The United Nations Volunteers programme (UNV) administered by United Nations Development Programme (UNDP) currently requires an individual contractor for Graphic Design Services to perform the work described in this document.

Background

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both societies at large and the individual volunteer by strengthening trust, solidarity, and reciprocity among citizens, and by purposefully creating opportunities for participation.

UNV contributes to peace and development by advocating for the recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world.

UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement, and solidarity.

The Communications Team conducts coherent communications efforts to highlight the contributions of UNV, UN Volunteers, and the value of volunteerism for peace and development around the world.

The consultancy will focus on designing a new package of promotional materials within the existing UNV brand book, aiming to unify and streamline the visual identity of UNV promotional materials. The new package of materials should be easily customizable by blocks of content for use in various languages and countries, and easy to access

The United Nations Volunteers (UNV) programme in Bonn, Germany, is seeking a graphic designer to provide comprehensive design services to support its advocacy and outreach activities. The scope of work includes four main parts:

  1. Development of a new design concept based on the existing UNV brand book that unifies and strengthens the UNV brand globally. To ensure seamless accessibility in all six UNV regions, the package must be compatible with both Adobe CC with adaptable for online graphic design tool (Canva or another). The selected creative tool should be user-friendly and easily accessible for all regions.
  2. Creation of fifteen (15) draft design samples based on the approved design concept.
  3. Finalization of the 15 design drafts and creation of 156 final editable materials of the promotional package, such as three (3) brochures, five (5) slide decks, twenty-five (25) one-pagers, twenty (20) flyers, ten (10) bookmarks, two (2) business cards with QR code, fifteen (15) mock-ups for marketing emails, forty (40) social media cards and thirty-six (36) people figure (six (6) representing each UNV region). In total, one hundred fifty-six (156) items.
  4. Execution of a small training session. A small training session will be conducted for the UNV team to effectively utilize the selected creative tool for editing the final materials. The purpose of this training is to ensure that all materials within the new package can be seamlessly customized for use in various languages and countries.

The graphic designer should possess a strong design portfolio, experience in designing promotional materials, and excellent communication skills. The designer will collaborate with the UNV team to ensure that the final materials meet the organization's requirements and objectives.

Justification

UNV brand has recently undergone decentralization, which has resulted in the loss of its strong visual and brand identity. As a result, there is a pressing need to develop new promotional materials that focus on the strength of the UNV offer. These materials will help unify and strengthen the brand, which is essential for maintaining a strong market position and recognizability of the UNV brand.

Expected outputs/deliverables

  1. Development of a new design concept based on the existing UNV brand book that unifies and strengthens the UNV brand globally. The designer will also have to identify a graphic design platform that can be easily used across six UNV regions by non-designers
  • Analise the existing UNV brand book, public platforms, social networks visual identities by reviewing the existing collection of branded materials that are being circulated across all six UNV regions.
  • Propose a new design concept based on the existing UNV brand book and the conducted analyses. The concept should focus on highlighting the strengths and unique selling points of the UNV program, such as its commitment to sustainable development, inclusivity, diversity, etc. A conceptual briefing will be provided by the UNV team.
  • Approve the concept with the UNV Communications team.
  • Brainstorm and offer which online graphic design tool (Canva or another) can be the most user-friendly for the users of the promotional materials (Communications Associates and their teams in the fields) so that any materials can be easily adjusted and changed into the local language and with local data by non-designers.

2. Creation of fifteen (15) draft design samples based on the approved design concept.

  • Produce fifteen (15) draft design samples based on the messaging provided by Communications Project Lead (UNV Communications team member).
  • Work with the Project Lead closely to clarify details, mitigate risks in template future usage, foresee potential bottlenecks, and correct if necessary.
  • Together with Project Lead, check the usability of proposed drafted templates of materials in the proposed online graphic design tool (Canva or another). Test the suggested editing tool with the team of Communications Associates and their teams in the fields

3. Finalization of the fifteen (15) design drafts and creation of one hundred thirty (156) final editable materials of the promotional package such as brochures, flyers, and other promo collateral listed below.

