Historique

In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Republic of Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavor. The initial duration of the EUBAM was 2 years until November 2007.  Its mandate has been extended until 30 November 2011.

Devoirs et responsabilités

  • To collect  information from internal and external sources such as Field Offices, risk analysis and investigation Advice cells and other  units, local partner services  as well as from international organisations and media sources.
  • To compare and make analysis of the information received in order to find out criminal phenomena and individual cases related to the Moldovan-Ukrainian border.
  • To support daily activities in the field as a contribution for targeting Mission specific phenomena and objectives.
  • To produce statistical information regarding the expected results as foreseen in EUBAM’s annual “Description of the Action”.
  • To contribute to the delivery of information by preparing special, incident, weekly, monthly, interim and annual reports.
  • To share information between the analysis cell and other units, field offices of EUBAM and local partner services.
  • To contribute to the development of EUBAM’s and local partner services analytical capacity in the field by giving advise and providing training
  • To enhance EUBAM capability for 24/7 situational awareness. For this purpose members of the Analysis section will, if needed, work in shifts.
  • To perform other appropriate tasks assigned by the Head of Analytical and Operational Support Unit.

Compétences

  • Active (or recently retired) border police/ guard official or law enforcement (police) official of an EU Member State or an EU institution.
  • Previous experience (minimum 8 years) in border control/surveillance operations of which are minimum of 4 years in an analytical unit, criminal investigation department or equivalent.
  • Good experience in analysis of smuggling patterns with a view to detect patterns of trafficking of drugs, persons and weapons as well as customs-related fraud
  • Fluency in working with data analysis and research software, preferably Analyst Notebook (i2) will be an asset.
  • Respect of confidentiality clauses regarding any sensitive/confidential information which could be received or handled in the exercise of the duties.
  • Earlier international exposure, the ability to work in a multicultural environment, or participation in customs reform projects in developing countries is an asset.

Qualifications et expériences requises

  • Master’s degree in a related field; in case of lower academic background, it shall be complemented with minimum 8 years of relevant working experience
  • Very good ability to work with word and power point programmes, e-mail, internet and spreadsheet applications.
  • Very good command of written and oral English; knowledge of Russian will be a distinct asset.
  • Corresponding national security clearance.

Evaluation methodology

UNDP will utilize a two-stage procedure for evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Technical evaluation will be represented though the desk review of applications and further interview of short-listed candidates. 
 
A) The technical part is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Namely:

1.      Educational background (10 – Master’s degree; 5-University degree; 5 - in case of lower academic background, it shall be complemented with minimum 8 years of relevant working experience.) – 10 points max;
2.      National Security Clearance– 10 points max
3.      Relevance of the experience and technical expertise – 10 points max
4.      Language Skills (10 - both English and Russian; 8 – only Eng; 2 – only Russian) – 10 points max
5.      Interview (30 - technical knowledge and experience s; 10 - communication/interpersonal skills; 10- motivation; 10 - creativity) - 60 points max
6.      Total Score 100 points

UNDP will consider the price proposals only from the candidates that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals. Technical evaluation will be represented though a review of applications and further interview of short-listed candidates. The offer with highest scores obtained will receive a technically weighted score which will equal to 70. All other submissions that passed the 70% threshold will be evaluated as per below formula:

A = T/Thigh*(0.7), where:
T     = The total technical score awarded to the bid
Thigh = The Technical Score achieved by the bid that was scored highest among all responsive bids

B) Financial evaluation:
UNDP will contact the successful candidates (those, who obtained 70% out of the 100 points during the technical evaluation) subject of providing the financial offer for proposed specific vacancy. The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
B = Clow /C*(0.3), where: C   = Evaluated bid price and Clow= The lowest of all evaluated bid prices among responsive bids
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal (A+B) will be considered as the most compliant offer and will be awarded a contract.

UNDP will use a transparent and competitive screening process, though will only contact those applicants in whom there is a further interest. Applications may only be submitted for specific vacancy. Failure to disclose prior employment or making false representations on this form will be grounds for withdrawal of further consideration of his/her application or termination, where the appointment or contract has been issued.
