On September 17, 2003, the Government of Azerbaijan Republic and the United Nations Development Programme signed an agreement on initiation of a joint “Capacity Building for the State Social Protection Fund of Azerbaijan Republic” project. The project assisted the State Social Protection Fund of the Republic of Azerbaijan (SSPF) to introduce a new pension system based on individual accounts. UNDP supported SSPF in modernizing its infrastructure and improving managerial capacity. These included development and installation of new computer system; construction of new office buildings and rehabilitation of old branch offices across the country; establishment of modern electronic channels and platforms ensuring effective communication and data exchange between SSPF HQ and branch offices as well as between population and SSPF; modernization of working conditions for SSPF employees; implementation of modern human capacity building strategies and provision of trainings to SSPF employees; introduction of new efficient business processes and management mechanisms, etc.

Currently, SSPF is using a Management Information System (MIS) that has been developed in the framework of the joint UNDP/SSPF project. The developed MIS provides the broad range of functions enabling SSPF employees to provide social insurance-pension services to population in a highly efficient manner.

Even though, the designed and employed electronic services and applied business processes proved to be highly efficient and up-to-date, the software itself needs further improvement to meet internationally recognized standards and recommendations developed and promoted by the well-known agencies and organizations like ISO (www.iso.org), ISACA (www.isaca.org), COBIT (www.isaca.org/cobit5), ITIL (http://www.itil-officialsite.com) and others. Besides, International Social Security Association (ISSA, www.issa.int) has developed a manual with recommendations and indicators/criteria targeted for the designers of social security MIS. The recommendations cover a number of important aspects/features of social security MIS that are HIGHLY RECOMMENDED in the social security systems. These aspects/features concern IT security, personal data protection, scalability, operability, performance, modularity, use of open source packages, Business Intelligence, etc. Being a regional player in the area of social security SSPF is also trying to improve its MIS to meet the mentioned above standards and recommendations.

In this regard, SSPF is going to launch a new project aiming at modernization of the existing MIS and application of international standards.

The project is now announcing a selection process to choose an international consultant that would develop a project document and describe the needs for upgrading the current MIS.

Devoirs et responsabilités

The Consultant will be basically focused on implementation of the following assignments:

  • Review documents concerning the project objectives, achievements, evaluations and comments prepared with regard to the “Capacity building for SSPF” project in terms of the development of MIS for SSPF;
  • Discuss the new project objectives with responsive authorities in both SSPF and UNDP in close cooperation with the Project Manager;
  • Acquire comprehensive information regarding the expected outcomes of the project;
  • Draft the project document in accordance with the requirements of UNDP and SSPF containing the following sections:
  • Situation Analysis
  • Strategy
  • Results and resources framework
  • Annual work plan and budget (breakdown by activities and quarters)
  • Management arrangements (organizational structure)
  • Monitoring Framework and Evaluation
  • Risk log
  • Procurement plan

Qualifications et expériences requises

Education:
  • MS in Public Administration, ICT or related field

 Experience:

  • Profound knowledge and experience in the area of application of standards and recommendations from well-known international organizations like ISO, ISACA, COBIT, ITIL, etc.
  • Acquaintance with the best practices and specifics of application of internationally accepted standards for ensuring IT security, personal data protection, scalability, operability, performance, modularity, use of open source packages, application of business intelligence packages and other relevant features in corporate IT systems in public sector;
  • Experience in project design and management for 3 or more relevant projects;
  • Profound knowledge and experience in IT projects;
  • Understanding specifics of working for the public sector institutions;
  • Understanding specifics of the governing mechanisms functioning in the post-soviet countries;
  • Proven experience in project formulation and evaluation in ICT sphere within the United Nations system will be considered an asset;
  • Profound knowledge and experience in e-Government with practical experience of advising national governments on designing and implementing large scale e-Government initiatives in the developing countries/countries with the transition economy; 
  • Understanding of public sector reform issues as related to implementation of e-Government Strategy;  
  • Understanding of the specifics of the current governance systems in the newly independent states (CIS in particular) and the dynamics of political, economic, social and technological transition;
  • Excellent writing skills.

Language Requirements:
  • Fluency in English required.
