Historique

In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Republic of Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavor. The initial duration of the EUBAM was 2 years until November 2007.  Its mandate has been extended until 30 November 2011.

Devoirs et responsabilités

  • To provide initial advice and training on risk analysis including the cross-border movement of persons, on irregularities, on the principles of  collection, collation,analysis, and information handling
  • To provide practical advise and guidance on the information collection, collation, analysis and dissemination
  • To contribute to the improvement and strengthening of the function of risk analysis and units at strategic level in order to guarantee its sustainability and to evaluate the interaction between strategic, operational and tactical levels.
  • To assist in maintaining sustainability of the functioning of Risk Analysis.
  • To contribute to the sharing and exchanging of information with and between all authorities involved in border management focussing on customs and police
  • To collect incident, daily, weekly, monthly, quarterly, semi-annual, annual and multi-annual reports, relevant strategic, operational and economic plans as well as other relevant documents from the Moldovan and Ukrainian Border Guard Services and further distribute within EUBAM, if required.
  • To assist EUBAM experts in developing and implementing risk analysis profiles, basic tools and operational planning models taking into account the economic-political situation and the cultural links for each region at which border control is exercised in order to ensure that effective controls of all persons at the border  is based on the use of proper risk analysis.
  • To perform other appropriate tasks assigned by the Head of Analytical and Operational Support Unit.

Compétences

  • Active (or recently retired) border police/border guard or law enforcement official of an EU Member State or an EU institution.
  • Extensive experience (minimum 8 years) in the areas of risk analysis and border police/border guard or police intelligence, including analysis of cross-border trafficking, smuggling and economic fraud patterns, etc.; excellent knowledge of latest developments in the EU in this regard.
  • Familiarity with the EU acquis communitaire on border management.
  • Experience in planning and delivery of training in risk analysis and border policing intelligence.
  • Fluency in working with data analysis and research software used by border policing intelligence and risk analysis.
  • Respect of confidentiality clauses regarding any sensitive/confidential information which could be received or handled in the exercise of the duties.
  • Very good communication and drafting skills.
  • Earlier international exposure, the ability to work in a multicultural environment, or participation in customs reform projects in developing countries is an asset.

Qualifications et expériences requises

  • Master’s degree in a related field; in case of lower academic background, it shall be complemented with minimum 8 years of relevant working experience.
  • Very good ability to work with word and power point programmes, e-mail, internet and spreadsheet applications.
  • Very good command in written and oral English; knowledge of Russian will be an asset.
  • Corresponding national security clearance.

Evaluation methodology

UNDP will utilize a two-stage procedure for evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Technical evaluation will be represented though the desk review of applications and further interview of short-listed candidates. 
 
A) The technical part is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Namely:

1.      Educational background (10 – Master’s degree; 5-University degree; 5 - in case of lower academic background, it shall be complemented with minimum 8 years of relevant working experience.) – 10 points max;
2.      National Security Clearance– 10 points max
3.      Relevance of the experience and technical expertise – 10 points max
4.      Language Skills (10 - both English and Russian; 8 – only Eng; 2 – only Russian) – 10 points max
5.      Interview (30 - technical knowledge and experience s; 10 - communication/interpersonal skills; 10- motivation; 10 - creativity) - 60 points max
6.      Total Score 100 points

UNDP will consider the price proposals only from the candidates that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals. Technical evaluation will be represented though a review of applications and further interview of short-listed candidates. The offer with highest scores obtained will receive a technically weighted score which will equal to 70. All other submissions that passed the 70% threshold will be evaluated as per below formula:

A = T/Thigh*(0.7), where:
T     = The total technical score awarded to the bid
Thigh = The Technical Score achieved by the bid that was scored highest among all responsive bids

B) Financial evaluation:
UNDP will contact the successful candidates (those, who obtained 70% out of the 100 points during the technical evaluation) subject of providing the financial offer for proposed specific vacancy. The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
B = Clow /C*(0.3), where: C   = Evaluated bid price and Clow= The lowest of all evaluated bid prices among responsive bids
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal (A+B) will be considered as the most compliant offer and will be awarded a contract.

UNDP will use a transparent and competitive screening process, though will only contact those applicants in whom there is a further interest. Applications may only be submitted for specific vacancy.
