Office/Unit/Project Description:
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provides technical advice to Country Offices; advocates for UNDP corporate messages; represents UNDP at multi-stakeholder fora, including public-private, government and civil society dialogues; and engages in UN inter-agency coordination in specific thematic areas.
BPPS’ Nature Climate and Energy (NCE) Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on environment, climate change, and energy. This multi-billion dollar portfolio encompasses:
- Biodiversity and Ecosystem Services including forests;
- Sustainable Land Management and Desertification including food and commodity systems;
- Water and Ocean Governance including SIDS;
- Climate Change Mitigation and Adaptation;
- Sustainable Energy;
- Extractive Industries;
- Chemicals and Waste Management;
- Environmental Governance and Green/Circular Economy and SCP approaches.
This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.
In addition to UNDP’s bilateral partnerships in NCE, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), the Adaptation Fund (AF) and the Global Environment Facility (GEF). As part of UNDP’s partnership with these vertical funds (VFs), UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.
As the UN system's development programme and an Environmental Finance Implementing Agency since 1991, UNDP supports countries in addressing development, climate, and ecosystem sustainability in an integrated manner. UNDP’s comparative advantage lies in its global network of country offices, its experience in integrated policy development, human resources development, institutional strengthening, and non-governmental and community participation. UNDP assists countries in promoting, designing and implementing activities consistent with both the Vertical Fund mandate and national sustainable development plans.
It offers countries highly specialized technical services for eligibly assessment, programme/project formulation, due diligence, mobilization of required co-financing, project implementation oversight, results management and evaluation, performance-based payments and knowledge management.
The Environmental Vertical Funds and donors have approved a number of global and regional DIM projects with approximate annual budget of US$760 Million annually with completion dates into 2024.
These projects include a large volume of procurement activities including goods and services. On time and quality procurements are critical to the success of high-quality delivery of project outputs and of achieving project outcomes.
Institutional Arrangement:
- The Procurement Analyst shall work home-based for the duration of the assignment, hence should be able to work independently and be easily accessible through email, Teams, Zoom, , etc.
- The Procurement Analyst will report to the EF Unit Team Lead on Implementation Support, based in Denmark, and will also work closely with several key colleagues / stakeholders based mainly in New York, Istanbul, Bangkok, Addis Ababa, Panama, and Amman.
- The Procurement Analyst will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;
- The Procurement Analyst will engage/interact with the Supervisor by email and Teams/Zoom on a regular basis. In addition, the Procurement Analyst will also engage with other UNDP colleagues based in NY, relevant regional hubs, and country offices through these same virtual platforms;
- Given the global consultations to be undertaken during this assignment, the Procurement Analyst is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones where applicable.
Devoirs et responsabilités
- Support the consolidation and review the Procurement Plans for 2023 of all technical teams and global projects managed under Vertical Fund and related NCE activities. Incorporate the plans into the corresponding UNDP corporate planning and case management tools, and proactively monitor the implementation of the respective procurement plans.
- Carry out procurement processes for goods, services and Individual Contractors required in the Vertical Fund and NCE project portfolio as needed in full compliance with UNDP rules and regulations, including assistance in all procurement cycle stages: definition of needs, solicitation, evaluation, submission to procurement review committees, negotiation (if applicable) and preparation of contracts.
- Support Vertical Fund and NCE project portfolio contract management/implementation, including timely identification and processing of contract extensions and/or amendments when required.
- Assist and quality assure procurement processes carried out by the Vertical Fund in its Regional Coordination Units (RCUs), upon demand.
- Provide guidance to Vertical Fund and NCE project staff and Teams on UNDP procurement policies and procedures. Develops and provides training and capacity development on procurement to staff.
- Support Vertical Fund and NCE project portfolio with design and implementation of innovation challenges and performance-based contracting, when required and articulated through UNDP procurement frameworks.
- Assist with development of expert rosters, IC Framework Agreements, and LTAs for various areas of expertise and categories of spend. Liaise with other UNDP and UN procurement practitioners to identify existing suitable LTA/framework agreements.
- Support the incorporation and mainstreaming of sustainable procurement aspects and indicators.
