In West and Central Africa, most countries face significant changes in criminal trends and the security situation is quickly deteriorating: increase in cocaine seizures, development of local laboratories for production synthetic drugs, trafficking in falsified medical products, global hotspot for piracy in the Gulf of Guinea, terrorism threat initially contained in the Sahel region spreading east and southward towards coastal countries, intra-regional and inter-regional trafficking in persons. The persistence of armed violence, internal and cross-border movements of armed groups affect the stability of the sub-region. The availability of illicit small arms, light weapons and ammunition contributes to this instability and escalates local disputes, enabling violent extremists, terrorists and armed groups to control larger territories. Moreover, the region’s environment, ecosystems and biodiversity are increasingly threatened by various forms of crimes that affect the environment including waste trafficking, illegal wildlife trade, illegal mining, timber or crimes in the fisheries sector.  

Law enforcement is therefore of high priority for the UNODC in the region, especially regarding transnational organized crime and border management.

In the framework of the implementation of the new project “Regional Centre of Excellence on Transnational Organized Crime” in Abidjan, the UNODC Regional Office for West and Central Africa (ROSEN) has started to strengthen its presence in Côte d’Ivoire.

This position is located in the United Nations Office on Drugs and Crime (UNODC) Programme Office in Cote d’Ivoire (POCIV). The overall guidance will be provided by the UNODC Regional Representative in Dakar, Senegal, and the Head of Office in Abidjan, Cote d’Ivoire. Under the direct supervision of the Senior LE Advisor, the incumbent will assist in project management and implementation in line with written guidelines and instructions developed by UNODC on project cycle management and project implementation.

Under the overall guidance of the Head of the Law Enforcement Section (LE) of the UNODC Regional Office for West and Central Africa (ROSEN), the Programme Associate will provide programme support services ensuring high quality, accuracy and consistency of work. The incumbent will be responsible for all administrative tasks and selected substantive assignments related to the work of the Law Enforcement Section with a focus on the Centre of Excellence project.

The Programme Associate will work in close collaboration with the other UNODC ROSEN Project Coordinators (XAMU50, WACI, OCWAR-T) as well as operations, programme and project staff at UNODC ROSEN and country offices in the region as required to exchange information, analytic and support programme delivery.

?Programme Planning support:

  • Provide programmatic support in the preparation of work plans, budgets, and funding proposals, including, compilation of comments on the different iterations and finalization;
  • Gather, compile and process data and information from countries, donors, Regional Office, and project teams for the preparation of documents in relation to the work of the Section;

Programme Implementation Support:

  • Gather, compile and process data and information from beneficiary countries, donors, Regional Office, and project teams for the preparation of documents and databases relating to programme management;
  •  Prepare correspondences, reports (substantive and financial), documents and publications;
  • Assist in drafting assessment reports, evaluation reports and research documents;
  • Arrange appointments, meetings, trainings and missions including participant’s travel and administrative arrangements; negotiate and secure meeting venues; prepare meeting documents and meeting reports;
  • Collect statistics, data and information to be used for substantive monitoring and evaluation;
  • Undertake further research activities as required;
  • Proactively maintain the activities of the Law Enforcement Section  and the Global Maritime Crime Programme while other project staffs are on mission;

Administrative and Financial Management Support :

  • Support the Coordinators of the two Programmes in the tracking and reporting on activities and resources. 
  • Monitor on an ongoing basis budgets, allocations and expenditures by grant, and prepare required budget revisions;
  • Review Financial Reports;
  • Undertake procurement and related financial arrangements in coordination with the Administrative and Finance Unit.

Facilitation of Knowledge Building and Knowledge Sharing:

  • Maintain effective electronic and hard copy filing systems.

Qualifications et expériences requises

Education:

  • Hold at least a DUT or BTS in Finance and Accounting or equivalent diploma;

 Experience, Knowledge, and Skills:

  • At least 5-6 years of experience in finance and program management in a private company, national/international non-governmental organization or international organization;
  • Recent on-going work experience would be considered a definite advantage;
  • Experience in administration and finance in support to technical assistance programmes is required.
  • Knowledge of United Nations procedures and rules is an asset
  • Working experience with U.N. administration and financial management is an asset.
  • Proven experience in the advanced use of Excel and other spreadsheets, other office software (MS Word, Powerpoint, Outlook, etc.)
  • Advanced knowledge of ERP software such as People Softnet (UMOJA) would be considered a definite advantage.

Language Requirements:

Excellent written and verbal communication skills in English and French.
