Historique

The intervention strategy of the United Nations Development Programme (UNDP) Elections Project in Haiti is part of the overall objective of UNDP and the international community in Democratic Governance. It is specifically designed to support the national ownership of the Transient College of the Permanent Electoral Council (CTCEP) through a process of transfer of electoral knowledge and skills, in order to meet internationally recognized quality standards.

This intervention strategy incorporates an important element on the promotion of full participation of women in the electoral process, based on an analysis shared by key actors on the barriers and drivers of participation of women in elections as voters, candidates and actors of the electoral process.

The 2013-2014 Elections Project is centered on the capacity development and transfer of knowledge to the CTCEP. The Technical Specialist on Electoral Administration and Gender will assist the Elections Chief Technical Advisor in strategic planning, gender mainstreaming, and administrative tasks related to management of the Basket Fund, in a particularly complex political and operational context

Devoirs et responsabilités

Effective management of the Project:

  • Provide support and expertise for project management, including supervision/mentoring of staff;
  • Contribute to the day-to-day management of project activities;
  • Prepare terms of reference, progress reports and other relevant documentation in relation to project activities;
  • Contribute to the project’s regular communication with international and national counterparts;
  • Contribute to preparations related to audits, reporting, and evaluations;
  • Ensure compliance of project activities with UNDP rules, regulations and policies.

Electoral administration and strategic planning:

  • Support the implementation of the project’s annual strategic programme goals;
  •  Provide advice and expertise to the Electoral Council on electoral administration and strategic planning in line with international best practices and national context;
  • Promote national appropriation of a strategic perspective on the electoral cycle;
  • Promote the strategic participation of the Electoral Council in international conferences, exchanges with other countries, and international networks of electoral management bodies. 

Gender mainstreaming:

  • Contribute to the implementation of the project’s gender and elections component;
  • Provide advice and expertise to the Electoral Council on gender mainstreaming in line with international standards and national context;
  • Promote the appropriation of a gender awareness strategy at the Electoral Council;
  • Organize training activities for national stakeholders on gender and elections, using BRIDGE and other internationally accepted methodologies;
  • Contribute to documents to be published on gender and elections in Haiti.

Capacity development of the Electoral Council:

  • Contribute to the implementation of a capacity development plan on all aspects of electoral administration for the Electoral Council, in line with international best practices and national context;
  • Provide advice and expertise to the Electoral Council on electoral administration in line with international best practices and national context;
  • Organize training activities for national stakeholders on electoral administration, using BRIDGE and other internationally accepted methodology.

Qualifications et expériences requises

Education:

  • Masters’ degree or equivalent in political science, international relations, law, social sciences, public administration, governance or related field.

Experience:

  • Minimum 5 years of experience specifically in the field of electoral administration and management of electoral processes;
  • Proven experience in electoral assistance;
  • Proven knowledge and experience in gender mainstreaming on electoral processes.

Language Requirements:

  • Fluency in French, both written and oral, is essential;
  • Working knowledge of English is required.
