UNDP launches a new environmental project “Support to the development of a comprehensive framework for international environmental cooperation in the Republic of Belarus”. The overall objective is to introduce effective sustainable development patterns in Belarus, full account being taken of environmental issues and public participation in environmental decision-making processes at national and local levels.- To enable harmonization of environmental legislation with the EU body of environmental law and best practices, namely in waste management, biodiversity conservation, water management and ecological certification of products;
- To support dialogue between state environmental and communal authorities, industry, NGOs and other stakeholders for procedural development and agreement in the field of waste management;
- To demonstrate principal elements of full cycle of municipal solid waste (MSW) management in two selected sites;
- To provide capacity-building for the local counterparts of two MSW management pilot projects, as appropriate to ensure their successful implementationTo support biodiversity conservation in the Yelnya protected area – a preserve of republican level Yelnya - by means of capacity building of protected area management, and its sustainable use (development of ecological tourism);
- To ensure maximum dissemination and replication potential in biodiversity conservation by inclusion of the interested NGOs and the concerned population in design and implementation processes of the pilot projects;To ensure adequate awareness of environmental issues, both theoretical and practical, among Belarusian environmental NGOs, the general population, scholars / students and relevant governmental bodies in the fields of MSW management and biodiversity conservation / ecotourism development.
Devoirs et responsabilités
Full compliance of project procurement activities with UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
- Preparation of Procurement Action Plans (PAP) for the project, continuous monitoring of their implementation and timely updating of PAP if necessary, preparation of reports on procurement progress as required;
- Quality research of local and international markets for goods and services required for project needs, including verification of products availability, price analysis and search for potential vendors;
- Work of independent experts on developing of detailed specifications of products, equipment and services in line with the UNDP rules and procedures is organised when required;
- Technical specifications and terms of reference received from the national partner organizations are reviewed for their compliance with the UNDP procurement principles, rules and procedures and their adjustment as necessary is ensured;
- Contribution to organization of procurement processes including drafting of tendering and solicitation documents, assistance in conducting tendering processes (RFQs, ITBs, RFPs, etc. in accordance with the UNDP rules and procedures) whilst ensuring that tender announcements are circulated as widely as possible among the potential suppliers, facilitating the flow of information during the tender by clarifying requests from tender participants and requesting additional information from them if necessary;
- Participation in opening of quotations, bids or proposals, organisation of their technical evaluation, including coordination of technical committee meetings and preparation of minutes/protocols thereof, conducting of financial evaluations of the technically responsive offers;
- Submission of procurement cases and recommendations for contract award to the UNDP country office, drafting of contracts in accordance with the UNDP model contracts and relevant rules and procedures;
- Preparation of a complete and quality set of documents for procurement cases that are subject to review by the Contracts, Asset and Procurement Committee (CAP) of the UNDP CO for such a review;
- Efficient monitoring of contract implementation to ensure compliance with contract terms, including but not limited to preliminary checking of shipment documents, tracking of the delivered goods/services, ad-hoc translation of documentation necessary for goods receipt, preparation and submission of vendor performance evaluation reports to the CO;
- Execution of custom formalities (as required) under the guidance of UNDP Administrative Unit;
- Receipt of goods and services and verification of their quantity and quality;
- Creating requisitions and receipts in Atlas (the UNDP web-based management system).
- Ensures implementation of sourcing strategy focusing on achievement of the following result:
- Maintenance and update of quality information about suppliers, implementation of supplier selection and evaluation that includes supplier pre-qualification and performance evaluation. Proposes on suppliers’ short-listing;
- Safe and secure storage and efficient distribution of procured assets in accordance with the project document and relevant plans;
- Preparation of inventory reports;
- Implementation of Inventory and physical verification control in the projects;
- Proper maintenance of project procurement filing;
- Knowledge sharing with other projects staff on procurement issues to ensure their correct understanding of and respect to procurement principles and rules;
- Synthesis of lessons learnt and best practices in procurement;
- Sound contributions to knowledge networks and sharing of best practices with other UNDP projects.

Qualifications et expériences requises
University Degree in Business or Public Administration, or University Degree in technical or humanitarian fields combined with practical procurement experience and relevant on-the-job trainings would also be acceptable.
