Since 2005, UN Women (formerly UNIFEM)[1] has been supporting strengthening democratic governance, and promoting and protecting women’s human rights in Kosovo and the Western Balkans through implementation of UNSCR 1325. Both the initial phase of this programme, “Implementing United Nations Security Council Resolution 1325 on Women, Peace and Security in South East Europe” 2006-2008 and the second phase “Women Building Peace and Human Security in the Western Balkans: Implementation of UN SCR 1325” 2008-2011 had two main focuses (a) on institutional capacity development of security actors to demonstrate increased gender sensitivity in responding to the security needs of women in the Western Balkans; and (b) Capacity development of gender equality advocates to influence peace and security agendas towards increased democratization at national and regional levels in the Western Balkans. From 2011, the new phase of a three-year project entitled ‘Advancing Implementation of UN SCR 1325 on Women, Peace and Security in the Western Balkans’ is expected to start. The overall goal of the new project is ‘To contribute to sustainable and democratic state-building in the Western Balkans’ with three focuses: enhanced institutional capacity to implement their commitments for women’s peace and security; enhanced capacity of women’s organizations to advocate and monitor the institutional commitment; and enhanced regional cooperation and networking in the area of women’s peace and security.
 
Under the first programme, UN Women(as UNIFEM) has supported prominent women leaders in politics and in civil society to engage in dialogue, joint analysis and advocacy over peace and security priorities for their countries and the sub-region, from a gender perspective. The group agreed to formalize as the Regional Women’s Lobby (RWL) for Peace, Security and Justice in Southeast Europe which was established following a meeting in Zagreb in July 2006. The creation of the Lobby was a response to the growing awareness of the marginalization of women from decision-making on peace and security in the region, concerns over recent security and stability in the region and the return to traditional values within the sphere of politics, which are eroding women's rights.RWL is composed of women political leaders and activists from Albania, Bosnia & Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia that share a commitment to seeing their countries achieve full recovery from the devastation of the wars of the 1990s through advancement of justice and reconciliation leading to lasting peace, security and prosperity for future generations. Particularly RWL is committed to empowering women and including a gender perspective in all aspects of politics and activities in the region. The goal of RWL is to strengthen the position of women in democratization and the post-conflict recovery process by advancing justice and reconciliation. RWL is dedicated to ensuring sustainable peace and security through the process of European integration of the region.
 
UN Women continued to provide its technical and financial support to RWL during the second phase of the project. Building on their work in the past years, RWL, which is now registered as an independent NGO, is rapidly growing as an important regional women’s network for women’s security and empowermentwithin the region as well as at the global level. In November 2010, the RWL Steering Committee held a Strategic Planning Meeting and outlined a three-year strategic plan which coincides with the cycle of the new project 2011-2013. The main activities include lobbying with EU and at the regional level; establishment of baseline for women’s security situation in the Western Balkans; inter-ethnic dialogue between Kosovo and Serbia, as well as in the region, and international conferences to assess the progress on women’s security situation.
 
In light of the above, UN Women seeks a consultant who will support the work of RWL and UN Women’s sub-regional project on ‘Advancing Implementation of UN SCR 1325 on Women, Peace and Security in the Western Balkans’.
 
The consultant will work under the over all supervision of the Project Manager (and/or Governance and Peace Advisor) of ‘Advancing Implementation of UN SCR 1325 on Women, Peace and Security in the Western Balkans’ Project and in close cooperation with the Regional Programme Director (RPD) based in Bratislava.

Devoirs et responsabilités

Regional Women’s Lobby

  • Serve as Coordinator of the Regional Women’s Lobby;
  • Support RWL members for implementation and monitoring of the planned activities for 2011 including communication, logistics, preparation of the necessary documents, and provision of strategic suggestions;
  • Support the RWL Steering Committee in its communication and decision-making process (schedule meetings, prepare agendas);
  • Support RWL in gathering information useful in their advocacy (e.g. upcoming events at country, regional or global level; mapping of decision-making processes, institutional and individual leaders to be targeted for outreach, etc.);
  • Attend RWL meetings and conferences and provide support to UN Women/RWL on organization of these events including the rappotour role and preparation of the meeting/conference report;
  • Attend conferences and meetings relevant to RWL’s work (women’s peace and security and women’s human rights) on behalf of RWL, when delegated by the RWL member;
  • Develop and implement a communication strategy for RWL,
  • Maintain and update of the RWL website, periodical update on women, peace and security via emails to share information, 
  • Support RWL Chair, Steering committee and Advisory Board in fundraising efforts.
  • Support translation, drafting, and editing of RWL documents and their dissemination, as well as ensure proper filing for institutional memory.
  • Prepare an annual work plan for the coordinator and provide report against the plan bi-annually

UN Women ‘Advancing Implementation of UN SCR 1325 on Women, Peace and Security in the Western Balkans’ Project

  • Support UN Women Project Office in Prishtina in preparation of relevant reports/other documents as well as provision of inputs concerning RWL’s work and SCR1325 activities on request;
  • Support UN Women Project Office on Prishtina in conducting research on women’s peace and security on request;

Compétences

  • Experience and understanding of the regional and sub regional context;
  • Demonstrated analytical skills and experience in lessons learned codification
  • Knowledge of and experience in results-based management and reporting
  • Strong team skills, including demonstrated teamwork and experience working with multidisciplinary teams
  • Ability to work flexibly on a range of assignments, and adhere to tight deadlines

Qualifications et expériences requises

Education:

  • Master Degree in Gender/women’s studies, social science, development, or relevant field. Bachelors degree in the aforementioned field combined with 7-10 relevant work experience in the areas mentioned below will be also considered. 

Experience:

  • At least 5 years of work experience in gender, human rights and development, especially in the post-conflict context and in the Western Balkans;
  • Proven expertise and experience in advocacy work on women’s human rights and peace and security is an asset;
  • Proven ability to deal with a dynamic group comprised of high-level officials and women advocates
  • Work experience with the UN System, especially with UNIFEM (currently UN Women), is an asset.

Language requirement:

  • Excellent written and oral communication skills in English;
  • Working level proficiency in Albanian and Serbo-Croatian is essential;
