Objectives of the Programme and of the immediate Strategic Objective:
The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories, and areas, by supporting them to reach national health goals and contribute to global and regional public health action. WHO utilizes the Country Cooperation Strategy (CCS), a key element of the Country Focus strategy, as a strategic management tool to create synergy and alignment between WHO leadership priorities and national health policies, strategies and plans as well as United Nations Sustainable Development Framework (UNSDF). Creating this synergy and alignment will be essential to advance WHO’s organizational effectiveness and ensure WHO’s relevance at country level.
Organizational context:
Under the direct supervision and guidance of the Project Management officer and the overall direction of Head of the WCO, the incumbent will provide support in grant management and work planning activities of the WCO and support the monitoring of financial and technical implementation of the grants as well as a vast array of other programme projects. In collaboration with Finance and all relevant staff within the WCO, the incumbent will collect and analyze relevant data and prepare quarterly budget implementation reports linked to the ongoing performance of grants and other programme activities. The position will support the Project Management Officer in the management of grant deliverables and other programme activities. The incumbent will exchange information with national counterparts in donor grant organizations as well as provide regular reports on programmes funded through grant donations and its performance.
Purpose of the Position:
To provide support at the national level in the area of grant management and programme support for the WHO Country Office (WCO), participating in enhancing efficiency and effectiveness in the operations of grant management related activities, programme delivery through effective assistance of financial and project specific resources, support to work plan and budget implementation, related monitoring and reporting initiatives.
Devoirs et responsabilités
The incumbent will perform the following duties:
• Support the management of operational planning and monitoring process of grant management.
• Participate in the development and tracking of the WCO programme work plans, liaising with managers across the WCO in ensuring work plans are developed and remain on target.
• Support in providing input on the status of various grants and its performance as well as provide input to identifying funding gaps.
• Liaise with country office resource mobilization team to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities.
• Support work plan implementation by liaising with the technical team at the WCO.
• Develop tracking tools and conduct grant finance monitoring of planned activities, cost
projections, and follow up with programme managers on activity performance.
• Ensure proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles
• Contribute to periodic briefings an reports on the grant implementation to ensure the smooth tracking and response on the performance of activities.
• Perform all other related duties as assigned.

Qualifications et expériences requises
EDUCATIONAL BACKGROUND:
Essential: University degree in business administration, management, public administrations, social sciences or a related field.
Desirable: Specialized training in accounting, programme and budget.
PROFESSIONAL EXPERIENCE AND KNOWLEDGE:
Essential: A minimum of two years' experience in the area of grant management and/or the administration of programme and budget activities. Demonstrated experience working with costings and other financial tracking sheets.
Desirable: Experience working in the United Nations system or another international organization.
FUNCTIONAL KNOWLEDGE & SKILLS:
• Sound knowledge in the area of programme management.
• Good skills and knowledge in the area of grant management.
• Knowledge in the area of administration in the area of budget and finance.
• Good writing skills.
• Proficiency in Microsoft Office as well as using ERP and/or Oracle computer packages.
LANGUAGE SKILLS:
Essential: Excellent knowledge of English.
Desirable: other UN language.
