The duration of the assignment is 364 days. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

UN Women’s Policy, Programme, and Intergovernmental Division (PPID) provides intellectual and strategic leadership on normative support and the delivery of integrated policy and program advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management and innovative technical expertise to support UN Women programs and to build the capacity of partners to deliver results on gender equality and women’s empowerment. Within PPID, the Peace, Security and Resilience Section provides technical support to UN Women Country Offices in key areas including conflict prevention and peacebuilding, justice, and security sector reform, promoting women's political participation and mainstreaming gender issues into governance reforms.

The Elsie Initiative Fund for Uniformed Women in Peace Operations (EIF) (https://elsiefund.org/) is a UN multi-partner trust fund, hosted by HQ UN Women within the Peace, Security and Resilience Section. The EIF was designed to contribute to achieving progress towards the UN Security Council’s gender targets, including the United Nations Department of Peace Operation’s Uniformed Gender Parity Strategy 2018-2028. The EIF seeks to support and incentivize efforts to increase the meaningful participation of uniformed women in United Nations peace operations through the provision of financial assistance or financial incentives to Troop and Police Contributing Countries (T/PCCs), and financial support to projects submitted by United Nations organizations.

The EIF Secretariat provides technical and administrative support to the Steering Committee and manages all aspects of the EIF’s funding allocations and programming rounds, monitoring and evaluation, knowledge management, reporting and stakeholder engagement.

Reporting to the EIF Manager, the Communications Analyst is responsible to coordinate the planning and implementation of the EIF communications and advocacy strategies to increase the global reach and awareness of the EIF with Troop and Police Contributing counties, donors, the media, and the public.  The Communications Analyst will work in close collaboration with EIF project focal points and fund recipients - T/PCCs, UN missions, UN Women / UNDP regional and country offices, HQ/Regional communications teams, and EIF Donors.

Plan, update and implement communication and outreach/advocacy strategies and plans

  • Analyze the EIF’s requirements and produce and update communication and outreach strategies that include a gender perspective;
  • Support the integration of communication, advocacy and outreach strategies into project proposals and other initiatives;
  • Research, monitor and analyze relevant media and social media coverage, and draft reports;
  • Coordinate EIF campaigns and support fund recipient campaigns and special events;
  • Provide communications and advocacy advice and guidance to EIF Fund recipients globally.

Coordinate and implement the development and dissemination of EIF advocacy materials

  • Develop communication instruments and materials, including drafting speeches and briefing materials for UN Women leadership;
  • Identify and propose information opportunities, activities, approaches and platforms and partners;
  • Support the production and dissemination of EIF publications, including annual reports and newsletters, as well as press releases, web and social media content;
  • Manage the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials.

Plan and coordinate media relations and online presence for the EIF

  • Coordinate and manage all EIF program and project announcements and communications throughout each programming round;
  • Create, maintain, and update the EIF’s press contact database;
  • Manage and coordinate the EIF relationship globally, with journalists and UN media and communications teams
  • Organize media interviews, press conferences and briefing sessions for press, as required;
  • Manage the EIF’s social media account in line with corporate social media policy.

Build and maintain partnerships and maintain relations with donors

  • Support project focal points throughout the program and project lifecycle including document reviews, drafting of project summaries, and meeting minutes;
  • Identify and develop new communication partnerships and alliances to enhance visibility;
  • Liaise with EIF stakeholders and partners and undertake outreach to governments, women’s military and police networks, civil society organizations and other groups to ensure information on the EIF’s programming, results and impact reaches the public and donors;
  • Support resource mobilization through the preparation of presentations and communications materials for potential donors.

Facilitate knowledge building and sharing

  • Upload information to knowledge management systems on a regular basis, including news, updates, and resources;
  • Draft talking points as required and maintain a library of talking points;
  • Establish and implement standard operating procedures on communications and advocacy for EIF project recipients;
  • Identify and incorporate best practices, emerging and identified lessons directly into EIF guidelines and manuals.

Qualifications et expériences requises

Education and certification:

  • Master’s degree (or equivalent) in international affairs, communications, public relations, or relevant field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.


  • At least 2 years of professional work experience at national or international level in public relations, communications, or advocacy;
  • Excellent drafting skills and experience in writing and producing content for social media, websites, publications, newsletters, annual reports and project documents;
  • Experience in media relations is an asset;
  • Proficient in using graphic design tools including InDesign and Illustrator;
  • Experience working in gender equality, and at the international level is an asset.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of another UN official language is an asset.
