The Multi-Country Office (MCO) based in Apia covers four Pacific island countries (Cook Islands, Niue, Samoa & Tokelau), and manages regional programmes for 10 additional countries. The new UN programmatic framework (2013-2017) has been designed, first time ever, in joint coordination between 14 Pacific countries, resulting in a common Sub-Regional Programme Document for Pacific Island Countries and complementary results matrices for each country. Most of MCO’s is focused in climate change and environment (CC&E, 95% of the total budget), although the office also provides significant support in poverty eradication and governance. 

The MCO’s portfolio has been successfully expanded in budget, delivery and areas, turning from a very small office (around US$ 20m of budget in 2008) to a medium one (US$ 85m by the end of 2013) and potentially to a medium-large one in the future (potential portfolio of around US$ 120m). Programme delivery has also increased ($2.7m, $4.3m, $4m, $6.8m and $6.9m), exceeding scorecard targets. Regular resources only account for 8% of annual expenditure. Moreover, the MCO stands 9th in the ranking of UNDP global GEF fund delivery at $4.7m (2011 figures). 

The ultimate objective of the CC&E programme in UNDP is to have a positive impact on the social benefits derived from the sustainable use of natural resources and the enhanced resilience to the effects of climate change. In this sense, financial oversight, effective strategic planning and M&E frameworks will be critical to ensure its successful implementation, measure its results and further develop the portfolio. Management and coordination is also gradually moving from a project-based approach to a sector-wide approach to get economies of scale, be more efficient and create synergies. 

The Climate Change and Environment (CC&E) Programme Officer will report directly to the CC&E Programme Manager as responsible for management of the Multi-Country Office (MCO)’s CC&E projects, including strategic planning, formulation and technical oversight. The incumbent is expected to regularly travel to the covered islands to support oversight and coordination on the ground. The Programme Officer analyzes political, social, economic and environmental trends and participates in formulation, management, monitoring and evaluation of programme activities within his/her portfolio. 

The CC&E Programme Officer works in close collaboration with the programme management and operations units, programme staff in other UN Agencies, staff of UNDP HQs and regional and sub-regional centers.

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social, economic and environmental situation in the countries and preparation of substantive inputs to strategic documents;
  • Analysis and synthesis of proposals on the areas of support and interventions related to CC&E and within other thematic/sectoral areas assigned;
  • As part of the UN coherence process, development and consolidation of the UN in Cook Islands, Niue, Samoa and Tokelau by participating in discussions with other UN agencies, especially in the area of CC&E;
  • Support the strengthening of donor coordination to ensure alignment and complementarities between the governments and other donors’ climate change strategies and UNDP/UN activities;
  • Contribute to strengthening the internal and external understanding of the Delivering as One approach through contribution to UN advocacy materials;
  • Perform other coordination duties as assigned by the UNDP RR, including briefings, speeches and reports on issues pertaining to the Resident Coordinator System and the Delivering as One approach.

Participates in effective management of the MCO programme in the area of environment and within the other thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Design and formulation of MCO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Initiation of a project, presentation of the project to LPAC, entering project proposal into Atlas, preparation and finalization of AWPs/Project document for new projects, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. The Programme Officer is expected to have all Atlas rights commensurate to the responsibility of the position, and participate in recruitment processes for projects as needed;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects in and out of ATLAS, identification of operational and financial problems, development of solutions;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Preparation of inputs for reporting, including donor reporting;
  • Contribution to application of RBM tools and monitoring achievement of results;
  • Day-to-day oversight of the portfolio, liaising with implementing partners, providing strategic direction, evaluating progress and results on the ground, and providing innovative solutions, lessons learnt, best practices and overall guidance to improve project quality;
  • Support to implementation partners in planning, execution, monitoring, evaluation and adaptive management, oversight of the elaboration and submission of timely and coherent work plans, reports and budgets, and continuous monitoring of delivery, outputs and outcomes;
  • Application of UNDP rules and regulations, ensuring the implementation of clear accountability mechanisms throughout the programme portfolio;
  • Supervision and capacity development of Programme Associates, focusing in achievement of programme outcomes and promoting organizational excellence;
  • Facilitate information gathering and preparation of annual project implementation reviews and external evaluations; 
  • Introduction and/or management of effective M&E systems such that lessons and results are systematically documented to allow for scaling up programmes and their impacts;
  • Provide management with advice relating to strategic direction of project implementation 
  • Monitoring of current year and cumulative expenditure status and key financial milestones such as budget revisions, financial closure and the like, identifying any exceptions, problems or irregularities and acting to solve them;
  • Approval of financial transactions in Atlas, up to the designated level;
  • Other project management activities as requested.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results: 

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Provision of timely quality information and technical advice on policies of SOFs, mainly GEF (Global Environment Facility) and AF (Adaptation Fund) and activities to national partners to enable the preparation of projects;
  • Support to design, preparation, submission and approval of concept ideas/project proposals, and assistance with inception, contracting and start-up of projects;
  • Promotion of gender equity/empowerment in adaptation and low-emission and climate-resilient development (LECRD) related programming opportunities;
  • Other related activities as requested.

Provides top quality advisory services to the Government and other counterparts and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Promote awareness and dissemination of relevant resource materials on climate change mainstreaming to UN staff, including compilation of information on climate change policies of donors and government;
  • Sound contributions to knowledge networks and communities of practice;
  • Aid in the preparing of relevant summary information on climate change on UNDP activities and distribute as appropriate. Analyze and disseminate lessons learned through websites, newsletters and other tools;
  • Work closely with the UN Communications Group to help them create networks of media members working on climate change issues and to brief both media and practitioners on UNDP’s priorities and activities;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues;
  • Professional growth through active learning;
  • Other related activities as requested.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in Environmental science or related field would be a strong asset.

Experience:

  • 5 years of relevant experience at the national or international level in design, management, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Fluent in English.
