Honduras is one the most vulnerable countries to natural disaster in the world. Because of this situation UNDP country office has developed a draft strategy for the office and the country in DRR and adaptation to climate change with four strategic priorities.

To achieve these priorities in climate change adaptation and risk reduction the UNDP country office and specially the UNDP unit of environment and risk management needed to have a technical strengthening for the coordination of the projects. In response to this situation the vacancy of project coordinator have been created to coordinate the actions being undertaken as part of a strategy and to transfer skills to national experts, technicians of central government institutions and municipalities.

Devoirs et responsabilités

Function / Expected Results:

  • Provide technical assistance in DRR as well as DRR for climate change adaptation to the UNDP country office, UN system in Honduras (especially UNETE) and the Honduran government at central and local (municipal) level.
  • Propose the incorporation of disaster risk reduction and climate change adaptation in program documents of UNDP and UN (MANOF, CPAP, etc.).
  • Identify windows of opportunity for the incorporation of risk management and climate change adaptation as an added value in the different areas of UNDP intervention.
  • Support the UNDP unit of environment and risk management to the development of stronger coherence between the activities in climate change adaptation and in disaster risk reduction.
  • Support technically the incorporation of DRR and climate change adaptation in key sectors for Honduras economic development such as agriculture, tourism and road infrastructure and related sectors as education and water and sanitation.
  • Support technically the incorporation of DRR and climate change in the Honduran development planning system.
    Support technically the inclusion of DRR and adaptation to climate change in land management plans of the most vulnerable municipalities as Tegucigalpa and Choloma.
  • Contribute in the development of key policies, capacities and strategies for DRR, climate change adaptation and early recovery in Honduras.
  • Conduct training workshops, especially under the short course of development planning and early recovery.
  • Project coordination: Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, project budget, etc.).
  • Develop, implement and evaluate assigned projects in early recovery, DRR and climate change adaptation. Monitor and analyze project development and implementation. Coordinate teams involved in the early recovery, adaptation to climate change and DRR projects.
  • Provide substantive backstopping to consultative and other meetings, conferences, and thematic platforms of the UNDP country office in the topics of DRR, Early Recovery and Climate Change Adaptation.
  • Support technically the preparation and quality control of written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, especially under the agreement between UNDP Honduras country office and the National University.
  • Play a lead role in identifying significant issues and problems to be addressed. Develop well-reasoned, innovative suggestions and approaches to deal with complex policy/technical issues. Effective leadership and management of major projects and work teams and timely delivery of outputs, in accordance with overall objectives and policies. Serve as an effective spokesperson internally and externally and form strong partnerships with relevant parties to help meet the organization’s objectives with respect to overall policy initiatives and coordination of disaster risk reduction, early recovery and climate change adaptation

Compétences

  • Professionalism:
    Knowledge and understanding of theories, concepts and approaches relevant to disaster risk reduction, early recovery and adaptation to climate change (in the field of political affairs, sustainable development policy and humanitarian action).
    Practical experience in project coordination, including coordination of technical teams.
    Good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; familiarity with and experience in the use of various research methodologies and sources; ability to apply good judgment in the context of assignments give; ability to plan own work and manage conflicting priorities.

    Demonstrated planning and organizational skills and ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master’s degree or equivalent) in discipline related to risk management.

Experience:

  • Minimum 5 years of experience in project coordination in DRR.
  • Previous field experience and good understanding of the DRR situation in Honduras desired.
  • Experience in the implementation of adaptation measures to climate change as basin management, land use planning and appropriate agricultural technologies.
  • Experience in the development of national studies of risk analysis, including hazard and vulnerability analysis.
  • Experience in risk reduction training processes designing and implementation.
  • Experience as UNDP project coordinator desired.
  • Experience of risk management in the context of geological risk (landslides, seismic hazard) desired.

Language Requirements:

  • Fluency in Spanish and English languages (oral and written).
