The Community Development/Participatory Expert is responsible for managing the effective promotion of participatory community development based on the Area Based Development approach in Chernobyl-affected areas.

The Expert works under direct supervision of the Project Manager, and the overall guidance of the UNDP Programme Officer for Chernobyl.

Devoirs et responsabilités

  • Work directly with field staff and community members to promote participatory development in Chernobyl-affected areas.
  • Provide professional mentorship, training and support to local facilitators and other project staff based on a peer-to-peer approach.
  • Hold interaction with local authorities and communities of participating districts for ABD implementation, as well as develop district-level strategies to pilot the ABD approach.
  • Develop a package or manual on community development/participatory approaches for new districts on the Area Based Development approach.
  • Develop a participatory and community monitoring and assessment system and community development planning for effective results.
  • Organize meetings, including presentations, round tables and consultations with main stakeholders, partners and average community members.
  • Assist in the establishment of self-help groups and community organizations in the participating districts.
  • Ensure the collaboration of representatives of governmental and non-governmental organizations and the private sector in addressing local socio-economic problems.
  • Work directly with communities on the organization of village/town development plans and the prioritization of planned local improvement projects. Work with partners and stakeholders in the process of identification and processing of project initiatives to be funded by the project.
  • Work directly with communities to facilitate the implementation of local improvement projects and design of sustainable strategies for local operation. Contribute to the monitoring of implementation of the selected project initiatives.
  • Work to expand partnerships and cooperation between community and local authorities for the implementation of local improvement projects and to have local needs, priorities and initiatives integrated into higher level recovery and development planning.
  • Maintain an accurate database on community development activities.
  • Prepare various reports as requested by the project management and the Country Office.
  • Organize, and participate in, training and knowledge exchange exercises.

Compétences

  • Excellent writing, communication and organization skills
  • Confirmed experience with community development activities, and preferably in elaboration of successful regional (local) development strategies
  • Experience with, and confirmed knowledge of, community-based organizations, NGOs and other civil society organizations operating at the local level
  • Familiarity with socio-economic conditions in Chernobyl-affected areas

Qualifications et expériences requises

  • Master’s degree or equivalent from a well-established educational institution, preferably in the field of Sociology, Economics or International Relation
  • At least 5 years of relevant work experience
  • Fluency in English (spoken and written)
  • Advanced computer knowledge
  • Driving license is a strong asset
