I. Organizational Context

With strong collaboration with the Government of Indonesia (BAPPENAS and MoHA), UNDP is implementing a decentralization project titled “Provincial Governance Strengthening Programme” (PGSP) to assist the government to address some of the key decentralization challenges. Designed in 2009 and implemented until 2013, PGSP works with both national and provincial governments, as well as with district governments in Bangka Belitung, Gorontalo, and Nusa Tenggara Timur.

Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.

The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the project (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.

Under the guidance and direct supervision of the PGSP Project Manager, the Communications Associate supports the formulation and implementation of the communications and advocacy strategies to increase the standing and awareness of UNDP with partners, the media and the public. The Communications Associate promotes a client-oriented approach in UNDP.

The Communications Associate will be responsible for ensuring that the communication strategy is set up among PGSP area-based teams, and the outreach strategy is socialized to relevant stakeholders in the decentralization context in Indonesia (i.e. the general public, the central government and province-level government, the international development partners working in similar areas of decentralization in Indonesia, and donors). The Communication Associate reports to PGSP Project Manager.

II. Functions / Key Results Expected


Summary of Key Functions:

  • Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development
  • Support to elaboration and implementation of the publications strategy and plan
  • Maintenance of PGSP website, databases and knowledge management systems
  • Facilitation of knowledge building and knowledge sharing

1. Supports the formulation and implementation of internal and external communications and advocacy strategies, supports business development focusing on achievement of the following results:

  • Preparation and conduct of communications needs assessments for project’s provision of information for elaboration of project communications and outreach strategy based on the corporate communications strategy.
  • Development of communication materials for marketing and awareness-raising campaigns, including briefing materials and press releases in coordination with the supervisor.
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews In consultation with Communication Unit CO. 
  •  Provision of inputs and researched information to integrate advocacy and communication strategies into all aspects of UNDP’s work.
  • Review of reference materials, identification of reference materials for retention. Maintenance of information database and photo library.
  • Support to joint UN information campaigns (UN Day, World AIDS Day, etc.)
  • Preparation of inputs for C CPAP and other planning and reporting documents.

2. Provides support to the elaboration and implementation of the project’s publications strategy and plan focusing on the achievement of the following results:

  • Provision of inputs and information for elaboration of project’s publications in line with CO Communications strategy and plan based on the corporate publications policy.
  • Identification of storylines for publications and articles contributing to debates on key development issues.
  • Technical supervision of translation/adaptation/rewriting of information received, printing and dissemination of publications and audio-visual materials.  Contact with printers and other suppliers to ensure production.
  • Supervision of publications dissemination.

4.  Ensures the design and maintenance of the PGSP web site focusing on achievement of the following results:

  • Assistance in the design and maintenance of the office web sites based on corporate requirements in cooperation with the ICT staff.
  • Preparation/checking the content for the web sites to ensure consistency of the materials.

    
    5.     Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  •  Identification and synthesis of best practices and lessons learned from the project directly linked to programme country goals and activities.
  • Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
  • Organization and conduct of training and workshops on communications for development as appropriate.

 
 
III. Impact of Results


The key results have an impact on creation of effective communications and dissemination of information on UNDP as UN’s global development network. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.

Qualifications et expériences requises

V. Recruitment Qualifications


Education: 

Bachelor degree  in public relations, communications, journalism, international relations, other relevant discipline, or its equivalent


Experience: 

5 years of relevant experience at the national level, including developing and implementing communications strategies to promote the activities of international development organizations; developing a range of communications materials; dissemination and management of publishing processes. 

Experience in the usage of computers and office software packages (MS Word, Excel, etc.).and also experience in using basic of Joomla or other Content Management System

Language Requirements: Fluency in English and Bahasa Indonesia
