Since 2004 UNDP has been the Principal Recipient of GFATM financed grants. A special Grants Implementation Unit (GIU) was established to effectively manage grants processing. At the moment, GIU is implementing two GFATM grants on HIV and TB that are aimed to reduce the two diseases’ burden in Belarus.
 
The total upper ceiling grants amount planned for 2010-2012 is USD 7,514,186 on TB and EUR 9,557,068 on HIV disease. Additionally, GFATM has approved two new grants on HIV and TB that are to be launched in 2010-2011.
 
A total of 25 persons are involved in grants’ management process, out of which 8 people are assigned to the Business Unit. The financial workflow is managed by the Head of Business Unit along with the Finance Manager and two Finance Specialists.
 

Devoirs et responsabilités

Under the direct supervision of the Finance Manager, the Finance Clerk will be responsible for providing technical assistance to Finance Unit in processing all payments, including disbursements to sub-recipients made in line with the grants’ Work Plans and budgets and UNDP financial rules and regulations.
 
Summary of Key Functions:
  • Contribution to effective and accurate implementation of financial procedures of GFATM grants and oversight in line with GFATM/UNDP regulations;
  • Assistance to development of finance-related reports and regular updates on the grants financial delivery;
  • Implementation of operational strategies and procedures related to finances within the scope of responsibilities;
  • Knowledge sharing.
Specific Responsibilities:
  • Assists the Finance Manager and Finance Specialists in financial management of the Global Fund’s grants funds;
  • Prepares payment documents in line with GFATM/UNDP regulations and procedures;
  • Maintains routine payments workflow on a daily basis;
  • Processes requests for official business for GFATM/UNDP projects personnel;
  • Enters financial data into Atlas System: creates requisitions, vouchers, vendors and Atlas reports, if needed;
  • Timely flags on corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Assists in preparation of periodic financial reports for the GFATM and the government of Belarus;
  • Performs other duties as required by the Finance Manager.
  • The Finance Clerk will work in coordination with all relevant UNDP staff and services of the UNDP office if required.

Qualifications et expériences requises

  • Secondary education with a specialisation in finance and accounting
  • At least 1 year of relevant experience in accounting, finances or audit
  • Expert knowledge of Excel spreadsheets
  • Fluent Russian and good working English.
