UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, UN organisations, international and national NGOs, and civil society in development and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. Globally, UN Women supports gender-sensitive transitional justice processes, including by providing gender expertise, strengthening capacities to address sexual and gender-based violence, and supporting the meaningful participation of women and girls at all stages and at all levels of a transitional justice process.

The Government of Ethiopia has committed, including in the November 2022 cessation of hostilities agreement between the Government and the Tigray Peoples’ Liberation Front, to carry out a comprehensive national transitional justice process. An independent, nationwide transitional justice process presents a critical opportunity to address rights violations that have affected women and girls in Ethiopia, including sexual and gender-based violence, and to build a more peaceful, inclusive and gender-equal society for all Ethiopians. To carry out a gender-sensitive transitional justice process, the specific concerns, needs and priorities of women and girls must be taken into consideration, at implementation phases. Global experience has shown that, without a commitment, dedicated expertise and resources to include a gender perspective from the outset, women and girls – and, in particular, those who experience intersectional discrimination based on ethnicity, disability or age – are likely to be left behind in a transitional justice process.

Currently, the Transitional Justice Policy has been adopted by the Council of Minister on 17 April 2024 and entered to the implementation phase. Ministry of Justice in collaboration with national human rights institutions and civil society’s organisations is developing the comprehensive roadmap for the implementation of the policy.

As part of its broader commitment to technically support to the Ministry of Justice and the transitional justice process in Ethiopia, UN Women Ethiopia is seeking a national consultant to provide strategic advice to Ministry of Justice and other key stakeholders, on the integration of a gender perspective in Ethiopia’s transitional justice process. The consultant works under the supervision of the Human Right Affairs Monitoring Directorate at Ministry of Justice and will report to the UN Women Deputy Country Representative. 

Devoirs et responsabilités

The consultant will:

  • Advise the Ministry of Justice on measures to be taken to ensure the meaningful participation of diverse women and girls across Ethiopia in the transitional justice process, including in the implementation of the transitional justice process.
  • Advise the Ministry of Justice on measures to be taken to ensure that the transitional justice implementation process comprehensively addresses the full range of human rights violations experienced by women and girls in Ethiopia during the time period of concern, including sexual and gender-based violence, as well as violations of civil, political, social, economic and cultural rights.
  • Support the Ministry of Justice to integrate a survivor-cantered approach in relation to the implementation of transitional justice,
  • Support the development of policies, strategies, standard operating procedures, and other guidance and reporting by the Ministry of Justice on the implementation of transitional justice, by integrating a gender perspective and gender analysis.
  • Build and strengthen strategic partnerships between the Ministry of Justice and women’s civil society organizations and victim/survivors’ associations, to support the meaningful participation of these organizations in the transitional justice implementation process.  
  • Support capacity-building within the Ministry of Justice and among other key stakeholders, including civil society, on gender-sensitive transitional justice, as needed.
  • Draft establishing, substantive and procedural laws mentioned in the Transitional Justice Policy in a manner that ensure the transitional justice process comprehensively addresses the full range of human rights violations experienced by women and girls, including sexual and gender-based violence in Ethiopia.

IMPLEMENTATION ARRANGEMENTS

  • The consultants will be recruited under the UN-Women terms and conditions, applicable to the short-term SSA contract holders for 11 (eleven) months , and undertake the assigned tasks and responsibilities under the direct supervision of Human Right Affairs Monitoring Directorate in the Ministry of Justice and reports to UN-WOMEN.
  • He/she shall be available physically in the office that will be arranged for this purpose for five working days in a week.

Qualifications et expériences requises

Education 

  • Advanced University Degree (master’s or equivalent) in law, gender studies, human rights, or a related field.

Exepirence 

  • At least 10 years of experience working on transitional justice, legislative drafting, rule of law, or access to justice, preferably with a focus on gender equality issues, women’s human rights, or women’s and girls’ meaningful participation.

    Language

    • Fluency in Amharic and working-level knowledge of English are required;
    • Fluency in another official language of Ethiopia is an asset.
