The project Support to Anti-Corruption Efforts in Kosovo (SAEK) is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level.
 
SAEK takes an innovative and holistic approach towards anti-corruption by focusing both on the “supply-side” and the “demand side” of democratic governance and taking into consideration different levels of intervention, working directly with central government authorities, local/municipal actors, civil society and the citizens themselves.
Limited participation of citizens in fighting corruption and monitoring government decision-making are other focus issues to be innovatively addressed by this project. Through the use of modern communication tools, such as social media, web2.0 and mobile phone technologies, this project will harness the creativity, innovativeness and collaborative attitude of citizens interested in achieving a political change regardless of ethnicity, gender or physical disabilities.
UNDP will adopt a human rights based approach to this anti-corruption project as well as a systemic capacity development focus addressing the policy dimensions, organizational systems and individual level of skills and knowledge. SAEK will complement the commitment made at the government level to fight corruption by working closely with a wide range of stakeholders from the public sector and building on the strategic alliances UNDP has already established with various Kosovo authorities, international actors and civil society organizations (CSOs).
 
Under the direct supervision of the SAEK Project Manager, the Anti-Corruption Analyst has the overall responsibility for assisting the Project Team to achieve the project results (outputs) as defined in the approved project document and annual work-plans through timely and quality implementation and monitoring.

Devoirs et responsabilités

Under direct supervision of the Project Manager of the project Support to Anti-Corruption Efforts in Kosovo (SAEK), the Anti-Corruption Analyst will perform the following duties and responsibilities:
 
Summary of functions:
  • Provide advice on anti-corruption matters, drawing on international comparative experiences and best practices.
  • Monitoring and evaluation of progress and risks, ensuring that changes are controlled and problems addressed; reporting on progress including measures to address challenges and opportunities. 
  • Support partnerships and advocacy activities at project level.
Provide advice on anti-corruption matters:
  • Provide advisory and technical assistance to key project counterparts and staff in support of efforts to  strengthen anti-corruption; transparency and accountability;
  • Ensure knowledge management and sharing to inform policy dialogue and the discourse on anti-corruption issues;
  • Provide technical assistance for conducting anti-corruption evidence based assessments at the sectoral level, institutional and local levels;
  • Support capacity development of key project counterparts and staff in the area of anti-corruption, through on the job training and regular briefings on all relevant new tools and skills related to the anti-corruption initiatives.
  • Identify changes in the external environment and promptly agree necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities) with UNDP SAEK Project Manager and UNDP Governance Team;
  • Assist in the preparation of annual project work-plans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary); 
  • Link up project activities with related and parallel activities both within government and external partner agencies.
Monitoring progress and risks and evaluating project interventions:
  • Continuously monitor project progress against the approved work-plan; 
  • Evaluate project interventions and results, draw lessons learned and suggest measures for improvement;
  • Monitor events as determined in the project monitoring schedule plan, and update the plan (in Atlas and off-Atlas) as required; 
  • Monitor and evaluate the project risks initially identified and submit new risks to the UNDP Programme/Project staff for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log; 
  • Assist in the preparation of progress reports with the frequency and using the template recommended by the UNDP office. 
  • Support the preparation of reviews and evaluations as defined in the project document; 
  • Assist in the preparation of final project reports and papers. 
  • Participation in regular internal meetings; 
  • Participation in training events, communities of practice, codifying and sharing knowledge facilitation and organization of training for project staff to enable them to perform at the required level.
Support partnerships and advocacy activities at project level:
  • Maintain positive working relations with all project stakeholders, including government authorities and agencies, international organizations and CSOs; 
  • Be familiar with the activities of other development projects in the sector, establish contact and keep up-to date with their work; 
  • Ensure and coordinate meaningful participation of all national and international stakeholders in all phases of planning and implementation processes; 
  • Support the partnerships and advocacy activities agreed by the UNDP office in the area/sector covered by the project.
Impact of Results

The work of the Anti-Corruption Analyst will have a direct impact on the implementation of the project and the achievement of results. Specifically, the results will have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc) in order to meet expected results, and contribute to the overall success and impact of the UNDP office work in Kosovo.

Qualifications et expériences requises

Education: 
  • Master’s Degree (or equivalent) in management, economics, public policy, social sciences, political science, development or other relevant fields and minimum 2 years of relevant working experience as specified in the section bellow.
Or:
  • Bachelor’s Degree (or equivalent) in management, economics, public policy, social sciences, political science, development or other relevant fields and minimum 5 years of relevant working experience as specified in the section bellow.

Experience: 

  • Relevant experience at the national or international level in providing advice on anti-corruption and other governance related issues.
  • Very good knowledge on anti-corruption and governance issues at the regional, national and local level.
  • Technical and professional skills in providing management advisory services and conducting monitoring and evaluation of development interventions, data collection and analysis.
  • Experience in the use of information technology (SPSS, MS Excel, Word, and Databases) and office software packages and handling of web based management systems.

Language Requirements:
 Fluency in both oral and written English and Albanian; working knowledge of Serbian is an asset.
