UNDP and the Ministry of Environment of the Republic of Armenia are implementing “Building Armenia’s National Transparency Framework under Paris Agreement” UNDP-GEF Project (CBIT Project). The immediate objective of the project is to meet enhanced transparency requirements as defined in Article 13 of the Paris Agreement by strengthening institutional and technical capacity for measuring and reporting on emissions, mitigation and adaptation activities, and support received. Article 13 of the Paris Agreement establishes an Enhanced Transparency Framework in order to provide a clear understanding of climate change action through reporting on action and support received. The transparency framework shall build on and enhance the transparency arrangements under the Convention, including national communications, biennial update reports and international consultation and analysis. Paragraphs 7 to 10 of Article 13 require each Party to regularly provide a national inventory report, information necessary to track progress made in implementing and achieving its Nationally determined contributions (NDC), information related to climate change impacts and adaptation, and information on support received. Article 13 also requires all Parties to establish institutions for ongoing monitoring. Output 3.2.3 of the CBIT Project aims to develop sectoral templates and guidelines for assessing and reporting on mitigation policies and actions and their effects. In particular, a common approach for assessing greenhouse gas (GHG) emissions reductions from mitigation measures in the Energy sector should be proposed. Objective of the assignment UNDP is seeking to engage a consultant to develop a set of key guidelines to improve “Energy” sector of GHG inventory as well as sectoral templates and guidelines for assessing and reporting on Energy sector mitigation policies and measures and their effects tracking for tracking NDC progress. Scope of work Under the overall supervision of the Climate Change Programme Coordinator and guidance of the Team Lead expert and in cooperation with the project expert team, the Consultant will be responsible for the following activities: a) Develop a set of key guidelines to improve “Energy” sector GHG Inventory system, in particular:

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY: Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation. Technical Criteria - 70% of total evaluation - max. 70 points Financial Criteria - 30% of total evaluation - max. 30 points. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE APPLICATION.
