Background Information
Mining industry has historically been at the backbone of Kosovo’s economy and is seen by many as the catalyst for future economic development in Kosovo. By mitigating the existing environmental problems, the aim is to create incentives for investment and to fuel economic development, as well as to improve the living environment in Kosovo.
The regions in the North Kosovo are significantly affected by industrial pollution related to the mining activities. In particular, the areas used by the Trepca Mining Enterprise are of major concern as they have a long history of environmental problems: toxic/acidic effluents, uncontained waste rock, dust emissions as well as poorly contained and unstable tailings. Trepca Enterprise has inherited 67 million tons of discharged waste out of which 43million tons are located within the municipalities of Mitrovica, Zvecan and Leposavic. Consequently, also many nearby communities are being exposed to industrial pollution through water, air and soil contamination.
The municipality of Mitrovica is located in the northern part of Kosovo and has the highest levels of pollution in Kosovo, which are mainly caused by former industrial/mining activities. Even though industrial/mining activities have ceased many years ago, the levels of lead pollution of soil, air, and water and other dangerous metal pollutes remain alarming high around the surrounding environment, which obviously has serious negative health implications for the entire population. The region has an estimated 200,000 multi-ethnic inhabitants consisting mainly of Albanians, Serbs, Bosnians, Turkish, Roma, and Ashkali.
On 19 and 20 September 2011, an International Conference took place on industrial waste management for Trepca Mining Complex. The conference was jointly organized by the Ministry of Environment and Spatial Planning, Ministry of Economical Development, Mitrovica Municipality, Trepca Enterprise and UNDP. During 2012, UNDP supported Trepca’s Planning and Environmental Protection Department in organizing a donor conference for environmental projects, and undertook ‘Living with Lead’ Public Awareness Campaign on Reducing the Health Risk from the Exposure on Lead.
Since 2011, management of Trepca Enterprise established its Department for Planning and Environmental Protection (DPEP). This department is comprised of a head of the department, a high official for monitoring and evaluation, and an official for projects. DPEP is responsible for all environmental issues in Trepca industrial complex, including its active and passive assets. The main tasks of DPEP are coordination, assessment and development of environmental projects; awareness rising on the problem of historical waste (approx. 65 million tone). DPEP cooperates closely with the Ministry of Environment and Spatial Planning, and the Ministry of Economic Development. DPEP is also responsible for donor coordination.
Objectives of Assignment
The International Expert - Environmental Engineer provides guidance for obtaining the IPPC license (Integrated Prevention Pollution Control) and supports and empowers the Department for Planning and Environmental Protection (DPEP) of Trepca in further restructuring and planning.

Scope of work
The International Expert should work in consultation with and report directly to the Programme Analyst for Environment and Energy in UNDP Kosovo; and with the Department for Planning and Environmental Protection (DPEP) of Trepca.
The consultancy takes place in the context of UNDP Kosovo support for Trepca complex to address and solve the contamination of the environment and the risks to health posed by the industrial waste.

Qualifications et expériences requises
Education:- Master degree in an environmental, engineering or science field relevant to the environmental monitoring and site assessment for mining and contaminated sites.
- At least 5 years working experience in the fields related to the industrial waste and waste water treatment, remediation of heavy metal industrial pollution sites;
- Expertise in the preparation and presentation of technical information, feasibility studies, reports and recommendations;
- Excellent experience/knowledge in the field of application of environmental monitoring and field surveillance for a range of industrial, mining and contaminated sites and purposes;
- Experience in the policy development process associated with environment, climate change and sustainable development.
- Proficiency in English language.
Scope of price proposal and schedule of payments
The estimated duration for completion of the assignment/delivery is three (3) months, which includes three (5) day missions to Kosovo, (Trepca Enterprise, Mitrovica), and 10 days home based.
The Offeror is requested to submit following documents:
- Letter of Confirmation of Interest and Availability;
- Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references;
- Brief description of why the you considers yourself as the most suitable for the assignment ;
- Financial Proposal that indicates the all-inclusive fixed Lump Sum contract price.
The contract price is fixed regardless of changes in the cost component.
Criteria for Selection of the Best Offer:
- Criteria for Selection of the Best Offer: Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.
