The consultancy will take place within the second phase of Municipal Environmental Governance Project (MEG II). The Project overall goal is to contribute to the democratisation of local governance in Bosnia and Herzegovina and more equitable, effective, and efficient public services for the citizens, particularly water supply and wastewater management services. Good local governance policy dialogue and policy changes, together with regulatory improvements in water supply and wastewater management services, will provide for more effective, fair, and sustainable delivery of essential local services. The intervention envisages three outcomes:

  • Outcome 1: State, entity and cantonal governments set in place a more conducive policy and regulatory environment that affirms result-oriented local governance and improved water supply and wastewater management services.
  • Outcome 2: Local governments improve their performance, are more accountable, inclusive and gender-responsive, and provide high quality services, in the water sector.
  • Outcome 3: Citizens, including the most vulnerable, benefit from water supply and wastewater management services provided in a more efficient, accountable, and sustainable manner.

The Project’s main partners are: Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, Ministry of Justice of the Federation of Bosnia and Herzegovina, Ministry of Administration and Local Self-Government of Republika Srpska, Ministry of Agriculture, Water Management and Forestry of the Federation of Bosnia and Herzegovina, Ministry of Agriculture, Forestry and Water Management of Republika Srpska, Associations of Municipalities and Cities, and Associations and networks of professionals in the water sector.

This activity will take place within the local government component of the Project, which aims to achieve significant improvements in the performance of partner LGs in citizen participation across the MEG community. 

The purpose of this consultancy is to support the MEG Project team in the process of full-scale introduction of the eCitizen software solution in total of 37 MEG partner LGs (31 current LG partners and 6 LGs as previous/ex partners), and to provide the Project team with the necessary technical insights and advice during the process of upgrade of the existing solutions, and development of new modules, as well as during the acceptance, roll-out, and implementation process. The consultancy primarily aims at ensuring quality assurance for the upgraded eCitizen software solution implementation process in all partner LGs, in line with the technical specification provided in the request for proposals for the referenced software solution, as found at the following address:

Thus, the main objective of the consultancy is to ensure high-quality in the process of design, development, and introduction of new upgraded version of e-Citizen software in 37 LGs1, 2, and to ensure its effective application among the partners. 

In that light, the Consultant will have a twofold task: 1. assist in the provision of quality assurance of the selected service provider (hereafter the Service Provider) and its deliverables as outlined in the referenced RfP, 2. ensure that the result i.e., upgraded e-Citizen software solution is properly designed, developed, introduced, and applied in line with the referenced RfP and technical specification, and that the actual LGs’ needs are met respecting their technical capabilities. 

The existing eCitizen solution is currently being used by 16 MEG Project partner LGs  (partners from the phase I of MEG Project). Current eCitizen solution enables the Project to assist its partner LGs to increase their performance, leading to an enhanced user experience, i.e., more efficient, effective, and transparent, as well as fully trackable, communication between local administration and citizens, as well as between municipal/city council and citizens. 

The MEG Project, in terms of upgraded eCitizen solution and corresponding mobile application, within its current phase (phase II i.e., hereafter MEG II) and the contract signed with the referenced Service Provider, intends to do the following:

a) advancement and improvement of the existing modules.

b) improvement, and widening of the scope of mobile application to fully reflect all the functionalities of the web solution.

c) development of the new module for annual digital citizen satisfaction surveying (in line with the current Methodology that has been developed within the auspices of the Project, and adopted by the 16 LG partners (municipal councils and/or assemblies) from phase I.

d) dissemination of the advanced/improved modules/functionalities to 16 old partner LGs1.

e) dissemination of the advanced/improved modules/functionalities to 21 new partner LGs .

f) dissemination of the newly developed module for citizen satisfaction surveying to at least 37 partner LGs (old and new).

g) adequate training sessions for all LG ICT administrators.

h) adequate training sessions for all LG employees that will be using the eCitizen solution.  

i) Technical assistance to all partner LGs (old and new) during process reengineering and digitalisation. 

