UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

As an entity dedicated to gender equality, UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, UN organizations, international and national NGOs, and civil society in development and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. In crisis settings, UN Women supports in the coordination of gender mainstreaming, evidence-based response, targeted programming and in building capacities of humanitarian stakeholders including governments and local actors to achieve their gender commitments.

The humanitarian situation in Tigray and neighboring Woredas has deteriorated since the onset of the conflict in November 2020, and approximately 5.2 million people are currently in need of humanitarian and protection services in the region. The signing of a cessation of hostilities deal between the Ethiopian Government and the Tigray People’s Liberation Front (TPLF) on 2 November 2022 marks a critical first step towards ending the two-year conflict.  In light of this development and considering that humanitarian access to Tigray has been limited over the last two years, there is an urgent need to scale up humanitarian assistance to all those affected by the conflict, including women and girls. Unprecedented sexual and gender-based violence is reported especially against women and girls. Rapid response, supported by gendered data, is needed urgently by all humanitarian actors to respond to the needs of vulnerable populations.

As the humanitarian crises become more complex and challenging, a well-coordinated gender-responsive humanitarian action is critical more than ever. UN Women Ethiopia Country Office is working actively to provide strategic leadership and technical support to ensure humanitarian response fully responds to the specific needs and priorities of women, men, girls, and boys through elevating support and targeted programming to the humanitarian situation in Tigray and neighboring regions. Within the humanitarian context in Tigray, additional emphasis is being placed on the gendered impact of the crisis, such as sexual and gender-based violence (SGBV), conflict-related sexual violence (CRSV), limited access to basic services including healthcare, psychosocial support, legal aid, education as well as livelihood opportunities against women and girls. With new realities and challenges posed by the humanitarian situation in the Tigray region, UN Women’s engagement in the humanitarian response space is more critical than ever to ensure that humanitarian action prioritizes women ang girls’ voices and needs so that no woman or girl is left behind.

Reporting to the Deputy Country Representative, the Women, Peace, Security and Humanitarian Programme Specialist will provide technical and strategic input on gender in humanitarian action, establish and strengthen partnerships, and lead development of relevant knowledge products, including gender analysis and assessments of the Ethiopia Country Office. She/he will work in close collaboration with the UN Women programme and operations team in the Ethiopia Country Office, Government officials at national and country level, UN and other humanitarian agencies, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.  

Devoirs et responsabilités

1.  WPSHA advisory and leadership to the Country Office and Senior Management

  • Manage and lead the overall work of the WPSHA unit
  • Identify programmatic areas for support and interventions to advance the WPS and GiHA agendas in Ethiopia
  • Finalize country strategy documents, programme / project proposals, briefs, policies and other documents related to gender equality, gender mainstreaming, PSEA, AAP, GBViE, WPS and other relevant topics
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Gender in Humanitarian Action with particular focus to the Northern humanitarian context
  • Contribute to the biannual workplan and budget as well as manage their implementation
  • Provide guidance on Results Based Management tools and performance indicators
  • Provide programmatic advisory support to senior management within the WPSHA portfolio
  • Provide technical advice on WPSHA and ensure synergies with other teams

 

2.  WPSHA programme design, implementation, and management

  • Manage the design and implementation of WPS and GiHA proposals and initiatives
  • Organize consultations with key stakeholders, women leaders, human rights experts, and UN partners to gather inputs on program design as necessary
  • Oversee the programme / project management of WPS and humanitarian projects, including the German-funded localized gender accountability in humanitarian crises project
  • Provide guidance to implementing partners on Results Based Management tools and performance indicators
  • Provide strategic and technical support to implementing partners, WRO/WLOs, and UN agencies in the humanitarian context through direct involvement and provision of advanced technical assistance and advisory services
  • Work with implementing partners and responsible parties to ensure reports and assigned resources are used in accordance with quality and transparent standards
  • Lead capacity-building opportunities for implementing partners, WRO/WLO and stakeholders on GBV and SEA related survivor support and services through risk assessments, service mapping, community engagement and information campaigns

 

3.  WPSHA programme monitoring and reporting

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools
  • Finalize quarterly reports and donor reports, focusing on results, output, and outcomes
  • Produce annual, progress and other reports
  • Review the submission of implementing partner financial and narrative reports as required;

