UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The war in Ukraine has already resulted in significant life loss, unprecedented displacement internally and towards neighboring countries, and devastating destruction of infrastructure. The security situation and the overall operational environment have deteriorated rapidly since the outbreak of the war on 24 February 2022. The updated Ukraine Flash Appeal shows at least 17.7 million people are in immediate need of emergency assistance and protection. According to the latest estimates, over 6.7 million people have already left Ukraine as refugees and over 6.6 million moved within the country, mostly for the eastern and southern oblasts. Many of those displaced are women and children. The ability of local authorities and service providers to sustain a minimum level of services has also been severely hampered in war-affected areas. The forced displacement has placed an additional burden on local service providers in host and transit communities, including administrative services, healthcare, mental health, and social services and those concerned with ensuring access to justice. Provision of assistance to sexual and gender-based violence survivors is a particular concern: rape has emerged as a weapon of war, and a toxic, hyper-masculine environment has led to a sharp increase in the incidence of conflict-related sexual violence, sexual exploitation and abuse and human trafficking. At the same time, domestic violence remains a persistent problem affecting women disproportionately.

To support the strengthened resilience and early recovery of war-affected communities in selected target areas of Ukraine UN Women jointly with UNDP and UNFPA is implementing a joint project “EU4Recovery – empowering communities in Ukraine” funded by the European Union. The primary objectives of the joint project are: Objective 1 Target communities have increased access to quality public services that respond to the needs of all population groups, with particular focus on the most vulnerable, and Objective 2: Community security is enhanced and the social fabric is maintained in project target areas. In particular, UN Women will work on community-based prevention of violence against women and girls, including conflict-related violence, by supporting “attitudinal change” to encourage non-violent masculinities, challenges existing gender norms and raise awareness regarding the unacceptability of gender-based violence against women and girls, as well as on enhancing the access to justice of victims/survivors of gender-based violence by legally empowering them and strengthening the capacities of justice sector actors on preventing and combating violence against women and girls using a survivor-centered approach.

Under the overall guidance and supervision of the Programme Specialist, Programme Associate contributes to the effective implementation of the Joint Project “EU4Recovery – empowering communities in Ukraine”. The Programme Associate supports the project by performing a variety of administrative, finance and communications processes ensuring high quality and accuracy of work. S/he promotes a client, quality and results- oriented approach.

The Programme Associate works in close collaboration with the programme and projects staff and the Operations team to ensure consistent service delivery.

Impact of results:

The key results have an impact on the efficiency of the project. Timely delivery of services and accurate presentation of information strengthens the capacity of the office and promotes the image of UN Women.

?Provision of administrative and logistical support

  • Contribute to the project annual work plans and reports in a timely and quality manner based on the requirements of UN Women and donor(s);
  • Participate in data collection, analysis and maintenance of project-related data and files, including by maintaining accurate electronic and paper-based information and records systems, and participating in project activities (meetings, roundtables, conferences, etc.) including preparation, implementation and follow up actions, such as taking notes and preparing minutes, as required;
  • Assure smooth operations of the project by following established UN Women operational rules and procedures, including preparation of supporting documentation for contracts and payments, facilitating tenders and recruitment of experts and consultants, participating in selection processes as required, preparing documentation required for recruitment and contract extensions, and other administrative actions, and assist in the process of procurement and delivery of project goods and services;
  • Ensure that travel arrangements and authorizations, mission requests, passport and visa requests and extensions, flight bookings and all other matters related to travel of international and national project staff inside and outside Ukraine are properly and timely authorized and processed;
  • Perform administrative support functions, including maintaining personnel records, procurement and contracting processes, keeping inventory and management of office supplies, purchase of office equipment and furniture as required, etc.;
  • Handle project telephone enquiries and correspondence, including drafting and translating project-related correspondence as required, and maintaining a database of contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, beneficiaries, partners, etc.;
  • Perform other duties as assigned by the Programme Specialist.

Support with financial management of the project

  • Provide day-to-day support to the project’s financial operations in accordance with UN Women rules and regulations and relevant standard operating procedures (SOPs), including preparation of the project’s budget and budget revisions, requests for payments and maintaining necessary budgetary controls and records;
  • Ensure timely payment requests and payments to consultants, subcontractors and service providers in accordance with established payment schedules and within the limits of the project budget, including by creating requisitions in financial ERP system and registering related receipts;
  • Monitor expenditures and prepare accurate financial reports and forecasts, and undertake basic financial analysis (i.e. budget variance) to support project information needs;
  • Ensure the proper closing of accounts at the end of each financial year and the preparation of all financial reports required in accordance with established UN Women financial rules and regulations;
  • Assist project management in preparation/revision of Project Implementation Plan.

Provision of communication assistance

  • Review press and publications for articles of interest to project and circulate them to project staff;
  • Contribute to the development of project promotion and information materials, including web-based platforms, leaflets, brochures and newsletters, etc., and liaise with relevant communication staff of participating UN agencies, as required.

Support to knowledge development and knowledge sharing

  • Provision of necessary administrative support for effective knowledge management and sharing within the Unit;
  • Facilitation/conduction of trainings for the operations/projects staff on administration;
  • Providing of sound contribution to knowledge networks and communities of practice.

Measurable outputs of the work assignment:

  • Full and appropriate use of UN Women Financial Operational Policies and Procedures and Standard Operating Procedures during implementation of the Project;
  • High-quality organizational and logistical support provided to project activities and events in timely manner;
  • Project recruitment and procurement processes are properly organized, and project records are kept in order;
  • Project budget is properly maintained with necessary budgetary controls and records.

Qualifications et expériences requises

Education:

  • BA /BSc degree in Business Administration, Bachelor of Commerce, Human Resources, Finance, Social Sciences, International Relations and any other related fields.

Experience:

  • Min three (3) years (with Bachelor degree) of relevant experience (in administration and/or programme support service or other related field).
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
  • Experience in handling of web-based management systems (ERP systems) would be an advantage.
  • Experience of working in international organizations/projects will be considered as an advantage.

 

Language Requirements:

  • Fluency in oral and written English and Ukrainian.