 

For this purpose, to assist the Project team in this complex process, an ICT Consultant (hereafter the Consultant) will be contracted. The Consultant is expected to provide continuous quality assurance across all stages of the citizen web and mobile application software definition, design, development, introduction, and acceptance.

Task 1 – Administer quality assurance of the upgraded eCitizen solution during the design, development and implementation process and ensure that the e-Citizen web and mobile application is designed, developed, and provided to 37 LGs in line with the referenced technical specification, and the actual LGs’ needs and technical capabilities

The Consultant will provide quality assurance of the upgraded eCitizen design, development and implementation and ensure that the e-Citizen web and mobile application is designed, developed, and provided to 37 LGs in line with the referenced technical specification, and the actual LGs’ needs and technical capabilities. The Consultant will provide the necessary core technical advice when and where needed, on behalf of the Project team, to both the Service Provider and to partner LGs’ implementation teams, in terms of relevant technical directions and decisions that need to be made along the way. The quality assurance will be provided based on the RfP, ToR and to the final Inception Report.

The Consultant is also responsible for ensuring that the improved eCitizen web and mobile solution is developed in line with the published technical specification, and that it reflects actual needs of partner LGs, and their current/short-term technical capabilities. In this sense, the Consultant will prepare timely ad-hoc reports for the Project team, should he/she determine that the direction of the software development, introduction and further application is not fully in line with the published technical specification. 

In some instances, during the process of design and development the given technical specification might have to be slightly amended from the objective reasons but with prior consent of the Service Provider and including partner LGs and the Project team. In such instances, the Consultant needs to act as a facilitator during the consultation process involving all relevant stakeholders (old and new LGs, MEG Project, Service Provider, etc.) and assist in bridging the gap of various needs and wants, at all times and to the extent possible, primarily respecting the technical specification and the contract signed with the Service Provider and recognizing different situations in the field.  The task is related to deliverables 1, 2, 3 and 4 of the enclosed RfP.

It is envisaged that this task will be delivered by 31 July 2023 and the level of effort will not exceed 35 expert days. 

Task 2 – Assist in the process of eCitizen system testing, acceptance, and migration to production for 31 MEG current partner LGs (only current partners)

The Consultant will, on behalf of the MEG Project team, participate in, and provide limited technical assistance and expert support to the eCitizen implementation team during the process of eCitizen system testing, acceptance, and migration to production for 31 MEG current partner LGs. Further, the Consultant will develop the necessary documentation for the system and acceptance testing. Following approval by the MEG Project team, the Consultant will participate in all acceptance tests in 31 partner LGs. This part will require on-site visits to 31 partner LGs unless Cov 19 rules are imposed, or unless the Service Provider, in consultation with the MEG Project team and upon approval of the MEG Project team, manages to organize the full-scale acceptance tests in a different manner. Six LGs that are not current MEG partners will not require this kind of support. 

Consultant is also expected to prepare final report with a cohesive set of further recommendations for the overall successful implementation. Overall, the task is related to deliverables 5, 6 and 7 of the enclosed RfP.

It is envisaged that this task will be delivered by 31 July 2023 and the level of effort will not exceed 35 expert days. 

Methodological Considerations

The Consultant is expected to work in close cooperation with the MEG Project team, 37 partner LGs (via email and skype communication) and the Service Provider. The assignment will be delivered both in person (to a lesser extent) and via MS Teams/Zoom/Skype/email contact with the project partners. In addition to possible regional meetings in Sarajevo, Mostar and Banja Luka, the Consultant will, unless otherwise decided during the forthcoming months, travel to 31 partner LGs as a part of the acceptance testing process.

Consultant will, always, ensure that her/his findings and recommendations are clearly understood by the Service Provider, and will put significant effort in appropriate communication of the key concerns to the MEG Project team, and to the eCitizen Implementation Team. 

The service will be delivered in the languages of BiH peoples, while regular reports will be delivered in English language.
