Office/Unit/Project Description 

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provides technical advice to Country Offices; advocates for UNDP corporate messages; represents UNDP at multi-stakeholder fora, including public-private, government and civil society dialogues; and engages in UN inter-agency coordination in specific thematic areas.

BPPS’ Nature Climate and Energy (NCE) Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on environment, climate change, and energy. This multi-billion-dollar portfolio encompasses: Biodiversity and Ecosystem Services including forests; Sustainable Land Management and Desertification including food and commodity systems; Water and Ocean Governance including SIDS; Climate Change Mitigation and Adaptation; Sustainable Energy; Extractive Industries; Chemicals and Waste Management; Environmental Governance and Green/Circular Economy approaches. This includes crosscutting themes on finance, digital transformation, capacity development, human rights, gender equality, health, and South-South learning.

In addition to UNDP’s bilateral partnerships in NCE, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), and the Global Environment Facility (GEF). As part of UNDP’s partnership with these vertical funds (VFs), UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services. As a member of the UN Partnership for Action on Green Economy (PAGE), which brings together the specialized expertise of five UN agencies, UNDP contributes to a joint UN effort to promote green economic transformation and green recovery through technical assistance and capacity-building for policy development and implementation.

In line with UNDP’s Strategic Plan and corporate strategies, the NCE Team is strengthening its capacities to catalyze, accelerate, and scale innovative solutions and integrated programming that help countries advance an inclusive green recovery and transforms their sustainable development trajectory. This includes activities undertaken through the Sida-UNDP Environment and Climate Change Programme, PAGE, as well as other UNDP and NCE strategies, offer, and workstreams around partnerships, South-South collaboration, knowledge management, and resource mobilization.

Institutional Arrangement

  • The Senior Advisor work out of BPPS/NCE offices for the duration of the assignment;
  • The Senior Advisor will report to the Senior Policy Advisor for Environment, Nature, Climate and Energy Team based in New York;
  • The Senior Advisor will engage/interact with the Supervisor by email and Teams/Zoom on a regular basis. In addition, the Senior Advisor will also engage with other UNDP colleagues based in NY, relevant regional hubs, and country offices through these same virtual platforms;
  • Given that the assignment envisages communication with UNDP Offices around the world, the Senior Advisor is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones where applicable.

Scope of Work

The Senior Advisor will provide strategic advisory and partnership building services across the NCE portfolio including a focus on South-South and Triangular Cooperation (SSTC). This includes strategic advice on the direction of the NCE team’s promotion of SSTC, partner engagement, resource mobilization, and advocacy to scale integrated solutions for transformative change within and across developing countries, including LDCs and SIDS. This work will be embedded within workstreams advanced under PAGE, the Sida-UNDP Programme on Environment and Climate change, the NCE Business Plan, KM Strategy, and other NCE Strategies and Offers.

In close collaboration with NCE senior management, team Leads and Advisors, the Senior Advisor will focus on:

Strategic partnership development

  • Strengthen and forge strategic partnerships for PAGE and with other UN and external partner institutions including within and across governments, private sector, philanthropies, and NGOs at all levels;
  • Identify areas of cooperation and coordination with other UN agencies for the implementation of joint activities related to NCE initiatives including through PAGE;
  • Broaden UNDP’s partnership base that can be translated into catalytic resources (financial, human, technical, know-how, etc.) and that can foster new solutions for UNDP’s strategic plan and NCE workstreams;
  • Develop an Engagement Plan for SSTC partners in the context of implementation of NCE portfolio;
  • Identify and advise on priority joint initiatives with relevant UNDP teams and units (e.g., SSTC Team, SDG Integration Team, Accelerator Labs, Global Policy Centres and others) for upscaling and facilitating NCE initiatives through SSTC, knowledge management, and policy dialogues on issue-based programming;
  • Deliver advice on strategic partnership development and SSTC to the UNDP Regional Hubs and Country Offices in PAGE, Sida-UNDP Programme on Environment and Climate change, and other global initiatives.

Mobilization of core and non-core resources

  • Provide effective and efficient support in the mobilization of core and non-core resources in all aspects of resource mobilization for PAGE and other initiatives including traditional and philanthropic partners;
  • Support and create new partnerships for PAGE and other UNDP co-led initiatives with non-traditional donors, particularly from the Global South, the investment sector, and the financial sector;
  • Identify and develop opportunities for non-core resource mobilization and provide advice on appropriate strategies and approaches to seize them including through engagement of NY-based institutions;

Advocacy and awareness raising and advocacy events

  • Support organization of advocacy and global policy dialogues through PAGE and other UNDP events on NCE initiatives, solutions, lessons, and options for scaling within and across regions, including through SSTC;
  • Liaise with relevant stakeholders and institutions to disseminate information relevant to PAGE and the broader UNDP NCE portfolio and support the setting up of pilot SSTC projects and scaling exiting initiatives;
  • Build and maintain UNDP’s NCE visibility at relevant conferences and investor events;
  • Mainstream SSTC approaches throughout the NCE portfolio including green economy, energy, food/ag, biodiversity, water/oceans, climate change, and environmental governance.

Qualifications et expériences requises

Minimum Qualifications of the Successful IPSA

Min. Academic Education

  • Master’s degree or higher in international relations, business administration, or other related disciplines.

Min. years of relevant Work experience

  • At least 15 years of relevant progressively responsible experience, with at least 5 years at a senior-level position leading, political engagement, or programme management roles in international organizations or entities committed to national, regional and/or global sustainable development.

Required skills

  • Deep knowledge of, and experience with, advising governments and development stakeholders on SDG issues and South-South and triangular Cooperation (SSTC) issues, including familiarity with the political and strategic evolution of SSTC;
  • Proven international experience advancing integrated Nature, Climate, Energy and Sustainable Development themes;
  • Experience of having lived and worked in the developing and developed countries.

Desired additional skills

  • A strong and respected reputation in global advocacy and political/policy dialogue, including in the UN inter-governmental setting is desired;
  • Experience collaborating with civil society, media, and key governments and experience leading high-level partnership events is an advantage;
  • Proven record of establishing partnerships with a strong networking capacity desired;
  • Strong track record of leadership and managing multiple workstreams in an international context is an advantage;
  • Working knowledge of another UN language will be desirable.
