UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Regional Office for Asia and the Pacific is implementing the Regional Programme “Improving Women’s Human Rights in Southeast Asia“ covering eight countries: Cambodia, Indonesia, the Lao People's Democratic Republic (Lao PDR), Myanmar, the Philippines, Thailand, Timor-Leste and Viet Nam. The Programme focuses on knowledge generation and exchange, stock taking and priority setting for advancing the implementation of CEDAW in the region. Supported by the Canadian International Development Agency (CIDA), the programme implementation will continue until mid 2016.
 
The Goal /Ultimate Outcome of the Programme
 
Reduced discrimination against women in Southeast Asia
Immediate Outcomes of the Project:
  • Increased skills and knowledge of government officials and civil society gender experts on CEDAW compliance in development and monitoring new and revised legislative frameworks;
  • Increased awareness among formal and informal justice system actors of CEDAW commitments;
  •  Strengthened monitoring and accountability mechanisms for implementation of CEDAW commitments. 

 Project Strategy

 UN Women will employ the following strategies in this project:

  • Advocacy and support for legislative change: The Programme will support reviews of national laws and policies to ensure compliance with CEDAW;
  • Capacity development of gender advocates in the government and civil society, including national women’s machineries and women’s NGOs, will be supported to enable them to play an active role in advocating for legislative change;
Building national expertise on implementing CEDAW:
  • The Programme will support capacity development of the executive, legislative, judiciary and civil society to understand and apply CEDAW and its Optional Protocol to guarantee women’s human rights;
  • The Programme will support the governments to improve their monitoring of the CEDAW implementation;
  • To sustain capacities beyond the Programme period, partnerships with relevant training institutions and law schools will be made to develop training materials and integrate CEDAW norms and principles in relevant training curriculum.
Network/institution building and strengthening:
  • The learning and exchange of expertise on application of CEDAW will be anchored through nurturing the development of national and regional networks and institutions;
  • Examples of regional networks include the CEDAW Watch groups, the network of justices and judiciary institutions while at the national level focus will be given to the development of inter-sectoral mechanisms and institutions;
  • In addition, partnerships with existing regional inter-governmental and non-governmental organizations will be further strengthened;
Knowledge generation and dissemination:
  • The Programme will respond to common needs and gaps in knowledge by leading the development of common methodologies and approaches at the regional level.
In particular the programme will pay greater attention to: 
  • Capturing and systematically analyzing the knowledge and lessons gained from work across countries to draw out successful strategies and approaches that could be replicated; 
  • Capturing and analyzing strengths and potentials of creative/innovative strategies for awareness raising or capacity development on CEDAW to develop replicable models and approaches.
South-South exchange and cooperation:
  • The Programme will continue to facilitate the regional exchange of experiences and expertise to support advancement of women’s human rights at the country level, in Southeast Asia and beyond.  

UN Women is also implementing another CIDA funded regional project entitled “Regional Mechanisms to Protect the Human Rights of Women and Girls in Southeast Asia” from 2011 to March 2014.  The Project aims to support the newly established ASEAN human rights bodies – AICHR and ACWC – in promoting the rights of women and children among ASEAN member states and facilitating the realization of gender equality and women’s human rights in the region as per the commitments to CEDAW, CRC and other international human rights instruments. The Project will focus on capacity development of AICHR, ACWC, their secretariats and civil society networks and organizations, particularly the regional network of gender advocates, to contribute towards an effective AICHR and ACWC that uses their mandate to the full extent possible to promote and protect women’s and girl’s human rights in the region.  

Long term outcome:  

Women's and girl’s rights are better protected in ASEAN member countries 

Immediate Outcomes of the Project:
  • AICHR and ACWC adopt programmes and dialogue mechanisms that effectively promote and protect human rights of women and girls;
  • Enhanced capacity of national and regional women’s groups and NHRIs to engage with AICHR and ACWC and advocate with them on the women’s human rights issues that need to be addressed at the regional level;
  • The Secretariats for AICHR and ACWC within the ASEAN Secretariat provides effective support to the respective Commissions that they serve in addressing women’s human rights issues. 

The Programme Specialist will support the Regional Programme Manager in the implementation of these two Programmes in accordance with the approved workplans.

Devoirs et responsabilités

Substantive support to the implementation and monitoring of the Programmes:
  • Provide substantive inputs to the development and  implementation of the activities under the approved annual workplans of the Regional Programmes on Improving Women’s Human Rights in Southeast Asia and Regional Human Rights Mechanisms on Promoting the Rights of Women and Girls in Southeast Asia;
  • Provide support and back up for the implementation of country and regional level projects by providing direct substantive assistance to UN Women country offices and to a range of governmental, non-governmental organizations,  regional inter-governmental bodies and UN partners;
  • Support budget preparation and tracking, contract preparation, review and finalization;
  • Contribute to building partnerships, communications, networks in the area of promoting  gender equality and protecting women’s human rights, improving access to justice for women, accountability mechanisms for women’s human rights within governments, CSOs and relevant inter-governmental bodies;
  • Provide inputs and feedback on documents, reports, knowledge products that are developed under the programmes;
  • Promote synergies among regional and country programmes and projects of UN Women in participating countries.
Knowledge development:
  • Assist with the development of technical knowledge products as per the annual workplans; 
  • Analyze and synthesize results and knowledge generated from the programme into reports and  lessons, and other tools and new knowledge products; 
  • Assist with facilitation the exchange of strategies and experiences among  Country offices, Programme partners and stakeholders towards achievement of the planned results.
Advocacy and Partnership Development:
  • Contribute to inter-agency coordination on women’s human rights;
  • Contribute to design of advocacy material and promote initiatives for advocacy and policy dialogue;
  • Nurture partnerships with regional and national stakeholders in governments, academia, civil society and inert-governmental bodies.
 Monitoring and reporting:
  • Work with the Programme Manager and Country  Programme Offices  to link activities and results across countries to ensure that there is a regional impact and overview of results;
  • Support the Programme Manager in consolidating results and preparing reports for UN Women and donor
Expected results:
  • The implementation of the CEDAW SEAP and Regional Project on regional human rights mechanisms are on track
  • Timely delivery of planned activities;
  • Enhanced policy advice and technical assistance services provided by UN Women to stakeholders application of  international human rights norms and standards for gender equality and women’s human rights in areas of legal reform, access to justice, monitoring and accountability.

Qualifications et expériences requises

Education:
  • Advanced degree in international human rights, gender studies or relevant social sciences with focus on women’s  human rights.
Experience:
  • Minimum five years of relevant progressive experience on the field of human rights, with focus on gender equality and women’s human rights;
  • UN Women experience and in depth knowledge of UN Women programme and operational rules and procedures is a must;
  • Solid field experience of implementing programmes on women’s human rights;
  • Track record in the East and Southeast Asian region, particularly familiarity with key government and non-government institutions, individuals and networks in East and Southeast Asia working on women’s human rights at national and regional levels;
  • Experience in implementing and monitoring programmes highly desirable
  • Experience in results-based management (RBM);
  • RBM experience as specifically applied in the UN Women context an asset.