  • The promotional materials should be designed with a consistent visual identity that reflects the UNV brand, while also being adaptable to local cultural differences and being gender balanced.
  • The designer must consider various aspects of design, such as colour schemes, typography, layout, imagery, and overall aesthetics, to ensure that the promotional materials align with the brand and effectively communicate the desired message to the target audience.
  • Together with the Project Lead, the designer should also ensure that the promotional materials are consistent in branding and messaging across all formats.
  • In addition to creating visually attractive designs, the designer should also consider the usability and functionality of the promotional materials. For example, ensuring that the design is accessible and easy to read for individuals with disabilities, or ensuring that the materials are optimized for various screen sizes and devices.
  • Designing thirty-six (36) figures of people (volunteers and partners, six (6) for each region) as assets that can be used autonomously and in the listed templates.

4. Execution of a small training session for the UNV team on how to use the creative tool to edit final materials effectively hence all the materials of the new package are easily customized for use in different countries and languages.

  • Together with the Project Lead conduct a needs assessment to determine the skill level of the Communications Associates in UNV regions and identify any knowledge gaps related to using the creative tool to edit materials.
  • Based on the needs assessment, develop a training plan that includes clear learning objectives, and activities that will enable the UNV team to effectively use the creative tool to customize materials.
  • Deliver a small training session for the UNV team on how to use the creative tool to edit promotional materials effectively. The training session should be interactive and include hands-on exercises to practice using the tool.
  • Provide support and feedback. This can include answering questions and offering feedback on the quality of the materials produced.
  • Evaluate the effectiveness of the training session to identify any areas for improvement and adjust the training and future toolkit.

Institutional arrangement

The designer will be contracted by UNDP and will work under the direct supervision of the UNV Communications team representative [Project Lead].

The designer should include all production-related costs in the price proposal: technical equipment and related costs.

All designed materials and their elements will be owned (and stored) by UNV.

Payment terms:

Payment of the total amount due will be made upon satisfactory delivery against these terms of reference, following approval by the Communications Lead at UNV. The potential contractor is responsible for uploading the designed materials and their elements on the UNV Trello board for approval. The Contractor will be given access to and briefed on using the UNV Trello board.

Compétences

Demonstrate an understanding of the peace and development context of the country and be aware of cultural sensitivities in the given context.

Qualifications et expériences requises

The potential contractor should:

  • Degree in Graphic Design, Advertisement, Communications, or a relevant field
  • Proven experience in producing minimalistic, modern, streamlined, and uncluttered designs using software such as Adobe CC, Illustrator, CorelDraw, web design tools such as Dreamweaver and Flash, etc.
  • Proven experience in converting High-resolution materials into editable Canva (or similar tool) system
  • Experience in graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and colour management.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

The potential contractor must submit the following documents for technical evaluation:

  1. Financial proposal (all-inclusive, and split by four outputs/deliverables)
  2. Portfolio of relevant designed materials made for similar purposes
  3. Samples of materials designed in software such as Adobe CC, Illustrator, and CorelDraw and converted to easy, user-friendly formats in tools like Canva or similar
  4. Reference to design tools applied to the shared samples

Reference to any work experience with the UN, if applicable 

Criteria for Selection of the Best Offer

Evaluating offers will be based on the Combined Scoring method – where the qualifications and methodology will be weighted at 70% and combined with the price offer which will be weighted at 30%. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable;  and b) having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Incomplete proposals may not be considered.

Key selection criteria are:

  • Proven experience in producing minimalistic, modern, and uncluttered designs with the use of software such as Adobe CC, Illustrator, CorelDraw, or other web design tools (30%)
  • Proven experience in converting high-resolution design materials to user-friendly templates for further easy editing and corporate use by non-designers (Canva or similar tool) (30%)
  • Proven experience working with UN agency (10%)
