection and evaluation criteria  

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
