General Background The UNDP Country Office in Guinea Bissau is reinforcing its Partnerships and Communications section as part of the new office vision and its partnerships and resources mobilization strategy. UNDP has deployed tremendous efforts in the past year to mobilize resources for initiatives related to the i) sustaining peace agenda, ii) green and blue economy, in the context of the SIDS agenda and iii) resilience/recovery from COVID-19 and beyond, among others. These initiatives are at the core of UNDP’s planning process and they will constitute the core of UNDP’s programme for the next five years, to be translated into the Country Project Document, under formulation. Continued advocacy, awareness raising, positioning and resource mobilization around these thematic areas will be a necessity. For this purpose, the office, in implementation of its partnerships and resources mobilization strategy, will put in evidence UNDP’s programmatic efforts in this area to help attract the attention of partners and donors and other important stakeholders like international media. In this context, UNDP Country Office intends to recruit a thematic communications specialist to support the UNDP strategic vision in these sectors, to contribute to positioning UNDP Guinea-Bissau vis-à-vis the international audience and to provide additional technical support to what communications officers have already been undertaking in the field. Under the direct supervision of the Communications Officer, the thematic communication specialist will also work in close collaboration with, the resources mobilization officer, the Heads of Clusters, specific UNCT agencies and local and national counterparts.

Recruitment Qualifications Required qualifications and experience Education: Masters / Bachelors's degree or Bachelor’s in media relations, journalism, developmental studies, business administration/marketing or equivalent publishing area.

Experience:
Language: Fluent written and spoken English is required. Working knowledge of Portuguese and/or French is an asset. COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. LUMP SUM CONTRACTS: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). TRAVEL: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Individual Consultant wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. EVALUATION: Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
