The duration of the assignment is until 31 December 2023.  Whereas an external candidate will be offered a temporary appointment; subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund, UNTF) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. It provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. To date, the UN Trust Fund has awarded US $215 million to 604 initiatives in 140 countries and territories.

Reporting to Grants Manager, the Programme Specialist is responsible for (1) managing the UNTF-EVAW’s overall Grant-making Programme to ensure compliance with UNTF timelines, requirements and quality standards; (2) guiding coordination with national partners and other stakeholders in all aspects related to grant-identification and selection; (3) supporting grant-making related knowledge management (namely gathering and compiling all information necessary for monitoring and reporting on the grant-making programme from the planning to the grant selection stages, as well as lessons learned); (4) providing capacity development and knowledge management in grant-selection and grants-management as required; and (5) supporting activities at the UNTF-EVAW and UN Women corporate level as requested.

1.     Manage end-to end technical aspects the UNTF-EVAW Grant-making Programme

  • Coordinate the implementation of the overall grant-making programme, in alignment with the UN Trust Fund’s strategy;
  • Develop the overall grant-making work plan and coordinate its implementation according to UNTF-EVAW’s Call for Proposals timelines and Annual Work Plan document;
  • Liaise with the UN Trust Fund staff, Global and Regional Programme Advisory Committees (PAC), national counterparts, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Coordinate the Fund's Technical Review Groups (regional experts in ending violence against women), including technical onboarding and provision of substantive guidance for application review, and compile and analyze their inputs during the grantmaking review in collaboration with the Operations Team;
  • Identify and manage technical external consultants as needed for grant-giving and programmatic capacity development;
  • Provide technical support in grantee selection processes including through substantive trends analyses of applications on ending violence against women and girls submitted to the UN Trust Fund;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2,     Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners and UN Women Country Offices to support implementation and expansion of the Grant-making Programme/Portfolio, raise potential problems and provide solutions;
  • Provide guidance to potential grant applicants to support the completion of applications, including Concept Notes and Full-Fledged Proposals, to ensure compliance with Fund's policies towards the submission of high quality applications by priority groups;
  • Provide technical guidance on grant review and selection to UN Women ROs/COs and grantees to ensure adherence to UN WOMEN policies, administrative and financial procedures;
  • During grant review, facilitate communication across various stakeholders, including the external technical reviewers, UN Women, Civil Society and UN PAC members;
  • Support the review of implementing partner assessment forms and grant agreements prior to grantee selection, as needed.?

3.     Coordinate the monitoring and reporting on the Grant-making Programme

  • Develop external/public programmatic guidance, including Call for Proposals and all related grant-giving and reporting documents, including application documents, appraisal guidance and criteria, feedback letters and grantee summaries;
  • Gather and compile all information necessary for reporting on the grant-making programmes from the planning to the grant selection stages.
  • Coordinate the internal tracking of financial resources of the Grant-Making Programme including budgeting, and expenditure tracking and reporting;
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the Grants Manager and UN Trust Fund Chief;
  • Keep abreast of allocation and first tranche disbursement of funds to participating partners in collaboration with the Operations Team.

4.     Coordinate capacity development and knowledge management on the Grant-making Programme

  • Coordinate the development of specific programmatic capacity development tools and resources for applicants and grantees prior to grant selection and inception phase, in collaboration with the Grants Programme and Operations Teams;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme, including through development of application analysis and inputs into various reports;
  • Support the dissemination and outreach of grant application and related materials, including through outreach to strategic networks to increase the innovation of the applicants pool; 
  • Contribute to the Fund's internal grantmaking systematization, including compilation of procedures and policies.
  • Support the organization of major events, trainings, workshops and knowledge products related to grant-giving and grants-management;
  • Conduct yearly assessments of Fund's processes as related to the Grant-making Programme and compile lessons learned, best practices and results to increase the Fund's efficiency and efficacy;
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines.

5.     Support other activities as required under the guidance and supervision of the Grants Manager

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners;
  • Experience in coordinating, implementing and administering grant-making programmes and projects;
  • Previous experience working in the UN system is an asset.
  • Experience in grants management is required.
  • Experience with databases and data management is required.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of French and/or Spanish an asset.
