- Financial needs assessment report on managing community PAs, particularly those involving PES
- Draft full-sized project document for the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea with estimation of project costing.
- Review spatial data within the project areas/eco-region to identify gaps in data/ information and develop a strategy for data collection to meet project needs with support from the DEC GIS Specialist
- Identify potential PES opportunities within the project areas and develop strategies for project implementation with support from DEC’s Power/Water and Tourism specialists.
- Identify potential of non-extractive/ non-depleting economic activities such as sustainable agricultural production/ value-added processing of raw materials
- Develop indicators for use in M&E.
- Contribute to an analysis of existing community-level resource management structures of the short-listed project site areas, capacities and associated lessons learned from previous interventions
- Investigate the financial requirements associated with management of community PAs (financial needs assessment), together with various revenue-generating options, particularly those involving PES
- Compile the findings and reports of outcomes 1 and 2 from the Policy Analyst and Stakeholder Engagement Specialist/Specialist team
- Compile the findings of the DEC funded Securing Resources and Benefits Sharing project and REDD opportunity costs study into the project design of the full-sized project document for the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea
- Consolidate the findings and assist UNDP and DEC in developing the full-sized project document for the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea
- Conduct costing of expected project outcomes and outputs
- Assess social, economic and financial sustainability of proposed project activities.

Qualifications et expériences requises
- Masters degree in natural resource management-economics, environmental economics, environmental management or a closely related field
- At least 8 years professional work experience in natural resource assessment, economic cost-benefit
- In-depth knowledge of PES and demonstrated experience in conducting PES analysis
- Proven record in the writing of research papers, policy analysis and recommendations, reports and publications
- Management experience, including coordination of teams in a multi-disciplinary and multicultural environment
- Previous work experience in PNG/the Pacific is desirable
- Proven record in the writing project proposals/documents.
