- Provide Leadership and Strategic Direction to Learning Resource Centre;
- Develop and implement operationalization and institutional development plan for the Learning Resource Centre;
- Ensure mobilization of interest and support of all stakeholders for Learning Resource Centre;
- Develop and implement strategies to build the training capacities of the Central and State Training Institutions and Government Departments;
- Conceptualise and facilitate interventions to maximize the coverage of training to include officers placed at cutting-edge level;
- Design and implement initiatives to develop training managers/ talent in the training institutions and Government Departments;
- Develop plans for review and strengthening of ToT Programmes including revision oftraining modules;
- Explore, design and implement plan for development of e-learning modules and online certifications for the trainers and others;
- Identify, customise and transfer latest training techniques, tools and methods;
- Drive research and innovation in the field of training techniques and technologies;
- Develop strategies for creating Cadres of Trainers in different sectoral and functional specialisation (domain specific ToT programmes);
- Share publications, key technical documents, knowledge papers, articles, insights and experiences on related subjects with the project partners through Knowledge Exchange Community;
- Provide support to Govt. Departments and Training institutions in implementation of NTP- 2012;
- Provide technical support in procurement of goods and services for the Learning Resource Centre and ensure execution of contracts by vendors;
- Ensure adequate information flow, regular contact and feedback among the various stakeholders of the project.

- Excellent understanding of the Indian Civil Services and Public Administration;
- Knowledge about latest approaches to capacity development, training techniques and technologies;
- Proficiency in the use of office IT applications and internet in conducting research;
- Outstanding communication, project management and organizational skills;

- Establish, build and sustain effective relationships, partnerships and alliances.
Qualifications et expériences requises
- Minimum Master’s Degree in the field of Human Resource Management, Organisation Behaviour, Psychology, Training, Management, Public Management, Business Administration or related field from a recognised University/ Institution;
- Ph.D. in the related field would be an added advantage.
- Minimum 12 years of relevant experience in training and development, human resource management, public administration with large private/ public sector organisations/ government bodies or International/ Multilateral organisations;
- Experience of working with Central/ State Governments institutions including government training institutions would be an added advantage.
- Excellent command over the English language;
- Ability to produce high quality reports and knowledge products (samples may be requested as reference);
- Proficiency in at least one Indian language.
- Willingness to travel for missions/ meetings/ consultations with stakeholders.
- The Director- LRC will work under the overall direction of the Joint Secretary (Training), DoPT and Assistant Country Director and Unit Head - Governance, UNDP;
- The Director- LRC will be initially supported by One Research Associate and One Executive Officer.
