The Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2) is a continuation of the EU-UNDP partnership and previously supported initiative – ReLOaD implemented in the four-year period 2017 - 2020.
ReLOaD2 continues to strengthen participatory democracies and the EU integration process in the Western Balkans by empowering civil society and youth to actively take part in decision-making and by stimulating an enabling legal and financial environment for civil society. The program is implemented in the following IPA beneficiaries: Albania, Bosnia and Herzegovina (BiH), North Macedonia, Kosovo*, Montenegro, and Serbia. The total budget of the ReLOaD2 is EUR 12.63 million, while the Montenegrin component is EUR 1.84 million. The Project duration is 48 months (2021 – 2024). Project implementation period started on January 1, 2021.
The following clusters of local self-governments (LSGs) in Montenegro have been selected to participate in the ReLOaD2 program:
Working across the region, ReLOaD2 among other activities promotes youth engagement and supports the implementation of youth initiatives and works on the improvement of their economic perspectives in partner localities.
As part of the ReLOaD2 initiative, Research and assessment of the local policies pertaining to youth and youth needs in Montenegro was conducted aiming to assess local youth policies in 15 Montenegrin municipalities as a basis for further improvements in youth policy. The research was focused on the experiences, roles, and attitudes of youth in local communities, as well as the identification of their needs, aspirations, and expectations from their communities. All findings, conclusions, and recommendations were defined for each of the 15 municipalities, for all areas covered by the research and for different economic sectors, and as such, represent a high-quality basis for adopting and creating national and local policies and programmes and activities aimed at youth. Based on the Research and answers of the young men and women in 15 municipalities, the various topics of youth training are identified among which are: entrepreneurship and starting own business; prevention of discrimination and hate speech; promotion of youth services at the local level and participation of young people in decision-making processes; creation of cultural content; mental and reproductive health and use of psychoactive substances, etc.
On this occasion, the ReLOaD2 team is seeking a Trainings Assistant to support the project by facilitating youth training and assisting the lead trainers, contracted for each training. Modules will be organized in each of 15 partner municipalities from December 2022 until September 2023. As mentioned above, LSGs are organized in clusters of municipalities and it can be decided that some of the trainings in neighbouring municipalities might be merged in line with agreement with UNDP.
* For the European Union, this designation is without prejudice to position on status and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence. For UNDP all references to Kosovo shall be understood in the context of the UN Resolution 1244/1999.
Devoirs et responsabilités
Objectives of the assignment:
The objective of the consultancy is to support Lead Trainers in developing training curricula and delivering comprehensive training for young people in partner LSGs. (Two rounds/topics of trainings in 15 municipalities will be organized, i.e. 30 trainings in period of December 2022 until September 2023).
The main duty of the Youth Engagement Training Assistant is to support the lead trainer by using digital tools; presenting content in a creative way, and enriching the workshops with features such as scavenger hunts, quizzes, ice-breakers, active breaks, mobile applications etc. All of the elements of the curriculum should introduce youth to tangible concepts and opportunities for learning or developing skills but keep them motivated and engaged as well.
Under the supervision of the ReLOaD2 Team, the Assistant Trainer will support Lead Trainers (at least two) in delivering the following results:
1. Assisting in preparation of training curriculum and materials
The Assistant Trainer will help the Lead Trainers in the preparation of the training concept and background material by ensuring attractivity to youth with digital tools usage. Contemporary tools and techniques should provoke participants’ curiosity, boost their engagement, and lead to better learning and comprehension.
The Assistant Trainer is expected to assist the Lead Trainer in preparing and compiling a comprehensive training pack for participants, including all relevant supporting materials (curriculum, agenda, presentations, handouts, group exercises, exercises for individual work, reference materials, evaluation forms). The Assistant must ensure that materials are presented in attractive formats such as Visme, Prezi, Padlet, SimpleMind or other tools for online brainstorming, evaluation, knowledge building, kick-starters etc.
The training will be attended by the representatives of partner LSG and other relevant local institution (secretaries/departments in LSG, local branches of the Employment Agency of Montenegro, Social Welfare Centres, etc.) in order to improve cooperation and joint work between local policy makers and youth.
All methods and language should be adapted to the characteristics of a youth group. They must be interactive and creative avoiding technical and foreign words and long time slots dedicated to presentation/lecturing (the usage of policymakers, simulations, case studies, group debate, digital assets and methods, etc is much appreciated).
The training program and relevant materials will be approved by ReLOaD2 Project Team. The Assistant Trainer is also expected to share relevant information and inputs with ReLOaD team specifically related to social media campaigning, creating newsletters, public calls, and other content to encourage youth to participate in the training.
The time foreseen for this task is up to 30 days.
2. Delivery of Training
The Assistant Trainer will assist the Lead Trainer in delivering of up to two-days training for youth in each of 15 partner ReLOaD2 municipalities. The number of trainees for each training module would be between 15 and 25.
The workload during the training will be mostly in introducing interactive and creative activities for youth related to the entrepreneurship, business start-up, youth activism and participation in decision-making, mobility, etc. (Topics and the names of lead trainers will be shared in a timely manner).
The sessions should be as interactive as possible, which is why Assistant Trainer should help the participants to improve communication skills, exchange ideas, identify their true interests and capacities they have, boost presentation skills and think outside the box. The trainees will be youth individuals with fewer opportunities such as NEETs, unemployed, youth with temporary/short-term jobs and low standard of living, youth with a low educational background, social or geographical obstacles, etc. It must focus on strengthening their entrepreneurship knowledge and skills that will improve their employability, while, at the same time boosting their self-confidence, their access to formal and non-formal education opportunities and integration in society.
The time foreseen for this task is up to 52 consultancy days, depending on the merging of trainings in neighboring municipalities.
Upon the completion of the training delivery, the Assistant Trainer will assist the Lead Trainer in preparing final report. The consultant will provide all relevant information such as participants lists, training goals and results achieved, number of trainees, analysis of pre and after-training knowledge, lessons learned and recommendations, training performance evaluation and similar. All data presented should be segregated by gender. The draft report should be submitted to the ReLOaD2 Project Manager by the Lead Trainer within seven days after the training.
The time foreseen for this task is up to 8 days, depending on merging of the trainings.
Timing and reporting: The national consultant is expected to work in Montenegro and home-based during the assignment (12 December 2022 – 1 September 2023). The national consultant will be responsible for written regular reporting to the UNDP Project Manager and it should contain sufficient detail and information that would allow for the appraisal of the effectiveness to date of the assignment’s activities.
A tentative timetable of activities will be as follows (and finally agreed with the selected contractor upon the finalization of the procurement process):
Time duration and travel: The national consultant will be engaged under an individual contract, for total of up to 90 consultancy days, in the period from 25 December 2022 – 1 September 2023. National consultant is expected to work from home and elsewhere Montenegro, pursuant to the work plan of the assignment’s activities. The travel and accommodation costs for the municipalities where trainings will take place should be included in the lump sum figure presented in financial offer provided by the Assistant Trainer during the application process. The accommodation for the neighbouring municipalities should not be envisaged in the offer since these costs will not be covered due to short distance.
Payment of the consultant`s fee will be realized based on the real delivery, i.e. will be paid upon submitting related timesheets field out by the consultant and annexed with participants signed attendance sheets and based or actual number of conducted trainings (due to municipal decisions to merge some).

Criteria for selection:
Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
