Historique

Migration has shaped Bosnia and Herzegovina for centuries and its most recent wave, triggered by the  war from 1992-1995, led to the outflow of some 1.2 million people out of which only 450,000 later returned to the country. Even after the war, migrants continued to leave BiH for work, to study, and to reunite with family members abroad. Although no official census has been conducted since 1991, the Ministry for Human Rights and Refugees BiH estimates that 39% of the total country’s population lives outside its borders. Hence, in the broader framework of sustainable development of BiH, the country needs to design and apply policies and measures geared towards reintegration of returnees in their pre-war societies, as well as engagement of Diaspora in the development processes.
The Mainstreaming the Concept on Migration and Development (M&D) into relevant Policies, Plans and Actions in BiH project seeks to systematically mobilise and build up potentials of migrants from Bosnia and Herzegovina in relevant domains of transition and socio-economic development, providing for visible effects of their contributions to the country’s progress at all institutional and societal levels. Specifically, the project will pilot mainstreaming of migration for development within the integrated local development strategies of selected local governments in Bosnia and Herzegovina.
Planned activities are designed around three interconnected project components, as follows:

  1. Policies for effective integration of migrants’ contributions to the country’s development are outlined and mainstreamed into local development strategies of at least 10 local governments;
  2. Capacities of key actors at relevant governmental levels (mainly partner local governments, BiH Ministry of Human Rights and Refugees and members of the inter-ministerial working group) on effective mainstreaming of migration into development are strengthened; cooperation with migrants and their organisations is being structured in municipal planning schemes;
  3. Key elements for the definition of a valuable mainstreaming of migration into development concept are identified, validated and integrated into complementary action plans of different key actors in BiH (governmental institutions, civil society organisations, Associations of Municipalities and Cities, private sector, migrants’ organisations).
    The project incorporates both vertical and horizontal lines of action that are mutually dependent and complementary. It provides for vertical interaction and support to the BiH Ministry of Human Rights and Refugees in the process of developing of a joint policy road map as well as steering top-down process that would result in anchoring migration for development policies into the integrated local development strategies of partner local governments. At the same time, the project offers bottom-up support to partner local governments to effectively mainstream migration policies into their local development strategies and successfully implement, manage and monitor migration policy delivery, in line with the country priorities.
    The project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by UNDP BiH, while the responsible national partner is the BiH Ministry of Human Rights and Refugees (MHRR).

Devoirs et responsabilités

Under the supervision of the Rural and Regional Development (RRD) Sector Coordinator and in close coordination with the Local Governance Programme, in particular the Integrated Local Development Project, the Project Manager will assume the overall responsibility for project management, with due respect to UNDP rules and regulations and in accordance with the UNDP internal control framework. The Project Manager will have the following main functions:

  1. Ensuring the implementation of the project goals;
  2. Project management and supervision of the Project Team;
  3. Establishing partnerships and advocacy with the provision of top quality advice to the Government;
  4. Contributing to CO programme management and development in the area of migration, return and reintegration;
  5. Ensuring gender mainstreaming within the project.

1. Ensuring the implementation of the project goals;

  • Provides overall leadership and takes management responsibility for successful implementation of the project’s activities and sub-activities, as per the project document;
  • Provides conceptual guidance and technical advice to the project team and project counterparts;
  • Coordinates project activities to deliver intended outputs and achieve desirable impact of the project applying programming tools and policies in line with the UN Results Based Management Approach;
  • Ensures that all project-related issues and risks are identified and reported in a timely manner and suggests corrective measures;
  • Ensures close interaction and synergies with other UNDP local/regional development interventions and regional offices, as well as with the global Joint Migration and Development Initiative (using experiences and know-how on M&D), relevant projects of other UN agencies and donors, maximizing the impact and the efficient and effective use of resources.

