UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
UNDP's 2022-2025 Strategic Plan highlighting our continued commitment to eradicating poverty, accompanying countries in their pathways towards the SDGs and working towards the Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP's Nature, Climate Change, Energy, and Waste (NCE&W) Hubs promote and scale up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.
The NCE&W Hubs work with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and implement the UN's largest portfolio of in-country programming on environment, climate change, and energy. This multi-billion-dollar portfolio encompasses:
- Biodiversity and Ecosystem Services including forests;
- Sustainable Land Management and Desertification including food and commodity systems;
- Water and Ocean Governance including SIDS;
- Climate Change Mitigation and Adaptation;
- Renewable and Modern Energy;
- Extractive Industries;
- Chemicals and Waste Management;
- Environmental Governance and Green/Circular Economy; and
- SCP approaches.
This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.
In addition to UNDP’s bilateral partnerships on natural capital, environment and climate, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), and the Global Environment Facility (GEF) which includes the Global Environment Facility Trust Fund (GEF Trust Fund); the Nagoya Protocol Implementation Fund (NPIF); the Least Developed Countries Fund (LDCF); and the Special Climate Change Fund (SCCF)). As part of UNDP’s partnership with these vertical funds, UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.
The Oversight and Compliance Support Analyst will work under the direct supervision of Environmental Finance Executive Coordinator to provide oversight, technical, strategic, knowledge management, reporting, and coordination support to the vertical funds' projects and programs. The Oversight and Compliance Support Analyst will work closely with UNDP country offices, Regional Bureaus, and hubs, and the vertical funds' Secretariats and Directorates.
Institutional Arrangement
- The Oversight and Compliance Support Analyst will work in collaboration with the BPPS/NCE&W Hubs;
- The Analyst will report to, and be directly supervised by, the Executive Coordinator of the Environmental Finance Unit;
- The Analyst will be given access to relevant information necessary for execution of the tasks under this assignment;
- The Analyst will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, assignment specific software, etc.) and must have access to a reliable internet connection;
- Given the global scope of the work to be undertaken during this assignment, the Oversight and Compliance Support Analyst is expected to be reasonably flexible with his/her availability taking into consideration different time zones.
Travel:
- International mission travel may be required (destinations to be identified) with expected total travel duration of approximately 4-8 days per mission. Expected mission travel would be discussed upon commencement of assignment and updated quarterly;
- Any necessary mission travel must be approved in writing and in advance by the supervisor;
- The BSAFE course must be successfully completed prior to commencement of travel;
- The incumbent is responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP and for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
- S/he is required to comply with the UN security directives set forth under https://dss.un.org/dssweb.

Scope of Work
- Support the analysis of data relating to results and impacts from the vertical fund portfolio to fulfil reporting obligations to the Green Climate Fund (GCF) and Global Environment Facility (GEF);
- Prepare internal briefing notes and guidance documents on policies and procedures relating to the oversight of vertical funds projects and programs;
- Support the development of knowledge products based on the results and impacts from the vertical fund portfolio of projects;
- Provide technical guidance and updates to staff and the Nature, Climate, Energy, and Waste Hubs who are involved in the programming of vertical fund resources;
- Undertake supervision visits to UNDP country offices, which need additional support on bespoke oversight-related functions relating to the portfolio in the country;
- Ensure that UNDP is able to keep track of policy changes that emerge from the vertical fund during regular council and board meetings;
- Support the Executive Coordinator (EC) in responding to various requests for support from UNDP country offices in oversight-related matters;
- Organize and keep track of one-to-one discussions with UNDP country offices and the vertical fund directorate on progress with the portfolio and other issues and bottlenecks that need to be overcome;
- Ensure that there is follow-up to the three times a year meeting between the vertical fund Directorate and UNDP's five Regional Bureaus;
- Support UNDP’s engagement with GCF and GEF's Secretariats;
- Support with the reviews of ideas, concept notes, project proposals, annual performance reviews (APRs), mid-term reviews (MTRs), and terminal evaluations (TEs) relating to the vertical fund portfolio;
- Provide data support to track the results and impacts based on reporting obligations to the funds;
- Support UNDP's engagement with the adaptation fund when the legal agreements are finalized.