 

4.  Oversee technical assistance and capacity development to project / programme partners

  • Provide technical advice and support to partners and identify capacity building gaps
  • Contribute to the provision of technical guidance by the team;
  • Build, manage, and expand relationships with national partners, particularly women’s organizations, to support implementation and expansion of the WPSHA programme;
  • Serve as an expert resource to partners on gender equality, gender mainstreaming, PSEA, AAP, GBViE, CBCMs, and WPS;
  • Implement, oversee, and facilitate capacity building opportunities and initiatives, including on GiHA, PSEA, and WPS;
  • Provide partners with technical assistance, training and capacity development initiatives to increase their meaningful participation in WPS and humanitarian action.
  • Lead efforts in mainstreaming gender, including inclusion and participation of under-represented groups in humanitarian planning, response, and decision-making
  • Identify opportunities for the engagement and meaningful participation of WLOs/WROs in humanitarian coordination mechanisms at country and regional levels.

 

5.  Build partnerships and support in developing resource mobilisation strategies

  • Represent UN Women in national coordination mechanisms and collaborate with humanitarian stakeholders in line with UN Women’s coordination mandate
  • Provide technical support to mobilize resources for the implementation of humanitarian and WPS programmes, with a specific focus on Northern Ethiopia
  • Prepare relevant documentation on donors and potential opportunities for resource mobilization
  • Develop and implement partnerships and resource mobilization strategies to respond to humanitarian and peacebuilding needs;
  • Finalize documentation on donors and develop opportunities for resource mobilization;
  • Analyse and research information on donors, finalize substantive briefs on possible areas of cooperation, as well as identification of opportunities for cost-sharing.

 

6.  Support inter-agency coordination as co-chair of the Ethiopia PSEA Network and the GiHA Working Group

  • Support co-chairing of the inter-agency Ethiopia PSEA Network and GiHA Working Group on behalf of the Country Office;
  • Support the Ethiopia PSEA Network focal points and senior management in developing, implementing, and monitoring the annual workplan and strategy;
  • Support inter-agency knowledge management on PSEA and gender by ensuring collective preparedness and response for national and regional networks;
  • Draft PSEA Network and GiHA Working Group documents including policies and ToRs;
  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency PSEA and gender coordination related activities by attending meetings and events, as well as participating in inter-agency groups and committees;
  • Coordinate with other UN agencies, government departments, donors, NGOs, and CSOs to ensure their programmes are harmonized and aligned to PSEA with other in-country efforts;
  • Take part in joint inter-agency assessments / processes and other relevant exercises;
  • Contribute to training and capacity-building efforts of PSEA Network members, GiHA Working Group members and other humanitarian partners on PSEA, CBCMs, GBV, gender mainstreaming etc.
  • Prepare substantive inputs and other documents as necessary

 

7.  Lead advocacy, knowledge building and communication efforts

  • Represent UN Women in meetings and policy dialogues on issues related to humanitarian response and recovery
  • Travel to the regions to support gender mainstreaming, GBViE, PSEA, CBCMs, AAP, and WPS coordination as needed;
  • Identify best practices and lessons learned to guide programme improvement and strategic planning
  • Develop advocacy and knowledge management strategies on WPS and GiHA and oversee their implementation
  • Provide technical support on contextualizing / localizing programme documents, country strategies and knowledge products on humanitarian action and WPS
  • Develop analytical reports, briefing notes, background papers, and knowledge products on GiHA and WPS
  • Coordinate and participate in gender assessments and share analysis with relevant stakeholders to inform more gender-responsive programming

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required

Experience:

  • At least 6 years of progressively responsible experience at the national or international level in design, implementation, management, monitoring and reporting of humanitarian projects
  • Technical experience in gender equality programming, gender mainstreaming, GBViE, PSEA, AAP, and WPS
  • Technical experience in conducting gender assessment and analysis
  • Experience coordination inter-agency preparedness and response is required
  • Experience in leading / managing a team
  • Experience working in humanitarian programming
  • Experience of working in the UN system is an asset

Language Requirements:

  • Fluency in English and Amharic is required
  • Knowledge of local languages/Tigrinya is an asset
  • Knowledge of the other UN official working language is an asset
