Historique

The joint UNDP/EC Action “Support to Environment and Sustainable Development in Belarus” launched 6 November 2009. The overall objective of the action is to promote environmental protection and sustainable development at central and local levels by supporting (i) institutional capacity (ii) active involvement of communities in local decision-making and (iii) public awareness raising initiatives.

The action consists of three components, “Sustainable Development at Local Level”, “Building Capacity for Strategic Environmental Assessment and Environmental Conventions Implementation in Belarus” and “Raising Environmental Awareness of the Youth through Establishment and Development of Green Schools in Belarus”, registered in Belarus as the international technical assistance projects.

The third component of the action, “Raising Environmental Awareness of the Youth through Establishment and Development of Green Schools in Belarus”, has been launched 31 December 2009. It is aimed at raising environmental awareness of youth and public as a whole through organization and development of Green Schools. The component activities include creation of a methodical framework for Green Schools, training for teachers on organizing and conducting observation of the status of ecosystems and biodiversity by pupils, and an intense awareness raising campaign in the field of environmental monitoring and education.

The Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (Ministry of Environment) is acting as a National Implementing Agency of the component.

Devoirs et responsabilités

The Educational Consultant (Green Schools) will be based in Minsk, Belarus. He/She ensures the effective implementation of educational activities within the Green Schools component/project.

The incumbent will report directly to the Thematic Coordinator (Green Schools) and work under close coordination of the UNDP and Ministry of Environment.

The selected Educational Consultant (Green Schools) shall:

  • Coordinate implementation of educational component activities to ensure its results are in accordance with the Project Document and the rules and procedures established in the UNDP Programming Manual;
  • Successful delivery of all Green Schools component outputs and milestones, related to environment education as indicated in the logical framework;
  • Ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
  • Ensure adherence to the project’s work plan, prepare revisions of the work plan, if required;
  • Prepare and agree with thematic coordinator terms of reference for national and international consultants and subcontractors; develop draft guidelines and related operational tools to assist component’s personnel in all aspects of their work.
  • Guide the work of consultants and subcontractors and oversee compliance with the agreed work plan;
  • Prepare timely reports on project activities in accordance with indicators in the log frame and provide advice on environmental education issues;
  • Provision of top quality advisory services to the managers and National partners, facilitation of knowledge building;
  • Agree publications and construction plans with authorities where it’s necessary;
  • Prepare materials for the project web site and update it;
  • Coordinate the collection of practical experience in environmental education, including field practices;
  • Preparation of presentations for meetings and workshops;
  • Undertake any other actions related to the activities of component as requested by Project manager and thematic coordinator.

The Educational Consultant (Green Schools):
  • Demonstrates integrity by modeling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favoritism.

Specific competences:

  • Excellent spoken and written Russian/Belarusian;
  • Advanced computer literacy;
  • Proven knowledge of environmental monitoring methods and approaches;
  • Familiarity with participatory approaches and environmental education methodologies;
  • Knowledge of EC/UNDP rules and procedures is an asset.

Qualifications et expériences requises

Qualifications:

  • University degree in education, environment, biology or related field;

Experience:

  • At least, 5 years of experience in biodiversity monitoring, experience in environmental education/training of teachers and children;
  • Experience of work with the Belarusian institutions, involved in environmental protection and education and experience of cooperation with non-governmental organizations in the field of environmental education are highly desirable.
Language requirements:
  • Russian/Belarusian; Good English will be a strong asset but not a requirement.
