Background:
The UNDP-UNHCR partnership for local development and integration has been established within the context of the Transitional Solutions initiative in collaboration between humanitarian and development, bilateral and multilateral actors. The objective of the Transitional Solutions initiative is to enhance capacity of national governments to strengthen procedures and systems for local planning/budgeting and to improve their pro-poor delivery performance, which benefits displaced persons and local community members. Tanzania was chosen to be one of the pilot countries for this initiative to ensure that the local integration of more than 162,000 former Burundian refugees who were granted citizenship is sustainable and activities continue after the phase-out of UNHCR interventions.

Pending the Government decision on local integration, Newly Naturalized Tanzanians (NNTs) may remain in Tabora and Katavi regions of western Tanzania. In light of local development across the regions, where the NNTs live and integrate, the initiative aims to develop the capacity of LGAs, civil society and community counterparts to formulate and implement local development plans for investments in pro-poor growth and livelihoods, social service delivery and sustainable governance and infrastructure.  This for this proposal explores the opportunity to scale up development programme interventions across the regions, including 9 districts in total. Special attention shall be given to the region of Katavi formed only in 2012.
