- The consultant will design the Joint Programme document including preparation, data collection and analysis, write up and submission of the final programme document draft.
- Work collaboratively with UNDP, UNHCR and other UN agencies in programme design;
- Undertake background review of relevant national policies integral to the Tanzanian Poverty Reduction Strategy (MKUKUTA II), in particular policies, programme and related targets and milestones of regional and district development plans, necessary to situate the programme in the context of national policies;
- Review existing institutional arrangements and mandates governing the roles and interaction of national and sub-national government agencies and UN agencies with regard to the local development agenda;
- Support senior level consultations with key ministries involved in the local integration/refugee sector, including the Ministry of Home Affairs – Refugee Services Department and PMO-RALG;
- Integrate the primary and critical lessons learned from the UN Joint Programme 6.1; and
- Review implementation capacities and make recommendations on operational resource needs to support the joint programme implementation.
- It is expected that the consultant spend during his/her contract approximately 5-10 days at sites in Tabora and Katavi regions for assessment and data collection.
- Ensure the project development is flexible vis-a-vis the evolving policy development related to naturalization and local integration.
Compétences
- Experience in development programming for reintegration and repatriation solutions
- Knowledge of methodologies for local economic development and familiarity with rapid/quick impact assessment methodologies.
- Demonstrated capacity to apply tools/approaches for Results Based Management and Monitoring and Evaluation.
- Proven qualities of and experience in: programme design, research and oral/written communication.
- Excellent proven skills in analysis, problem solving, negotiations, diplomacy and leadership.
- Proven experience on preparation of written reports prepared in an accurate and concise manner, and public presentation skills.
- Computer literacy, including familiarity with spreadsheets, power point presentations and databases.
- Strong inter-personal skills and a demonstrated capacity to deal with colleagues and counterparts from different backgrounds, and proven ability to function in a multi-cultural and multi-ethnical environment.
- Flexibility for adapt to new context situations and demands.
- Fluency in written and spoken English is required for this post.
- Knowledge of and/or experience in Tanzania preferred.
- Kiswahili an advantage.
Qualifications et expériences requises
- Advanced university degree in economics, political science, sociology, international relations, international development public administration, human rights, international humanitarian law or other relevant field; or the equivalent combination of education and the extensive relevant professional experience in a related area.
- At least 5 years of progressively responsible professional experience in regional development programmes and community area based development approaches.
