This is a home-based position. UNCDF will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services in case of reassignment to different duty station.  


Institutional Arrangement

The Web Developer and Systems Analyst will join the PA team and report to will contribute to the effective delivery of the programme’s activities, reporting to the Policy Lead, P-4 and in close collaboration with the Agile Delivery Specialist, IPSA.

This position will be home-based.


Office/Unit/Project Description 

The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments—through fiscal decentralization, innovative municipal finance, and structured project  finance—can drive public and private funding that underpins local economic expansion and sustainable development.


By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a number of different SDGs.

UNCDF manages initiatives to develop inclusive digital finance ecosystems which offer a wide range of financial services specially for low-income vulnerable communities. Scope of Work

The Web Developer and Systems Analyst is responsible for supporting technical enhancements to the UNCDF Policy Accelerator website and helping to implement an integrated results management system. This person will:

  • Research topics identified by the Agile Delivery Specialist and test technical solutions
  • Advise on appropriate approach considering technical, financial, and capacity constraints

  • Support other technical projects as appropriate

Qualifications et expériences requises


Min. Academic Education

  • Master’s degree in IT, web development, computer science or related field
  • Bachelor’s degree in the above fields with additional two years of work experience will be given due consideration in lieu of Master’s degree

Min. years of relevant Work experience

  • A minimum of five years (with a master’s degree, equivalent to seven years with a bachelor’s degree) of experience working in web development using platforms such as Squarespace, Wordpress, Drupalis mandatory


Required skills and competencies

  • Demonstrated experience in the development and management of dynamic websites; significant experience with online publishing, including analytics and social media, deep experience with using and supporting others in the use of content management systems is required

Desired additional skills and competencies

  • Deep expertise and hands-on experience with data management, database development, data visualization, data integration; Implementing, enhancing, and troubleshooting with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's is required