2. Project management and supervision of the Project Team;

  • Manages project implementation on the basis of PRINCE II and UNDP best practices;
  • Co-ordinates the work of the Project Team, individual consultants and contracted companies;
  • In coordination with other UNDP local governance and local development interventions, prepares annual activity and procurement work plans, as well as budgets based on expected year-end outputs, and ensures close monitoring of activities and delivery;
  • Monitors and analyses project progress, also using applicable monitoring & evaluation and risk management tools in ATLAS;
  • Ensures the existence and implementation of successful quality assurance for the project’s financial, procurement and administrative processes in order to attain the project goals and desired impact in line with prevailing UNDP rules and regulations as well as in line with the project timelines;
  • Provides the Project Board with regular reports on project progress, including risks and issues;
  • Presents the project to all relevant stakeholders and acts as UNDP lead focal point for the project;
  • Participates in UNDP programme-level committees and working groups;
  • Approves procurement actions according to authority delegated and adjusts procurement plan as required;
  • Manages project staff, conducts staff performance reviews in accordance with UNDP rules, regulations and procedures; ensures they understand all the aspects of the project;
  • Complies with security and safety requirements and regulations and ensure the same are respected by all project personnel.


3. Establishing partnerships and advocacy with the provision of top quality advice to the Government

  • Establishes good working relations with relevant institutional and organisational partners at state, entity, cantonal and local levels, as well as with main international organisations working in the domain of local development, M&D, as well as sustainable return in Bosnia and Herzegovina;
  • Provides policy and technical advice to the relevant government institutions and partners;
  • Assists the MHRR as the local lead partner and inter-ministerial Working Group on Migration in policy development and validation, setting up of efficient coordination mechanisms and other related tasks, as well as facilitates synergies between M&D and sustainable return policies;
  • Coordinates activities of the project with government stakeholders to provide strategic advice and technical assistance related to the attainment of the project results;
  • Identifies sources of information related to policy-driven issues, identifies and synthesises best practices and lessons learnt directly linked to project goals;
  • Plays, within the local governance/local development team, an active role in policy advice and strategic thinking on local governance, local, regional and rural development, sustainable return in BiH and embedding migration and return elements into relevant local interventions;
  • Establish connections of exchange and learning with national and regional M&D networks;
  • Facilitates knowledge building and management.

4. Contributing to CO programme management and development in the area of migration, return and reintegration;

  •  Ensures wide dissemination and visibility of project achievements;
  •  Participates in national and international forums, making substantive contributions as appropriate;
  •  Provides expert advice to programme management in terms of forward-looking or potential project follow up/development in close synergies with other on-going or upcoming interventions;
  •  Facilitates additional research and analysis that will lead to new project proposals;
  • Advises management in preparing for high-level consultation meetings with donors and government authorities;
  • Gathers information on funds, available resources, potential donors and implementing partners as well as develops new project proposals;
  • Animates effective dialogue with partners and among stakeholders and engage with relevant donors and contribute to the CO resource mobilization efforts

5. Ensuring gender mainstreaming within the project

  • Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analysed in detail;
  • Ensures gender equality is mainstreamed throughout team, consultant and staff management activities;
  • Ensures knowledge on gender equality is incorporated in project knowledge management activities and products

Qualifications et expériences requises

  • Advanced university degree in public administration, development studies, economics, political sciences, social sciences, or other related areas.
  • At least 7 years of relevant work experience, with more than five years of experience in direct programme/project management;
  • Demonstrated knowledge of local government/local and regional development and previous direct experience in local development planning, capacity development of local governments and socio-economic partners and community engagement;
  • Previous experience related to migration, diaspora, emigration and/or sustainable return policies and/or projects in Bosnia and Herzegovina and/or in the region;
  • Familiarity with key public documents, strategies and trends related to local governance, integrated local strategic planning as well as migration and development in Bosnia and Herzegovina is preferred.
  • Excellent computer skills (especially Microsoft Office applications) and ability to use information technologies as a tool and resource.  Fluency in English and B/H/S with excellent drafting and presentation skills;
